The minutes of the above meeting were agreed as a true record.

3 Matters Arising

3.2 Optical Event A date has been identified for this event and an outline agenda discussed. It is expected that the event will commence at 6pm and various speakers will be invited including a Clinical Speaker, a representative of Clinical Governance, a PCT Member and Mike Broadhurst to discuss the Quality in Optometry Website. The event is due to be held 24 February 2009 and the venue is to be confirmed. Mike also commented on the success of previous events hosted and noted that the event would benefit from a live demonstration of the website.

ACTION: NLPCT to arrange and confirm the speakers, venue and confirm date. TT 3.5 Cataract Operations Mike met with Ges Naylor who was keen on extending the scheme currently operational in Preston to our area. Mike will speak to Alex Virtue further regarding this.

3.6 Decontamination in the Acute Areas Nick Barkworth to discuss at the next meeting.

3.7 PAC390/Contact Lens Solution Mike Broadhurst confirmed that this issue was still unresolved and will progress for the next meeting. ACTION: Meeting to be arranged to discuss PAC390 MB

4.2 GOS Contracts NHS North Lancashire confirmed that all contractors had now signed and returned their contracts.

4.3 Contractor Emails Mike Broadhurst now has all of the current contractor emails. It was noted that new contractors joining the list are not requested to supply their email contact on the form. ACTION: Nathalie Davidson to contact LaSCA requesting for email details on ND registration forms.

6. LVA Scheme Tracey Turner informed the group that she had met last week with Mike Broadhurst and Commissioning colleagues based in Lancaster to discuss rolling out the LVA Scheme to the Lancaster and Morecambe area. At that meeting it was agreed to roll out the service to match that currently provided in Wyre and Fylde. The proposal will now be taken to OMEC in January, training will be undertaken in February with a view to commencement of the scheme in April 2009. It was also noted that Tracey Turner would be meeting with Mike, Nathalie & Kenneth John from Central Lancashire PCT to discuss producing a formal SLA for the LVA Scheme.

7. Quality in Optometry To be discussed at next meeting due to Nick not being at meeting.

ACTION: Mike to meet with Nick Barkworth to discuss and clarify the scheme. NB

8. Diabetic Eye Screening Tracey Turner confirmed that Sarah Beattie is the Commissioning Lead for this now but she had been unable to contact her prior to the meeting. ACTION: Tracey to chase Sarah Beattie and inform the group of the outcome. TT

Nathalie Davidson met with the Diabetic Lead Nurse in the Blackpool patch who expressed an interest to meet with Mike in the near future. Nathalie confirmed that if discussions impacted North Lancashire then she would share the invitation. 4 Items for Discussion From the LOC Practice Visits Mike raised concern regarding what the Primary Care Trusts intentions were for undertaking practice visits as some Primary Care Trusts were being ‘heavy handed’ with their visits which LOC members were not happy about. Both Blackpool and North Lancashire confirmed that when the visits were undertaken, this would be in a supportive and non-threatening manner and would involve Mike Broadhurst in Preliminary discussions.

5 Items for Discussion from NHS Blackpool

A scheme to include Optometrists in the Smoking Cessation Service in Blackpool is under way and expressions of interest are being requested. LOC Members agreed that the inclusion of Public Health in Optometry was a very positive move in targeting patients by all independent contractors. 6 Items for Discussion from NHS North Lancashire

First Choice Eye Care Paul Hutchence asked if the First Choice Eye Care Scheme had been progressed in terms of rolling this out for the Lancashire and Morecambe area. Tracey Turner confirmed she had raised this with her commissioning colleagues in the North of the patch who were keen to provide equality across the Primary Care Trust patch. Paul stated that the PEC members including Dr. Mark Spencer and Dr. Paul Rees were extremely keen to see this progressed. Mike Broadhurst therefore suggested he meet with the PBC Group for this area in order to establish links in rolling this scheme out across the Lancaster and Morecambe area. ACTION: Tracey Turner to send Mike the contact details for the PBC lead. TT 7 Any Other Business

Teresa Broadhurst raised the issue of First Choice Eye Care payments due from North Lancashire were being delayed again. ACTION: Margaret Kerfoot to investigate and report back as this is MK unacceptable.
