Items recommended for further action in bold.

1. Traffic Issues (w/reporting citizen)

a. Scott Mead @ 12 E. Ridge Road regarding traffic and speeding

The committee discussed the ongoing complaints from this block, and will ask Mr. Scott for his opinion on “Do Not Enter, Local Traffic Only” signage similar to that at Surrey Lane in Nether Providence. The Chief mentioned that much of the original alleyway parking has been converted by the homeowners into other uses, increasing parking pressure on the block.

b. Dawn Ridgley would like a speed hump placed on Lemon at 2nd Street

The committee is not in favor of this approach to traffic calming here or elsewhere in the Borough at this time. PSC feels they are not particularly effective, and are disliked by most motorists

c. Julie Smith @ 800 block of Ridge Road is requesting speed humps

The committee is not in favor

d. Charles Williamson @ 27 E. 5th Street regarding parking on his block

There was little the committee felt it could do for Mr. Williamson, as the cars on the street are there legally

e. Kitty McFarland regarding 5th Street in between Orange and Lemon with parked cars. She is requesting parking on one side only

The Committee noted the difficulty on this block when the County jury selections are happening, and the police confirmed the blind spot that occurs when cars are parked heavily on both sides of the street. The Committee decided to consider this further. The next step will be a letter to the homeowners on this block, asking their opinion on limiting parking to one side of the street, and their opinion on which side it should be. Ms McFarland noted that she believes the south side would be better. If it meets with resident acquiescence, the traffic ordinance will need to be revised. 2. Pedestrian Safety Memo from EAC

The Committee discussed the concurrence of the engineer to change the pedestrian crossings at Baltimore Avenue so “Walk” is the default setting, but noted that PaDOT will need to approve the change. It did not further discuss our agreement to ask Council to approve an overall plan for special paint markings across Media to address its suggestions to add such to improve pedestrian safety.

3. Residential Parking Recommendations

Chief Wusinich explained the recommendations of the residential parking report from January of this year. In essence, it divides the Borough into four zones of residential parking. Homeowners would receive a decal for their zone. This would prevent residents from abusing the system by parking in residential areas where they do not reside. It would also establish uniform times for this parking across the borough, whereas today each zone has different time. It would plan for new paint marking to clarify residential parking areas, and issuance of new stickers to be placed above the inspection stickers. Council will need to approve any changes through ordinance, including a public hearing.

4. Civil Service Rules Changes

The committee agreed to ask Mr. Scott to draft an ordinance requested the Civil Service Commission change the hiring parameters, upon the expiration of the list later this month, to include a requirement for 6 months of part time service.

5. Additional Non-Agenda Items

a. The Chief asked the committee to support the establishment of a traffic safety task force to develop a community education program to improve safety and to lessen the regular traffic complaints we receive. Mr. Boyer agreed to lead this effort with the Chief and a patrolman and to have their recommendations for the start of the new year.

b. Media summer camp will visit the station, and have designated the Community Center as its evacuation facility c. The Mayor will arrange a follow up meeting with Superintendent Wigo

d. Officer Leight made a significant arrest of a drug distributor. The opioid epidemic shows no signs of slowing.

e. Councilwoman Johnson asked the Chief his opinion of the proposed parking space seating areas on State Street. He is not in favor due to the trolley.
