FACILITY: The MVAC facility has an indoor 25-yd by 50-m pool separated by a bulkhead, creating a two 10-lane, 25-yd pools with an additional 5 lane, 25-yd warm-up/down pool. The competition course has been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming. The pool depth at the score board end is 5 feet and 7 feet at the turn end. An Omega timing system with a ten-line scoreboard is used. Hy-Tek Meet Manager software will be used for entries and scoring. Adequate seating is available. No chairs other than those provided by the meet host may be used according to Cobb County Fire Marshall restrictions. There is ample parking at the Aquatic Center.

CONCESSIONS: Basic Concessions will be available.

ELIGIBILITY: Open to all swimmers registered with teams in the Georgia Northern Division.

ALL Teams and Swimmers must be registered with United State Swimming. Non-registered swimmers and teams will not be allowed to participate in the meet. It is the coach’s responsibility to make sure his/her team and swimmers are registered with USA Swimming.

All teams must sign the waiver on the Summary Sheet stating that all swimmers and coaches are currently registered with USA Swimming. Marietta Marlins, Inc. will not permit unregistered swimmers to participate in this meet in any manner. On-Deck registrations will not be permitted at this meet.

A swimmer who is not properly registered with USA Swimming competes in a sanctioned competition, the host LSC may impose a fine of up to $100.00 per event against the individual, member coach or member club submitting the entry.

[1] Revised Feb 20177 RULES: The 2016 USA Swimming rulebook will govern the conduct of this meet unless otherwise stated herein.

1. Deck Pass is acceptable proof of USA Swimming membership. 2. Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coaches’ areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and /or spectators are present. Exceptions may be granted with prior written approval by the Vice President of Program Operations. 3. Photos and videos may be taken of swimmers during the meet by parents or a professional photographer retained by the host club. All participants agree to be filmed or photographed by photographers designated by the meet host and to allow the meet host the right to use names, pictures, likenesses, and biographical information before, during, or after the period of participation in Georgia Swimming competitions to promote swimming and meets hosted by the meet organizer. If you do not wish to have your child (ren) photographed, you may withdraw your consent by informing the Meet Director before the start of the first day of the meet. 4. Deck Changes are prohibited. Changing, in whole or in part, into or out of a swimsuit when wearing just one suit in an area other than a permanent or temporary locker room, bathroom, changing room or space designated for changing purposes. 5. All officials must present their current LSC Officials Certification Card; OR a recently completed Apprentice Form; AND proof of current USA Swimming Non-Athlete membership upon check-in. Credentials may be required for deck access and hospitality. 6. Any swimmer entered in the meet must be certified by a USA Swimming member- coach as being proficient in performing racing starts or must start all races from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. 7. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms.

Swimmers are responsible for swimming in their assigned heat and lane. “Dive over” starts will be used if necessary.

COACHES There will be a brief coaches’ meeting Friday afternoon at 3:45 pm in Hospitality. A certified MEETING: coach from each team must be present.

MEET The meet committee shall be made up of the meet manager, the meet referee, the host team COMMITTEE: head coach, an additional coach selected at the coaches’ meeting, and a swimmer selected at the coaches’ meeting.

FORMAT: All events Friday will be timed finals. All events Saturday and Sunday (with the exception of the 1650 Free) will be swum in a prelims/finals format for the 11-12, 13-14, and Senior age groups. Finals will be run with an A and B final for the 11-12, 13-14 and Senior age groups. A- finals will swim first to ensure a full heat. All 10 & Under events will be contested as timed finals. All relays will be contested in the prelim sessions as timed finals. All 10 & Under events will be swum in a mid-day timed final session. Based on preliminary entries and preliminary timelines, the meet may be run in two courses.

The host team reserves the right to modify warm-up and/or start times if necessary. All participating teams will be notified accordingly.

TIME There are no time standards required for entry into this meet. STANDARD:

CHECK-IN The 400 IM and 500 Free will be swum fastest to slowest. Swimmers must check in for these EVENTS: events by 4:30 p.m. Friday afternoon. The 1650 Free will be limited to the fastest 20 women and the fastest 20 men. The two heats of 1650s will be swum fastest to slowest. Swimmers must check in for the 1650 by the beginning of the 11 & Over session on Sunday. All relays will be deck seeded and must check in by the beginning of the session in which they are to be swum.

SCORING: Individual events will be scored as follows: 24, 21, 20, 19, 18, 17, 16, 15, 14, 13, 11, 9, 8, 7, 6, 5, 4, 3, 2, 1 Relay points will be double those awarded for individual events.

ENTRY LIMIT: Swimmers in the 11-12, 13-14, and Senior age groups may enter no more than 3 events per day not including relays. Swimmers in the 8 & under and 9-10 age groups may enter 4 events per day plus relays. However, the meet committee reserves the right to determine the final number of entries based on the timeline During the meet, no additional event or heat will be created to accommodate late entry or swimmers missing their events.

LATE ENTRIES: Late entries will be accepted for only open lanes. No new heats will be added to accommodate late entries. Late entries will be accepted up to 30 minutes before the beginning of each session. Swimmers who are not already in the meet are required to show proof of USA Swimming Athlete registration card at the Clerk of Course in order to enter. Clerk of Course will provide a heat and lane for any deck entry swimmer. All late entries will be entered as NT. The cost for late entries will be $ 11.00 for individual events and $14.00 for relays.

MEET ENTRY: Teams may submit entries via HY-TEK disk, or on disk using standard [SDIF] format or submit entries using the enclosed forms (Copy as necessary). E-mail entries will be accepted. Please send a hard-copy print out of your entries in case there is a problem with the disk or the attached file. Late or incomplete entries will not be processed. Entry Times must be in SCY (short course yards). Meet Entry Report or equivalent hardcopy must include full name of club, and, for each swimmer, first and last names, actual age as of the first day of the meet, gender, USA Swimming permanent 14-character identification number, events entered, and entry time for each. Recheck all entries as no additional entries or corrections will be accepted unless approved by meet manager after the deadline (except deck entries). Your cooperation is appreciated in facilitating the entry process by making your entries complete, orderly, and legible.

AWARDS: Medals will be given to the top 3 finishers in each individual event. Ribbons will be given for the 4th –10th finishers in each event. Team trophies will be awarded to the top six (6) teams.

SCRATCH RULE: The Georgia Swimming Scratch Rule (adopted 09/12/15) will be in effect. A copy of the Georgia Swimming Scratch Rule is appended to this document.

OFFICIALS: There will be an officials meeting 30 minutes prior to the start of each session. Apprentice officials are welcome.

LIABILITY: USA Swimming, Inc., Georgia Swimming Inc., Marietta Marlins, Inc., and the Mt. View Aquatic Center shall be free from any liabilities or claims arising by reason of injury to anyone, or loss or damage of any kind, to any personal property during the conduct of this meet.

The Scratch Rule to be used in all Georgia LSC sanctioned meets where the meet format includes preliminary heats, consolation finals and finals, is the "Scratch Rule" as found under “Administrative Conduct of USA Swimming Championships”, subsection “Scratch Procedures”, subsections “Scratching from finals” and “Exceptions for failure to compete”, of the current “USA Swimming Rules and Regulations”. An excerpt is provided below. Scratching from finals: (1) Any swimmer qualifying for a C, B, or A (bonus and consolation final or) final race in an individual event who fails to compete in said final shall be barred from further competition for the remainder of the meet, except as noted in paragraph E. A declared false start under 101.1.3F or deliberate delay of meet under101.1.5 is not permitted and will be regarded as a failure to compete.

(2) In the event of withdrawal or barring of a swimmer from competition the Referee shall fill the C, B, or A (bonus and consolation final or) final, when possible, with the next qualified swimmer(s). First and second alternates shall be announced along with the final qualifiers. These alternates shall not be penalized if unavailable to compete in the finals.

(3) Where C and B (bonus and consolation) finals have not been swum and a barring or withdrawal is known to the Referee, the Referee shall reseed the C, B, or A (bonus final, consolation final and the) final, if necessary, to insert the alternate(s) in the appropriate lane(s), filling all lanes in the final.

(4) If the C or B (bonus and consolation) final has already been contested, the (championship) final shall be swum without reseeding for the empty lane(s).

Exceptions for failure to compete:

No penalty shall apply for failure to withdraw or compete in an individual event if: (1) The Referee is notified in the event of illness or injury and accepts the proof thereof.

(2) A swimmer qualifying for a C, B or A (bonus or consolation final or) final race based upon the results of the preliminaries notifies the Referee within thirty (30) minutes after announcement of the qualifiers for that race that they may not intend to compete and further declares their final intentions within thirty (30) minutes following their last individual preliminary event.

(3) It is determined by the Referee that failure to compete is caused by circumstances beyond the control of the swimmer.”

Unless otherwise stated in the final sanctioned Meet Information: the following Georgia LSC additions listed below apply to all timed final meets as well as all preliminary/finals meets.

1. Swimmers that qualify for any final heats as announced in the meet information will also be subject to these rules. Revision 1.5; 09/12/15 Page 12 2. In all deck seeded events (1), a swimmer who has been checked in either personally or by a team coach, has been seeded and then fails to compete in said event, shall be barred from his or her next individual event, except as noted in “Exceptions for failure to compete” above. This rule only applies to timed-final events where the meet management has placed limits on the number of heats to be contested or the number of individual entries to be accepted for a particular deck-seeded event as specifically stated in the meet announcement.

3. There is no scratch rule governing relays and there is no penalty regarding relay scratches.

4. Qualifiers for all finals heats are those as identified on the originally posted results of the preliminary heats. Any qualifier who has moved up into this group as a result of the posting of corrected preliminary results after original results have been posted shall not be subject to penalty.

5. The meet official designated to receive initial intentions not to compete and final intentions shall be announced at the beginning of each session. It is suggested that this official be the Clerk of Course.

6. On the final day of “LSC Championship” competitions, any swimmer who has checked in for finals and fails to compete will be assessed a $50 fine. This fine must be paid before the next LSC Championship meet in which the swimmer intends to compete or the swimmer will be barred from competition.

7. A “Positive check-in procedure” shall be used for all deck seeded events. A swimmer’s intent to swim a race shall be denoted by the swimmers or swimmer’s coach’s initials entered next to the swimmers’ names on the official entry sheet posted at the Clerk of Course. Failure to check in shall be considered to indicate that the swimmer will not compete.

8. In cases where changes to the USAS rules cause conflict with the Georgia LSC additions, USAS rules shall take precedence.

(1) Interpretation: The change clarifies the intent of the rule. If there are no limits placed on the number of swimmers in the deck seeded event – then there is no penalty for a no-show in that event; given that no swimmer was impacted by the no show and everyone that wanted to swim got to swim. If a limit is placed on a deck seeded event (e.g. the fastest 30 swimmers), then a no-show could cause the exclusion of the 31st fastest swimmer from competing and would result in a penalty against the no-show swimmer.
