Efficient Building Grants Program Initial Grant Application Effective Starting September 1, 2016
Customer and Project Eligibility
1) Applicant must be a PGW commercial or industrial General Service (GS) or other uninterruptible rate customer.1 Multifamily property owners are encouraged to apply.
2) All project work, equipment and services purchases, and installations must occur after submitting this application.
3) The project must consist of energy efficiency upgrades to an existing building (a “retrofit”). Gut rehabs and new construction projects are not eligible under this program, but may be eligible under PGW’s Efficient Construction Grants program.
4) Preference will be given to projects that: a. Have the potential to achieve the greatest amount of gas savings. b. Contain a comprehensive combination of energy-efficiency measures. c. Utilize the highest efficiency equipment commercially available.
Application Process
1) Initial Grant Application – Complete and submit this Initial Incentive Application along with any available contractor quotes and equipment specifications for the proposed work. PGW will review your application and verify eligibility based on the above criteria and further PGW project criteria.
2) PGW Technical Assessment a. If you meet PGW’s customer and project criteria, PGW will provide an on-site energy assessment to collect detailed information on your potential project. b. PGW will then work with you to complete PGW’s full Project Data Collection Worksheet. This worksheet will contain data on all identified measures, their costs, and expected energy savings. The technical assessment process can take six to eight weeks from the time PGW schedules an onsite review. During this time construction may proceed, but no grant offer will be made until the technical review is completed.
3) Incentive Level Determination and Approval – If PGW approves you for an incentive, PGW will work with you to determine the project scope and will set an appropriate incentive level based on the cost and projected gas savings of the proposed measures. You will receive an Incentive Agreement outlining the required project scope and grant award.
4) Install Equipment and/or Complete Project - You design and complete your project. Document all efficiency measures with photographs and/or detailed invoices.
5) Submit Final Project Completion Certification a. Schedule a visit with PGW’s technical assessment team to verify project completion, and submit proof of the installations through final invoices and/or photographs within 60 days of project completion. b. Based on its review, PGW will pay you your incentive within 4-6 weeks of final verification.

1. Press and media purposes, including but not limited to press conferences and press releases; 2. Case studies that PGW will share through email and its website, in presentations, and on printed flyers; and 3. Providing project information and data to other relevant Philadelphia energy efficiency programs that may be able to offer additional assistance, such as measurement and verification of savings and/or project financing if there are any further needs.

Application Submission This Initial Grant Application is for preliminary eligibility verification only. If you are preliminarily eligible, PGW will then conduct an assessment of the project and determine a final decision on eligibility and, if relevant, an EnergySense building grant for the project based on PGW’s audit findings.
