COFFEE COUNTY BOARD OF EDUCATION MINUTES OF MAY 5, 2009 “Draft”

A called meeting of the Coffee County Board of Education was held on May 5, 2009 at 6:00 P.M. in the Board of Education Office, Elba, Alabama.

MEMBERS PRESENT

Joey Arnold, Jimmy Clark, Larry Eddins, Danny Jernigan, Galen McWaters, and Linda B. Ingram, Superintendent

MEMBERS ABSENT

Annette Griswold and Rubin McKinnon

STAFF PRESENT

Zion Chapel: Bob Hartwell, John McCrory, and Lori McCrory. Kinston: Terry Weeks, Jennifer Lee, Sonna Davis, Scott Sansom, Deborah Driver, Sonya Shaw, and Darryl Wilkerson. New Brockton: Gary Glass, Tami Crosby, Lougener Wyrosdick, Debbie Wilkins, Susan Taylor, Patricia Campbell, Dana Barnhill, and Joseph Aguilar. Central Office: Donna Hataway, Becky Hardiman, Golda Donaldson, Carol Mooney, Jennifer Piland, Linda Rodgers, Jan Hendricks, Rachel Bryan, and Junior Rayburn. It should be noted that Becky Hardiman, Gary Glass and Donna Hataway were the only staff members present for the entire Board meeting. The other staff members were present for the awards ceremonies only.

OTHERS

Carole Brand (reporter for The Enterprise Ledger) and Carly Omenhiser (reporter for the Southeast Sun). (Ms. Brand and Ms. Omenhiser were not present for the business portion of the meeting following the ceremonies.)

CALL TO ORDER AND ADOPTION OF AGENDA

Board Chairman, Danny Jernigan called the meeting to order and asked for a motion to adopt the agenda. Mr. Clark moved to adopt the agenda as presented. Mr. Eddins made a second to this move and it passed unanimously.

PRAYER AND PLEDGE

Mr. McWaters led prayer and Mr. Jernigan led the Pledge of Allegiance.

ZION CHAPEL’S AWARDS CEREMONY

Dr. Ingram welcomed parents and students to the sixteenth Academic and Leadership Awards Ceremony honoring students who have excelled in academics and leadership during this school year. She introduced Board members and Mr. Hartwell, Principal of Zion Chapel School. She asked Mr. Hartwell to introduce members of his faculty. RECOGNITION OF ZION CHAPEL STUDENTS

This concluding Zion Chapel’s program, Dr. Ingram recommended that these proceedings be included in the Board minutes so that the outstanding achievements of this fine group of students can become a part of the history of this school system. Mr. Clark moved to accept Dr. Ingram’s recommendation. Mr. Arnold made a second to this move and it passed unanimously. Dr. Ingram invited everyone to a reception in the resource room and the Board had a brief recess.

KINSTON’S AWARDS CEREMONY

Mr. Jernigan, Board Chairman, reconvened this meeting of the Coffee County Board of Education and asked Mr. Arnold to lead in prayer. Mr. Jernigan led the Pledge of Allegiance. Dr. Ingram welcomed parents and students to the Academic and Leadership Awards Ceremony honoring students who have excelled in academics and leadership during this school year. She introduced board members and Mr. Weeks, Principal of Kinston High School. She asked Mr. Weeks to introduce members of his faculty.

APPROVAL OF MINUTES OF MARCH 5, 2009 AND APRIL 21, 2009

Mr. McWaters moved to approve the minutes of March 5, 2009 and April 21, 2009 as presented. Mr. Clark made a second to this move and it passed unanimously. FINANCIAL STATEMENT FOR FEBRUARY 2009

The financial statement for February 2009 was provided each Board member. Questions regarding the financial report may be directed to Dr. Ingram or Mrs. Glass.

AWARD OF CHILD NUTRITION PROGRAM BIDS

Bids for milk products, bread and bakery products, propane gas, and ice cream were opened on March 24, 2009. Dr. Ingram recommended the low bid of $44,380.10 for milk products be awarded to City Dairy, Inc. (Barbers); the low bid of $9,816.00 for ice cream be awarded to Blue Bell Creameries; the low bid of $20,609.80 for bread and bakery products be awarded to Sara Lee Bakeries; and the low bid for propane gas be awarded to National Gas of Andalusia.

The Child Nutrition Program Director also opened bids for surplus equipment on March 31, 2009. Dr. Ingram recommended the following high bids be awarded:

Mr. Clark moved to accept Dr. Ingram’s recommendations as stated above. Mr. Eddins made a second to this move and it passed unanimously.

ZION CHAPEL PRESS BOX BIDS

Bids for football and baseball press boxes at Zion Chapel School were opened on May 4, 2009 at 10:00 A.M. Gary Moore of Moore Builders submitted a bid of $339,330.00 and Chesson Construction submitted a bid of $323,600.00. Dr. Ingram recommended accepting the low bid of $323,600 from Chesson Construction with value engineering. Dr. Ingram stated that she will report back to the Board changes that can be made to this bid to reduce the cost such as painting, windows, etc. Mr. Eddins moved to accept Dr. Ingram’s recommendation. Mr. Clark made a second to this move and it passed unanimously.

PERMISSION TO HOLD SUMMER SCHOOL

Dr. Ingram requested permission to hold summer school at all three high schools utilizing the Alabama High School Online program and SAFE School. A move was made by Mr. Clark to grant Dr. Ingram’s request to hold summer school as discussed. Mr. Eddins made a second to this move and it passed unanimously.

EXECUTIVE SESSION

No executive session was held. PERSONNEL

Dr. Ingram presented, in writing, the following personnel recommendations:

Certificated Personnel

1. Employ Bradley Bowers as a social studies teacher at Zion Chapel School for the 2009-2010 school year. 2. Employ Bradley Bowers as a coach at Zion Chapel School for the 2009-2010 school year. Mr. Bowers’ coaching responsibilities will be determined at a later date. 3. Employ Colby Capps as a math teacher at New Brockton High School for the 2009-2010 school year. 4. Employ Colby Capps as a coach at New Brockton High School for the 2009- 2010 school year. Mr. Capps’ coaching responsibilities will be determined at a later date.

Support Personnel

1. Accept the retirement of Carol Hamilton, secretary/bookkeeper at New Brockton High School effective the end of her contract. 2. Accept the retirement of Linda Rodgers, human resources/payroll clerk at the Central Office effective June 30, 2009. 3. Employ Jennifer Gilley as secretary/bookkeeper at New Brockton High School for the 2009-2010 school year. 4. Employ June Clark as Child Nutrition Program lunchroom worker at Zion Chapel School for the 2009-2010 school year.

Mr. Clark moved to accept Dr. Ingram’s personnel recommendations. Mr. McWaters made a second to this move and it passed unanimously. Dr. Ingram stated that we will need to have another meeting in the next couple of weeks for additional personnel recommendations.

MISCELLANEOUS

List of upcoming school events A list of school events for the month of May was provided each Board member.

Security cameras in schools – Joey Arnold Mr. Arnold stated that during Board member orientation with Dr. Ingram he expressed interest in placing security cameras in our schools. Dr. Ingram responded that she has $5,000 set aside for this project and thinks she will start at Kinston School.

Zion Chapel kindergarten graduation Mr. Jernigan stated that he has received numerous calls from Zion Chapel parents questioning why they are not allowed to have kindergarten graduation. He added that he would like to see standardization throughout our school system in regard to situations such as this. Dr. Ingram responded that a day has been set aside at Zion Chapel for kindergarten recognition; not a graduation ceremony where students would wear a cap and gown. She further stated that Mr. Hartwell is meeting with kindergarten parents tomorrow to discuss this matter.

NOTICE OF NEXT REGULAR BOARD MEETING

The next regular meeting of the Coffee County Board of Education is June 4, 2009.
