7. CONCEPTS AND RECOMMENDATIONS PAPER: UPDATE

Following the discussion at the meeting of the Evaluation Network in Brussels in October 2011, an updated version of this Paper will be presented by taking into consideration comments received by Member States. This Paper should form the basis for discussion under this session and we encourage you to take an active part in it by sharing with us and other Member States your views and experience.

8. CATEGORISATION OF EXPENDITURE FOR 2014-2020

The categorisation system is an information system used to improve transparency on the use ("priority themes" form of finance) and context (territorial, economic, location) of the investments made in the period 2007-2013. It allows reporting and analysis of the EU financial input in terms of programming (reprogramming) and project selection. Key changes to the categories system will be presented – timing of presentation + coverage (projects selected and spending), changes to codes, climate tracking.

9. STRATEGIC REPORTS

DG Regional Policy will provide an outline of the preparations for and expectations of the national strategic reports due at end 2012. The Member states were asked to focus on the outputs and results of the programmes (including evaluations made), the impact of and response to the crisis, contribution to EUROPE 2020 messages for the future programming. The state of project selection data from the AIR 2011 will be presented.

10. EVALUATION OF THE 1994-99 INVESTMENT PROJECTS

DG Regional Policy will present the results of the evaluation it undertook to analyse the long term contribution of 10 selected major investment projects co-financed by the ERDF/ CF to economic development as well as the quality of life and well-being of society.

11. OpenCoesione: PRESENTATION FROM THE ITALIAN AUTHORITIES

“ OpenCoesione” is Italy’s first national web portal on the implementation of investments programmed in the 2007-2013 programming cycle by Regions and State Central Administrations via cohesion policy resources. Publication of data from now on allows Italian citizens to evaluate if and how both implementation projects meet their needs and whether financial resources are allocated effectively. 12. FIRST RESULTS OF THE JASPERS EVALUATION

DG Regional Policy will present the first results of the evaluation it undertook to evaluate the impact of JASPERS on the timing and quality of the preparation and submission of projects to the DG for Regional Policy, and ultimately on the more effective implementation of Cohesion Policy.
