WORLD WATER DAY 2017 Theme: Safe Water Access Matters Why waste water? Contest Guidelines March 20-21, 2017
For Elementary Schools:
Tugsayawit Alay sa Kalikasan Contest
Participants:
1. Open to all students/pupils of Elementary Schools located within the coverage area of Metro Carigara Water District.
Rules and Mechanics:
1. Each group must be composed of 8-12 members. 2. Time allotted for the presentation is 3 to 6 minutes including entrance and exit. 3. Costumes and props must be made of indigenous, recycled, and/or recyclable materials. 4. Participants must use improvised musical instruments only. 5. Deadline for the submission of entries with complete details of the participants, coach, contact info. will be Mar. 3, 2017.
6. All participants must be at the venue (Sedimentation Compound, Brgy. Macalpi, Carigara, Leyte) at least 30 minutes before the scheduled contest briefing on March 21, 2017 at 9:00 in the morning.
7. Relatives of officers and employees of the MCWD, up to the 2nd level of consanguinity, shall be ineligible to join.
8. Judging will be as follows:
Message and interpretation 30 % Mastery and coordination 30 % Relevance of music to the theme 20 % Production value, costume and props 20 % TOTAL 100%
9. In the event of a tie, the same shall be broken by “toss coin”.
10. The decision of the Board of Judges shall be final and unappealable.
11. Prizes for the contest (cash, trophy, certificates)

For Secondary and Tertiary Schools:
Mural Painting Contest
Participants:
1. Open to all students enrolled in the Secondary and Tertiary schools located within the coverage area of Metro Carigara Water District.
Rules and Mechanics:
1. Each group must not exceed of 3 artists. 2. Deadline for the submission of entries with complete details of the participants, coach, contact info. will be Mar. 3, 2017. 3. A participant or a group/team of authors can submit only one design for the contest. 4. The contestants must submit their designs prior to the contest for approval. Concepts and designs can be submitted on or before March 8, 2017. 5. All contestants should submit a concept paper about their mural designs before 3:00 P.M. on March 20, 2017. It will serve as a reference for the judges on or before March 21, 2017. 6. All groups must finish their murals at 3:00 in the afternoon on 20 March 2017. Unveiling and judging of the murals will be on the 21 March 2017. Any group who will exceed the set deadline will have a corresponding point deduction. 7. Relatives of officers and employees of the MCWD, up to the 2nd level of consanguinity, shall be ineligible to join.
8. The copyright holders represent and warrant that submission of the material does not breach any law, and further that no third party can hold any claims or any objections regarding the rights granted to the MCWD. The copyright holders will hold the MCWD harmless of any claims from third parties related hereto.
9. All participants grant the MCWD the right to use their design in the website, or other IEC materials. Any murals selected to be used in that way would be done so with proper attribution to the owner.
10. Judging will be as follows:

Photojournalism Contest
Participants:
1. Open to all students enrolled in the Secondary and Tertiary schools located within the coverage area of Metro Carigara Water District.
Rules and Mechanics:
1. Deadline for the submission of entries with complete details of the participants, coach, contact info. will be Mar. 3, 2017.
2. All participants must be at the venue (Sedimentation Compound, Brgy. Macalpi, Carigara, Leyte) at least 30 minutes before the scheduled contest briefing on March 21, 2017 at 8:00 in the morning. Meanwhile, contestants for photojournalism are also required to bring his/her own DSLR or any digital camera, and laptop, if needed, before they can join in this event.
3. Only single exposure and single frame pictures will be accepted. The following are not accepted:
Multiple exposures, polyptychs (diptychs, triptychs, and so forth).
Stitched panoramas, either produced in-camera or with image editing software.
4. The content of a picture must not be altered by adding, rearranging, reversing, distorting or removing people and/or objects from within the frame. There are two exceptions:
Cropping that removes extraneous details is permitted; Removing sensor dust or scratches on scans of negatives is permitted.
5. Adjustments of color or conversion to grayscale that do not alter content are permitted, with two exceptions:
Changes in color may not result in significant changes in hue, to such an extent that the processed colors diverge from the original colors.
Changes in density, contrast, color and/or saturation levels that alter content by obscuring or eliminating backgrounds, and/or objects or people in the background of the picture, are not permitted.
6. All entries must be submitted by 21 March 2017 on or before 10:00 in the morning in order to participate in the contest.
7. Relatives of officers and employees of the MCWD, up to the 2nd level of consanguinity, shall be ineligible to join.
8. For purposes of anonymity, the participant’s real name, signature, school and/or other contact details must only appear in the official registration form.
9. All participants grant the MCWD the right to use the photos in the website, or other IEC materials. Any photos selected to be used in that way would be done so with proper attribution to the photo-owner.
10. Judging will be as follows:

Digital Storytelling Contest (Short Film/Multimedia)
Participants:
1. Open to all students enrolled in the Secondary and Tertiary schools located within the coverage area of Metro Carigara Water District.
Rules and Mechanics:
1. The visual journalist(s) must be the author(s) of the material submitted in his/her/their name.
2. All entries must include the contact details of the visual journalist(s) and of the production’s contact person.
3. All entries must include a title, synopsis and complete list of the production team.
4. Deadline for the submission of entries with complete details of the participants, coach, contact info. will be Mar. 3, 2017.
5. All productions will be given 1 week prior to the submission of entries to work on their multimedia.
6. All contestants should submit a concept paper about their multimedia on March 8, 2017, on or before 4:00 in the afternoon. It will serve as a reference for judges on March 21, 2017.
7. All productions must either have English-language audio and/or text or must be subtitled in English. The short film (multimedia) must be minimum of 3 minutes and less than 5 minutes in length.
8. All entries must be submitted by 15 March 2017 at (on or before) 4:00 in the afternoon in order to participate in the contest.
9. Relatives of officers and employees of the MCWD, up to the 2nd level of consanguinity, shall be ineligible to join.
10. Feature Writing Contest
Participants:
1. Open to all students enrolled in the Secondary and Tertiary schools located within the coverage area of Metro Carigara Water District.
Rules and Mechanics:
1. Deadline for the submission of entries with complete details of the participants, coach, contact info. will be Mar. 3, 2017.
2. All participants must be at the venue (Sedimentation Compound, Brgy. Macalpi, Carigara, Leyte) at least 30 minutes before the scheduled contest briefing on March 21, 2017 at 9:00 in the morning. Meanwhile, contestants for feature writing are also required to bring his/her own laptop, if needed, before they can join in this event.
3. Participants are given 60 minutes to work on their feature article which is at least 300 words in length but not more than 500.
4. Relatives of officers and employees of the MCWD, up to the 2nd level of consanguinity, shall be ineligible to join.
5. For purposes of anonymity, the participant’s real name, signature, school and/or other contact details must only appear in the official registration form.
6. All participants grant the MCWD the right to use the articles in the website, or other IEC materials. Any feature article selected to be used in that way would be done so with proper attribution to the writer. 7. Judging will be as follows:
Content, organization & clarity of the message 40 %
Quality of reporting and quotes 30 %
Grammar and structure 20 %
Over-all appeal to the reader 10 %
TOTAL 100%
