A GANG OF CARGO LOADERS ARRESTED FOR THEFT AND RECOVERED 106 CHINESE MOBILE PHONES WORTH RS. 1,50,000/-
The I.G.I Airport police has busted a gang of cargo loaders for stealing Mobile Phones from the Domestic Cargo, IGI Airport and recovered 104 Chinese Mobile Phones worth Rs.1,50,000/-.
On 17.09.2010 a PCR call was received regarding theft of Mobile Phones from Domestic Cargo IGI Airport, New Delhi. On the complaint of Mr. Shashiranjanam, Asst. Manager, Wynn Telecom Ltd., C-129, Sushant Lok,Gurgaon, Haryana, a case was registered under proper section of law at P.S. IGI Airport, New Delhi and the investigation was taken up by a team headed by Inspr. Ramesh Kumar SHO/IGI Airport, S.I. Paramjeet Singh, HC. Anand Swaroop and Const. Brijender under the leadership of Sh. M.I. Haider, ACP/Palam.
During investigation, the recording of CCTV was checked and with the help of footage and sustained interrogation of many persons, two persons namely Pramod Kumar Jha and Mohan Singh were identified. After conducting raids at many places Pramod Kumar Jha and Mohan Singh were apprehended. Both the accused persons were working as loaders with Shakti Cargo & Logistics. During interrogation they disclosed that they managed to steal a polybag containing 106 Chinse Mobile Phones from the cargo area. They loaded the Carton in a cargo van No.DL-1LG-2679 and gave 4 Mobile Phones to their partner namely Vinod Kumar. All the Mobile Phones were transported out by driver Vinod Kumar in cargo van from the cargo area. 50 Mobile Phones each were kept by Pramod Kumar Jha and Mohan Singh and 4 Mobile Phones were kept by driver Vinod Kumar. At the instance of all the accused persons 104 Mobile Phones have been recovered from their houses at Vijay Enclave Delhi. The cargo van used in transporting the stolen mobile phones has also been recovered. All the three accused persons namely (i) Pramod Kumar Jha S/o Raju Jha R/o Vill. Bahera, Distt. Darbhanga, Bihar (ii) Mohan Singh Negi S/o Late Sh. Pan Singh Negi R/o H.No. RZD-2/44B, Vijay Enclave, New Delhi and (iii) Vinod Kumar S/o Vishwanath R/o Vill. Bhairwan, Distt. Fatehpur, (U.P) are working for the Shakti Cargo for the last ¾ months as cargo loaders were arrested. The role of various agencies deployed at the gate and cargo complex is being investigated. Further investigation of the cases is in progress.

GANG OF NOTORIOUS SNATCHERS BUSTED
Special Staff, West District has busted a notorious biker gang of chain/bag snatchers. Total three gang members alongwith receiver were arrested. Gang leader Manish Kumar @ Bablu is a self styled muscleman and an aspiring model. He has recently been released from jail. The Gang was very much active in the area of West District, Outer District and North-West District. They generally use stolen motorcycles to commit crime. More than hundred incidents of chain/ bag snatchings have been solved. Property Recovered

INFORMATION & OPERATION
Keeping in view the recent incidents of chain/bag snatchings by bikers in West Distt, Special Staff of West Distt has been assigned the task to collect intelligence about the criminals involved in these incidents. Team of Inspector, Rajkumar, Special Staff visited the scenes of crime and met victims. It was noticed that the bikers gang who is committing these crimes are young persons in the age group of 25- 30 and wear good clothes. They use motorcycles like Karizma, Pulser etc. and change the number plates frequently. They also use cars in commission of crimes. it has come to notice, through secret sources that after coming out from jail, one noted chain snatcher namely Manish Kumar @ Bablu who has previously been involved in auto theft cases have organized a new gang with his friends Mohan @ Himanshu and Manoj Kumar. They have bought motorcycle and car from the earnings of snatchings to facilitate themselves in commission of crime. On this information, sources were deployed to collect intelligence about the latest activities and their probable hideouts were checked. On 19.09.2010, a specific information was received that the gang members will come at District Park main Gate near CNG Pump, Paschim Vihar in a Maruti Zen Car to commit chain/bag snatching at about 3.00 pm. On this information, raiding party under the supervision of Inspr. Rajkumar, consisting of SI Charan Singh, ASI Nirakar, ASI Ishwar Dayal, HC Sanjay, HC Kirori, HC Suresh, HC Narendra, HC Shashi Kumar, Ct Sunil Yadav, Ct Devender Singh, Ct Vinod ,Ct Amarjeet, Ct Sunil Sharma and Ct Sudama was constituted and a trap was laid near District Park main gate near CNG Pump, Paschim Vihar. At about 3.00 pm one Maruti Zen Car was intercepted on the instance of informer and three persons namely Manish Kumar @ Bablu, Manoj @ Bihari and Mohan @ Himanshu were apprehended. On interrogation they disclosed about commission of more than 100 incidents of chain/bag snatchings. They admitted about the chain snatching committed by them 4-5 days ago from the area of PS Vikas Puri. They were arrested. On their instance, the receiver Sumit Kohli was arrested from his shop in Shastri Nagar. The snatched chains were recovered. On further interrogation the gang got recovered four more snatched chains from their respective houses. The motorcycle stolen vide FIR No. 243/10 u/s 379 IPC PS Geeta Colony is also recovered which they used in committing snatchings. The gang leader Manish Kumar @ Bablu has previously been arrested in similar nature of crime. He has been released from jail in March 2010. After coming from jail, he organized his gang. They have disclosed about commission of more than 100 incidents of chain/bag snatchings.
DISCLOSURE & MODUS OPERANDI
During interrogation, the gang leader Manish Kumar @ Bablu disclosed that his grand father was a wrestler and he also intends to become a muscleman. He came in contact with bad elements and left studies and started committing petty offences. His stout built helped him to threaten people. Previously he has been arrested in cases of Auto thefts. After coming from jail, he met Manoj @ Bihari and Mohan @ Himanshu. They started committing chain/bag snatchings on stolen motorcycles. The earnings from this crime used to be spent to satisfy their needs and lavish expenditures. All the gang members are of young age. They spent their earnings from crime either on their girl friends or on branded clothes. Gang leader Manish Kumar @ Bablu being stout and smart is aspiring to be a model and is undergoing his portfolio shoot with a famous photographer. He has paid huge amount for the above shoot from the earnings of chain snatchings. Manish Kumar is also a good rider and is also a self styled stunt man. This quality of Manish helped the gang in committing snatchings. Mansih used to ride the motorcycle and Mohan @ Himanshu and Manoj @ Bihari sit pillion to him. The gang used to target girls and women. One of the associate of the gang namely Arjun is at large. Raids are being conducted to nab him.
Staff involved in the good work is being rewarded suitably.

SAFE RESCUE OF KIDNAPPED YOUTH, TWO KIDNAPPERS ARRESTED, RANSOM OF TWO CRORES WAS DEMANDED FOR RELEASE
With the safe recovery of Praveen Sharma, a kidnapped 21 years old youth and arrest of Sudhir Yadav and Sameer Yadav, the joint team of Special Staff of East Distt. and PS Jagat Puri has solved a sensational kidnapping cum Ransom case in which ransom of Two Crores was demanded for release of a youth.
INCIDENT:
On 17.09.10 at about 0300 P.M., Praveen r/o Jagat Puri went from his house to coaching centre of Laxmi Nagar where he studies but did not come back. His parents searched for him. In the morning of 18.09.10, the brother of Praveen received a call from the kidnappers demanding Two Crores rupees for release of Praveen. On receipt of information a Case FIR No. 330/10 u/s 364 A IPC was registered at Police Station Jagat Puri.
INVESTIGATION:
A massive hunt was launched to ascertain the whereabouts of the kidnapped youth, several teams were formed to conduct raids, verify the possible suspects and to investigate into all aspects of the crime.
As the call of the Ransom was made from Shikohabad Distt. Firozabad (UP), hence a strong suspicion arose that professional kidnappers might be involved behind this kidnapping. During the investigation it was ascertained that Praveen was seen at around 0330 PM with one Sudhir Yadav, a dairy shop owner of Jagat Puri.
On the basis of intelligence collection and raids conducted in Shikohabad two kidnappers Sudhir Yadav and Sameer Yadav were apprehended on 19.09.10 from Shikohabad and due to the pressure of the police Praveen was safely released from the captors.
TEAM
To investigate every aspect of the case, several teams were formed and the entire district was galvanized to recover the youth. The special team under supervision of Insp. Rohitash Kumar I/C Spl. Staff/ East and Insp. Rajesh Kumar SHO Jagat Puri and comprising of SI Vinay Yadav, SI Bal Singh, ASI Satpal, HC Manoj Kumar, HC Praveen, HC Umesh, HC Dharmender, Ct. Yashveer, Ct. Naresh, Ct. Ravinder and Ct. Tehzib Haider and under overall supervision of ACP Sh. D.L.Negi and ACP/ Preet Vihar Sh. Ramesh Chand was formed and several raids along with father of victim were conducted in Shikohabad and Firozabad and the kidnapped youth was released from Shikohabad and two persons were apprehended.
On sustained interrogation Sudhir Yadav told that he was a employee of Darshan Lal father of Praveen and worked in his dairy Balaji Dairy, Radhey Puri for 5 years, later he opened his own dairy shop in that locality but his dairy was not doing well as Darshan Lal’s dairy was very well established in that locality. Due to this professional rivalry, he planned to kidnap his son Praveen. According to the plan he took Praveen for a ride in his car. He intoxicated Praveen and took him to Shikohabad along with his associate and relative Sameer Yadav. They kept him in his relative’s house. Sudhir came back to Delhi on 18.09.10 to watch the activities of victim’s family after the Ransom Call was made. He again went back to Shikohabad.

2. Sameer Yadav s/o Krishan Murari r/o Vill. Shahpur, PS Chitraghat, Distt. Agra Aged 20 years and works with Sudhir in his dairy shop.

DAUGHTER ALONG WITH LOVER ARRESTED FOR COMMITING THE MURDER OF MOTHER FOR THE SAKE OF HONOUR
With the arrest of two accused namely Ruby (19 years) r/o H. No. 12, Veer Mohalla, near Shiv Mandir, Kanjhawla and Jairam @ Vicky (19 years) r/o Rajdhani Park, Nangloi, Delhi, the staff of PS Kanjhawla, Outer District worked out a murder case.
BRIEF FACTS/INCIDENT:
On 18.09.10 at 11.55 AM, a call was received at PS Kanjhawla which was lodged vide DD No. 13A that a lady had committed suicide at H. No. 12, Veer Mohalla, near Shiv Mandir, Kanjhawla. The call was assigned to ASI Rajender who along with Ct. Bijender reached at the spot. Meanwhile, Inspr. Mahesh Meena, SHO Kanjhawla and Inspr. Surender Singh along with staff also reached at the spot and found a dead body of a female lying on the floor of store room duly tied a rope around her neck and other corner of the rope was tied with the ‘kunda’ of an iron box. Since it was clearly visible from the inspection of crime scene that it was not a case of suicide, a case vide FIR No. 180/10 u/s 302/34 IPC PS Kanjhawla was registered and investigation taken up.
INVESTIGATION:
A team comprising of Inspr. Mahesh Meena, SHO/Kanjhawla, Inspr. Surender, SI Ashok, HC Rajesh, Ct. Manoj, Ct. Bijender and W/Ct. Suman under the supervision of Sh. Bishan Mohan, ACP/Bawana was constituted to work out the case. During the course of investigation, relatives of deceased and local residents were examined and the motive of murder was tried to be ascertained and enmity angle was also probed. Sh. Surajbhan @ Kala (brother-in-law of the deceased) informed that on the day of incident he had seen Ruby (daughter of deceased) along with one Jairam @ Vicky while they were leaving the house together at around 9-9.30 AM. On this information, local police focused the investigation on Ruby and Jairam and both were examined at length. Finally, they broke and confessed to have committed the murder of Smt. Ishwanti Devi @ Guddi and both were arrested accordingly.
INTERROGATION :
During the course of interrogation, accused Ruby disclosed that since her father had died in a road accident, her mother started to live at the house of her maternal uncle (mamaji) in Village Chhawla, Delhi. After that, her mother had developed illicit relations with one Balraj r/o Village Barhana, District Jhajjhar, Haryana due which her maternal uncle discarded her mother and they started to live in Gopal Nagar, Najafgarh, Delhi in a rented house but Balraj continued his illicit relations with her mother. She further disclosed that due to ill fame in Najafgarh, her mother started to live back in Kanjhawla and there also Balraj continued to meet her mother. Further, she disclosed that in Najafgarh, she came in contact with one Jairam @ Vicky r/o Rajdhani Park, Nangloi, Delhi
and they became close friends. Later on, they decided to marry but her mother had strong objection. Due to illicit relations with Balraj, her mother discontinued to pay their school fees and started ignoring them.
She further disclosed that she had fed up with the ill treatment and ill fame due to illicit relations of her mother. Therefore, she along with Jairam @ Vicky planned to kill her mother so that she can spend peaceful life. On 18.09.10 at around 6-7 AM, she called up Jairam @ Vicky and asked him to come with a rope to kill her mother. Accordingly, at around 7.30 AM her brothers and sister left for school. She called Jairam inside the house. She threw chilli powder in the eyes of her mother but since it was moisturized, it had no ill effect. At the same time, Jairam took out plastic rope and she strangulated her mother with the help of Jairam. After that they took the dead body to store room and tied one corner of the rope around the neck of her mother and other with the kunda of iron box so that it can be presumed as she had committed the suicide. Besides, to make the scene more typical and complicated, they opened the almirah and scattered the clothes on the ground.
She further disclosed that after committed the murder, they reached at Kanjhawla Chowk from where Jairam left for his house and she reached at the house of her grandmother in Chhawla, Delhi.

PROFILE OF ACCUSED PERSONS :
1. Ruby (19 years) d/o late Chander Bhan r/o H. No. 12, Veer Mohalla, near Shiv Mandir, Kanjhawla, Delhi has studied up to 10th class. At present, she was preparing for 12th class from Open School. She has two school going brothers and one sister in her family. 2. Jairam @ Vicky (19 years) s/o Pratap Singh r/o Rajdhani Park, Nangloi, Delhi has studied up to 10th class. At present, he is learning tempo driving. His father is paralyzed who was retired from Army. He is having mother, two brothers and two sisters in his family.

O R D E R
Whereas the area known as Tis Hazari Court Complex, Delhi together with its adjoining areas are busy places frequently visited by a large number of accused persons, petitioners etc. and due to functioning of the various Courts, movements of litigants and Advocates.
2. And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the above area is likely to cause obstruction and inconvenience in the smooth functioning of the Hon’ble Courts and disturbance to the litigants and Advocates.
3. And whereas it is necessary to take speedy measures for the safety and smooth functioning of Courts.
4. Now, therefore, in exercise of the powers conferred upon me under Section 144 Criminal Procedure Code,1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F-11036/1/2008 –UTL, dated 31/10/2008, I, Dr. Sagar Preet, Deputy Commissioner of Police, North District, Delhi do hereby make this written order prohibiting :-
i) the holding of any public meeting. ii) assembly of five or more persons. iii) carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc. iv) shouting of slogans. v) making of speeches etc. vi) processions and demonstrations, and vii) picketing or dharnas in any public place within the area specified in the schedule and site plan appended to this order without a written permission.
5. This order shall come into force with effect from 20/09/2010 and shall remain in force for a period of 60 days i.e. upto 18/11/2010 (both days inclusive) unless withdrawn earlier.
6 Any person contravening this order shall be punishable under Section 188 of Indian Panel code.
7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by Affixing copies on the notice boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil Offices , all Police Stations concerned and the offices of the NDMC and MCD.
8. Religious functions/rallies/public meeting etc. can be held with prior permission, in writing, from the under signed and this order shall not apply to processions which have the requisite permission of the Police.
