Title: RFB/RFP #LH-0468 Revenue Cycle Compliance and Monitoring Services

Subject: Questions and Answers

1. Is the expectation that the contractor conducts an upfront assessment and customizes education accordingly, or do you prefer general training that can be conducted shortly after project commencement? Answer: Open to best practice suggestions but our preference is to have a combination.

2. Is the expectation that training will be conducted at all staff levels including executives, or exclusively to any one or multiple job functions and levels? Answer: Dependent on needs but the solution can be customized to the audience.

3. If we do not intend on using subcontractors, would we be deducted? Answer: No

4. Can you please confirm that all in scope units are on Epic. (Specifically confirm that Community- based Health Centers and School-based Health Centers are on Epic.) Answer: yes, all units are using EPIC

5. How many instances of Epic exist for the in-scope units? Answer: Enterprise

6. Is the SOW intended to require services across all five subcategories of Section 3 (i.e., the expectation is that a vendor provide satisfactory services in each subcategory). Answer: JPS is looking for a partner who can provide all services but is open to reviewing proposals for all potential partners that can meet the intent.

7. Does the SOW require the use of pre-existing technology already implemented or in use at JPS, or does it intend for participating vendors to provide their own technology (e.g., for revenue cycle dashboards, learning modules, coding/compliance—can you specify if there is any technology that you currently use which should be considered essential such as coding workflow, existing reporting system/DSS, etc.) Answer: The SOW allows for the selected vendor to use their technology with our data from systems such as EPIC for dashboard development. Training can be provided by whichever mechanism the selected vendor has available.

8. Are Computer Based Learning modules required? And can you specify what your definition of CBL modules (for example: would web-based tutorials equivalent?) Answer: Not required. However, would need a solution to train multiple disciplines 24/7.

9. Please describe your definition of “education pathways” (for example, is this equivalent to a curriculum or a ladder-based education pathway) Answer: Yes, curriculum for career pathway.

10. Please define the frequency of benchmark reporting that is desired by the District (for example: would annual benchmarks be sufficient or are you looking for monthly or more frequent comparisons of performance)? Answer: At minimum annually, but would like more frequently

11. Please define the District’s desired dashboard capabilities: a. For example is this asking for a dashboard capability driven by daily or weekly feeds (into a vendor technology) that provide specific analytics, summary filtering capability? Yes, but the data feed can be at less frequent intervals such as monthly. b. For example, are you looking for assistance with an already installed reporting technology in creating dashboards or analyses or KPIs? No. Answer: From JPS data files, what can your company offer for dashboard technology?

12. Please define “coding/billing compliance” – is the District interested in (for example): a. Physician-specific or service line specific analytics to identify documentation improvement education, code level opportunity, etc.? Specific to the coding/billing compliance we are looking for physician-specific or service line specific analytics to identify documentation improvement education, code level opportunity for regulatory billing compliance issues if the same are identified in dashboard data. For example, if the a claim is denied (if using a denials dashboard) because it didn’t meet billing requirements do you have training material that can be provided to address this issue? b. Post-billing, claims-level coding (e.g., claims scrubber or audit screening technology)? c. Chargemaster code compliance improvement or optimization? Answer: See above.

13. Please define “ad hoc” research requests – does this mean custom, District-requested research topics that are new? Answer: As issues arise, does your company have a library of white paper or research?

14. Please define professional coding audit – is this a report that identifies missed codes/charges, or identified educational concepts that physicians need to improve (Physician Documentation Improvement, for example), or an analysis of post-payment audit risk? Answer: Please disregard any reference to this in the RFP.

15. Does JPS have outsourced vendors doing any part of the program eligibility and enrollment process? Answer: yes

16. What is the core benefit that JPS expects from the revenue cycle dashboards? a. Is the District interested in a more streamlined/ automated workflow or automated screening to determine who needs charity/ financial assistance and strong audit trail for compliance? Not as a part of this RFP. b. Is the District looking for a solution for finding new reimbursement for people who may qualify for a coverage program including discovery, eligibility and enrollment (finding public or other private programs for qualifying individuals and putting in a process to manage the patient’s application to get them coverage)? Not as a part of this RFP. c. Are there other objectives? See below Answer: Dashboards are used to trend opportunities for improvement – denials, adjustments, coding.

17. Would JPS be able to provide the following information? a. Annual registration volume b. Scheduling and registration systems (# and name) c. Volume of active, open accounts in A/R with a non-zero balance d. Volume of active, open self pay and self pay after insurance accounts in A/R with a non- zero balance Answer: Yes, once the vendor is selected

18. Can JPS provide a file of financial KPI including, but not limited to: AR aging (overall and by financial class), denials by payor, payment delays by payor, claim edits by payor, DNFB by financial class, and write-offs by financial class? Answer: Yes, once the vendor is selected

19. Is JPS interested in Business Process Outsourcing (BPO)?If yes, are there specific areas of interest across the RCM continuum: registration, insurance verification and authorization, Coding/HIM, insurance billing/claims, denials management, payments/contracts, self- pay/financial counseling, and bad debt/collections? Answer: Not interested in outsourcing at this time.

All corrections, changes, additions, revisions, and/or clarifications in this Addendum #1 to the RFP are hereby made a part of the RFB/RFP for #LH-0468 Revenue Cycle Compliance and Monitoring Services.

All Respondents to the RFB/RFP shall acknowledge receipt and acceptance of this Addendum #1 by signing in the space provided and submitting the signed Addendum #1 with the RFB/RFP. Proposals submitted without an executed copy of this Addendum #1 attached may be considered informal and may be rejected.
