Synopsis:

Small high-technology firms are encouraged to submit proposals to DoD for R&D projects with both military and commercial applications in response to SBIR solicitation 2009.2, which will be publicly released on the DoD SBIR Web Site (http://www.acq.osd.mil/sadbu/sbir) on Apr 20, 2009. The 2009.2 SBIR Solicitation will open for receipt of proposals on May 18, 2009 and will close at 6:00 AM EASTERN TIME, Jun 17, 2009.

Six DoD components will participate in the 2009.2 solicitation - the Department of the Army, Department of the Navy, Defense Advanced Research Projects Agency (DARPA), Defense Microelectronics Activity (DMEA), Defense Threat Reduction Agency (DTRA), and the Office of Secretary of Defense (OSD). The solicitation lists all the R&D topics under which DoD is seeking proposals, and also contains detailed information on the parameters of the SBIR program and how to submit a proposal.

Small firms apply first for a six-month phase I award of $70,000 to $100,000 (unless otherwise specified in the component instructions) to test the scientific, technical, and commercial merit of a particular concept. If phase I proves successful, the firm may be invited to apply for a two-year phase II award of $500,000 to $750,000 to further develop the concept.

SBIR Proposal Writing Basics: Ignore What We Tell You (Sometimes)

Let’s suppose that you sent in an SBIR/STTR proposal a few months ago. Now suppose that you get word that the agency is not going to fund your proposal. Finally, suppose this is one of the SBIR/STTR agencies that allow resubmission of a proposal (many do not), and that you received good feedback from the agency’s reviewers about what they liked and did not like about your proposal.

So you are now ready to prepare your resubmission of your proposal. You plan to incorporate important changes in the resubmission that respond to the agency’s constructive criticisms of your original proposal--good for you, we highly recommend this, and encourage you to be positive and professional in how you respond. But of course you also plan to make additional modifications based on additional thoughts about the original proposal, right?

WRONG. Do not change other aspects of the proposal until you have spoken with the agency to find out whether the group of reviewers who will look at the resubmission will be the same ones who reviewed your original proposal. If not, then it is fair game to make additional changes. But if the reviewers will be the same, then do not make significant additional changes beyond those that they suggested.

Here’s what we’ve seen happen if the resubmission reviewers are the same people who reviewed the original proposal: You submit a proposal, the agency does not fund it, and says that it might be fundable if you fix X. You then fix X. But you don’t stop there, because based on someone else’s comments (or your own thoughts), you decide to also tinker with Y and rework Z. The agency reviewers hopefully are pleased with what you did with X, but there’s a chance that they will be unhappy with what you have done with Y and/or Z. This is a variation on the old rule of “if it ain’t broke, don’t fix it.” Put into SBIR/STTR terms, if the agency reviewer doesn’t criticize a particular aspect of your proposal, and if he/she is going to review the resubmission, then don’t monkey with it on a resubmission.

We’ll finish with a couple of suggestions:

First, you can often reduce the likelihood of this problem by allowing ample time for outside critiques before you submit the original proposal. Then you can incorporate the sage advice you got from third parties, which hopefully will make the initial proposal stronger and perhaps allow you to correct some boo boos before the agency reviewer sees them and criticizes them.

Second, don’t ask an outsider to simply critique your previously submitted proposal Instead, give them the agency reviewers’ comments, and ask them how they would incorporate those comments into the resubmission. Finally, if you feel you do have to make significant changes on the resubmission, such as incorporating relevant work that you have done on your own or with other resources since you wrote the original proposal, then discuss these with the agency rep for any advice they have for incorporating them. Also, when you make these changes to the resubmitted proposal, explain to the reader why these changes have been included.
