Minutes of the Business Meeting of Bradwell Parish Council held on Monday 4th April 2016 at 7:30 pm at Bradwell Parish Council Office, 21 Glovers Lane, Heelands, Milton Keynes

Also attended: Harold Atkins, parish clerk/RFO, June Bryant, administrative officer, Mr Mike Johnson of Secklow Sounds Radio and Ms Jade Jaiyeola and her daughter and a friend from MK Melting Pot charity.

2016/17 1 Apologies for absence. It was reported that Cllr John Newbury was seriously ill in hospital. 2 Disclosures of Interest. None disclosed. .. 3 Minutes The minutes of the business meeting held on 14th March 2016 were approved and signed by the chairman as a true record. RESOLVED: The Council ratifies the minutes of the meeting held on 14th March 2016.

4 Police & Crime Report. No police attended despite our being notified in advance that a PCSO would come. 5 Public Open Forum. No members of the public were present to raise any matters.

6 Presentations for Requests for Parish Council Grants 6.1. Secklow Sounds (CIC) Mr Mike Johnson gave a presentation in support of the application for a grant of £1,000. Secklow Sounds community radio is run by volunteers and offers broadcasting training to students. It is socially inclusive and embodies diversity. To date, it has broadcast online, but its FM transmission will go live on 4th July 2016, from a transmitter mounted on top of Mellish Court, Bletchley. Secklow Sounds broadcasts live between 7:00am and 10:00pm and recorded overnight. It includes music and speech and is available to make announcements and information about Bradwell Parish Council. The studio costs £5,000 per annum to run, financed by grant funding from MK Community Foundation, the Big Lottery fund and two parish councils (Bradwell and Campbell Park), but will look to other sources and advertising in future. 6.2. MK Melting Pot. Ms Jade Jaiyeola gave a presentation in support of her application for £1,000 to run a summer school project for a maximum of 20 children of primarily low-income families charged at £10 per child per day. It would run between 9:00 and 3:00 (hall booked 08:45 to 3:30) Monday to Friday for children 8 – 14 years old at Heelands Meeting Place. The sessions include cookery, crafts, Zumba, storytelling and outings. Most of the £1,000 grant would be taken up with the hire fees for Heelands Meeting Place charged by the Parish Council.

8 Signing of the new Leases for Bradwell Sports & Social Club The chairman and Vice-chair each signed two copies of the new 21-year lease for the Sports & Social Club Pavilion and part use of the storage barn in the name of Bradwell Parish Council, and two copies of the 21-year lease for the sports grounds in the name of King George’s Field, Bradwell Charity (of which the Parish Council is the sole trustee). The clerk had obtained the signatures of the Sports & Social Club officials the day before. These would now be returned to the solicitor undated.

9 Community Asset Transfer (CAT Programme) Heelands Sports Grounds Southern Field This transaction had progressed to delegated decision stage by the relevant MK Council cabinet member. Bradwell Common Community Centre This facility had been put to the end of Phase 2 of the CAT programme so is unlikely to be offered in the near future. Milton Keynes Council had raised doubts about offering the freehold as the Community Centre is attached to shops forming part of a consolidated local centre.

10 Parishes Forum on 24 March 2016 Cllr Leon Gilpin gave a report. The MK police commander, Superintendent Gez Chiarello gave a presentation in which he reported that 80% of policing was not crime related. Policing is directed to areas of high crime. He gave no definite answer to the question of “our” PCSO.

11 Decision on whether to half-fund a PCSO for the financial year 2016-2017. After discussion, the chairman proposed that the Council half-fund a Police Community Support Officer at a cost of £17,300 for the financial year 2016-2017. This was seconded by Cllr Leon Gilpin and passed by six votes in favour with one against. RESOLVED: To half-fund one Police Community Support Officer at a cost of £17,300 for the financial year 2016-2017. Cllr Robin Bradburn requested that this Council urges Stantonbury Parish Council also to contribute towards the employment of another PCSO.

12 Bradwell Common Local Park Play Area Cllr Rosey Davy met with Phil Snell on 5th April for provisional discussion about the project. A report on this meeting is circulated with the 25th April agenda. Further consultations with residents will take place, and another meeting with Phil Snell will be arranged at which other councillors, particularly Cllr Leon Gilpin, can be present.

13 Parking Problems Cllr Robin Bradburn declared a person interest when reporting on The Suffolk Punch. In Heelands, police are putting out bollards every Sunday which has made the parking situation better. The police are pressing for double yellow lines around the corner in Langcliffe Drive. Regarding the Suffolk Punch, no planning application has been received and it likely to wait until after a crested newt survey has taken place in May. Then it is likely that MK Council will get an application for dwellings and a nursery. On Bradwell Common, a survey conducted by Cllr Pauline Wallis has to be returned by 31 March.

FINANCE 14 To consider grant applications made under item 6 above. 14.1 Secklow Sounds (CIC) After discussion, Cllr Rex Exon proposed a grant of £250.00 but this was not seconded. Then, Cllr Rose Davy proposed a grant of £500.00. This was seconded by Cllr Exon and this was passed with all present in favour. RESOLVED: That the Council award a grant of £500.00 to Secklow Sounds (CIC). 14.2 MK Melting Pot Cllr Rex Exon proposed the full grant of £1,000. This was seconded by Cllr Marie Bradburn and was agreed with all in favour. Most of this would be recovered in hire fees. RESOLVED: That the Council award a grant of £1,000 to MK Melting Pot. 15 2015/16 payments in March Several March invoices will not have cleared through the bank within March. The value of the invoice for Milton Keynes Garden Machinery Ltd is £650.50. There had been further plumbing expense at the Meeting Place caused by excessive paper blocking the toilets, 16 Purchase of an A3 printer / photocopier Citizens Advice requested the Council to supply an A3 photocopier for their fortnightly sessions at the parish office. It was agreed to purchase an A3 printer / photocopier within the staff’s expenditure limit. 17 Procedure for the Annual External Audit The Annual Return of accounts must be passed by 30th June and submitted by 4th July. There are new regulations for the 2015/16 audit and the clerk/RFO will attend a training seminar on 27 April. 18 Accounts passed for Payment Please see the List of Accounts as the appendix on page 4. ENVIRONMENTAL & COMMUNITY MATTERS 19 Planning 19.1. New planning application. Ref. 16/00413/FUL – Conversion and extension of garage into habitable living accommodation at 6 5 Hadley Place, Bradwell Common. No comments or objection made. 19.2. Applications Granted (for information only) Ref. 16/00030/FUL – Conversion of manager’s apartment to elderly resident’s flat. 20 Environmental and Community Matters a) Several complaints about dangerous parking on both sides of Deltic Avenue, Rooksley. This matt er had been taken up by Cllr Robin Bradburn who was hopeful that double yellow lines would b e painted. b) There had been a request for a dog waste bin near Hadley Place, Bradwell Common c) Bradwell Memorial Hall Spring Fair would be held at the hall on Saturday 16 April. d) Members judged the photographic competition and awarded: First prize to “Frog on Common Lane” by Jen Whitehouse Second prize to “Hidden Quarter - Bradwell” by Janet Jennings e) The Public Annual Meeting would be held at Bradwell Memorial Hall on Wednesday 13 April.

The business having been completed the chairman closed the meeting at 9:41pm.
