2. Letter dated 22nd March, 2016, from the Chief Executive, NTA, in relation to the use of rubber in-fills on Luas tracks (copy attached)

Letter noted. A copy of the report prepared by Jacobs Consulting Engineers relating to rubber in-fills as referred to in the NTA’s letter to be circulated to the Members.

3. City Centre Transport Study (report to follow)

Mr Brendan O’Brien, Head of Technical Services, gave a presentation on the City Centre Transport Study public consultation. Ms Derval Cummins, Director, E&Y Consultants, gave a presentation on assessment of the impact on the retail market of the City Centre transport proposals. A detailed discussion ensued concerning a range of issues including the proposed volume of buses on Parliament Street, disability access in the proposed revised College Green Plaza, general access issues for taxis, removal of buses from Dame Street creating longer walking distances for the visually impaired and the elderly, and screening for an Environmental Impact Assessment. Mr O’Brien replied to Members questions and noted points made. Public workshops will be held with the design team to address issues including safe access for visually and mobility impaired persons.

4. College Green - public consultation (verbal update)

Mr Brendan O’Brien, Head of Technical Services, said that the public consultation on College Green closed yesterday and a large number of submissions were received which will be examined.

Noted. A report on the College Green public consultation will be brought to the next meeting of the SPC in June.

5. Liffey Cycle Route – emerging preferred option (report attached)

Mr Christopher K. Manzira, a/Senior Engineer, gave a presentation on the emerging preferred option route involving a direct route from the Phoenix Park through Benburb Street/Hammond Lane, to Church Street onto the North Quays. The proposed route also connects with Heuston Station across Frank Sherwin Bridge. Buses and cars will remain on the Quays. Mr Manzira replied to Members’ questions. Members expressed disappointment that the route would not now be fully along the Quays. Mr Manzira said that a statutory public consultation will be held on the proposed route.

6. Coca-Cola Zero dublinbikes scheme – report on revenue generation options to facilitate expansion (report attached)

Report noted. Following discussion, it was agreed to write to the Minister for Health to ask if a contribution could be made to the running costs of the Coca Cola Zero dublinbikes scheme in view of the health benefits of cycling.

7. Proposed Dublin City Council Special Speed Limit Bye-Laws 2016 (report, draft Bye-Laws and maps (x 2) attached)

Mr Roy O’Connor, Executive Engineer, Traffic Management and Control, said that it is proposed to go to public consultation to seek the public’s comments on the proposed Draft Special Speed Limit Bye-Laws 2016. It is also proposed to seek feedback from the public in relation to identifying revisions to the speed limits that can be taken into consideration as the City Council continues to review and assess the greater extent of Dublin City Council’s administrative area. Mr O’Connor replied to Members questions.

Following discussion, it was agreed that the entire inner city, as bounded by the canals, be included in the first phase of the proposed Draft Special Speed Limit Bye-Laws 2016. It was agreed to recommend to the City Council the holding of the public consultation process on the proposed Dublin City Council Special Speed Limits Bye-Laws 2016 (Phases 1 and 2) and to seek feedback from the public in relation to a continuing review of speed limits (Phase 3). It was noted that the arterial routes are not included in the proposed reduced speed limits of 30km/h.

Motions

16. Motion in the name of Councillor Paddy Smyth:

“Given the disruption, both civic and economic, caused by the Luas Driver's Strikes in recent months, this committee calls on the new Minister for Transport, the National Transport Authority, Transport Infrastructure Ireland and TransDev, to 'future proof' all new Luas rolling stock so that it is capable of being fitted with self driving software.

Similar technology already exists on buses in San Francisco, Lausanne (Switzerland), Trikala (Greece), Zhengzhou (China) and Wageningen (The Netherlands).”

17. Motion in the name of Councillor Ciarán Cuffe:

“That the Roads and Traffic Department pilot the removal of a left turn slip lane in the city centre by replacement with tighter corner radii in order to improve conditions for pedestrians and cyclists in accordance with the Design Manual for Urban Roads and Streets and that such a proposal be presented to this Committee in the Autumn for approval.”
