Study Leave Guidance For Medical Consultants and SAS Doctors (Recommendations from MAC, LNC May 2015):

The following thoughts are a synthesis of opinion from CDs, CSDs and MAC membership. The intention is to im - prove access to study leave where appropriate and consistency in approach across the Trust. The LNC has re- viewed and comments or amendments taken.

Concept: Equity and transparency of study leave funding allowance for all permanent consultants and SAS doc- tors but not rigidly fixed funding. Funding will be made available though as described below. Different roles/specialities may need different amounts of funding.

Funding:

Recommend divisions set aside £600 per doctor, which is in line with other local NHS Trusts. Most CDs/CSDs did not want to refer to an upper cap as some courses in some specialities can be very expensive. Historically most study leave budgets are underspent. Recommend the creation of a separate cost centre for clarity. Fund- ing is the same whether part-time or full-time.

Time Allowance:

National terms and conditions describe an entitlement of 10days per year/30days over 3 years for full-time Consultants, with a pro-rate reduction for less than full time contract holders.

Principles for approval:

Who can apply:

 This applies to substantive Consultants and SAS doctors, including during maternity leave.

 Locum doctors by negotiation locally on a pro-rate basis and not for the first 3 months in post.

 No study leave funding is available for Honorary contract doctors. University employees applications will be by negotiation

Qualifying Courses:

 For training needs identified

o in the Personal Development Plan at annual appraisal or peer group PDP

An NHS Teaching Trust with the University of Southampton Trust Headquarters, Maples, Horseshoe Drive, Tatchbury Mount, Calmore, Southampton SO40 2RZ o Or for essential service development, service improvement, CQC improvement notices, service business plan or similar.

o Funded courses must link to patient care/experience

 The training need must be relevant to SHFT activity, not for private practice or non-NHS work.

 Negotiation is necessary if very costly, the most cost effective local reasonable alternative to be identi- fied

 For courses related to wider Trust issues/services eg coaching certification, corporate funding should be sought. Contact the Director of Education for advice.

 In addition division always funds “essential training for the role” – AC/S12/ed supervision

Application Process:

 Applicant should apply six weeks in advance to their CSD (or deputy if on extended leave), using the current Trust Application Form (2014), available on the Medical HR website

 The CSD (or nominated deputy) will normally respond within 2 weeks and return form to Applicant with decision or issues raised

 The Applicant will complete the whole form, including confirming how they will share learning with their colleagues

 Reflective notes will be recorded for the training experience.

 The applicant must submit claims within 3 weeks using a standard travel expenses form:

o with original expense receipts

o copy of attendance certificates

 The CSD will forward the expenses form to payroll, and will treat the applicant’s reflections as confid - ential.

 Applicants will upload their reflections into their appraisal portfolio

 The applicant will commit to share key learning with colleagues and will state how on their initial ap- plication form

 Reasonable travel expenses (cheapest route and second class rail fare) and accommodation cap £50 per night outside London/£100 in London, rates as agreed at MAC.

 The applicant will consider all local options or CFPD in LEaD options which may meet professional de- velopment objectives in a more cost effective way. Where a local course is available the applicant will have to justify why they are choosing an alternative.

 All statutory and mandatory training and appraisal must be in date prior to funding approval with very rare exceptions including governance risks. For face to face mandatory training it will be acceptable if the applicant can prove they are booked into training.
