Working Group on Smart Distribution Meeting: July 22, 2013, Vancouver, BC Chair: Larry Clark

The meeting was well attended, with 74 participants representing electric utilities, consultants, academia, and industry. Larry opened the meeting, reviewed the IEEE policies governing the conduct of the working group meeting, reviewed the SDWG for this meeting, reviewed the agenda, welcomed all attendees, and introduced the officers: Larry Clark, Chair; Bob Uluski, Vice Chair; and Fred Friend, Secretary.

The minutes from the January meeting in Memphis did not get posted to the web, so a proposal to approve the minutes from the web site was approved with comments due within two weeks from date of posting.

Review of future working group activities:  2014 IEEE PES GM o Submissions will be due in November 2013 o SD Tutorial being considered by the Life Long Learning Committee o Four panel proposals for Smart Distribution Applications . Outage Management . Asset Management . Accommodating High Penetration Renewables . Effect of DR on Distribution Systems  DA Doug Staszesky Award o 2013 winner is Dr Nokhum Markushevich o Anil Pahwa is the new chair of the selection committee  The next working group meeting will be at the JTCM in New Orleans, 13-16 Jan 2014

Work is continuing on the Smart Distribution Application Guide (P1854) with a lot of good discussion. Shay Bahramirad of S&C Electric made a presentation to describe the current status of the document with commendations going to the drafting team. Discussion about whether commercial deployment is required before its inclusion in the guide. Consensus was to include both those challenges without solutions and proposals without implementation. Also questions regarding which standards need to be referenced and material used were discussed, including does a search of all IEEE transactions need to be included with a consensus of “No”.

A reviewing team was formed with comments due in 45 days so a webex meeting can be conducted in two months.

The assignments were accepted:

4.1 Reliability: Suggestion to add FLISR Mark LaCrois, Dave Blankenhein, Mohammad Bozchalui, Valentina. According to IEEE Dictionary use “interruption” instead of “outage” Reference the reliability guide for definitions. Avnaesh Jayantilal will work with Georges Simard will review definitions. 4.2 Power Quality: Earnst Camm and Fainan Hassan will contribute additional material, including reference for identifying power electronic solutions. Math Bollen and Kehinde Awodele will contribute on monitoring data for improving power quality. 4.3 Efficiency: Missing Sections: DER Optimization: John Sell, Alstom Grid Non technical losses: Kunle Adeleye, BC Hydro 4.4 Hosting Capacity Phase balancing: EPRI and Valentina 4.5 Enabling Market Functioning Math and Avnaesh will add material. 5.0 Interoperability: Jason Handley will contribute
