Terms of Reference

Post/ title: Executive Director of SACREEE

Salary Scale: (according to Southern African Development Community (SADC) guidelines)

Duration: 2 year (can be renewed subject to performance)

Duty station: Windhoek, Namibia (with travel as required)

Purpose: Lead the establishment and operations of SACREEE

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes sustainable industrial development. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. On the other hand, SADC is a Regional Economic Community with mandate to promote sustainable and equitable economic growth and socio-economic development through efficient, productive systems as well as deeper co-operation and integration among others.

Project Context

UNIDO is supporting SADC with the establishment of the SADC Centre for Renewable Energy and Energy Efficiency (SACREEE), a regional platform to promote renewable energy (RE) and energy efficiency (EE) market in the SADC Region. The cross-cutting factor to challenges in the dissemination of RE and EE technologies and services is the absence of a dedicated regional institution that would harmonise efforts to develop markets for renewable energy and energy efficiency technologies and services. In particular, such an institution could be instrumental in coordinating the development of this sector in the region thereby

creating significant market potential that will justify and spur large-scale investments. Accordingly, the SADC Regional Centre is being established. SACREEE will coordinate the efforts and interventions in the renewable energy and energy efficiency sectors by various actors from governments, private sector to civil society organisations. In particular, SACREEE will provide a platform for addressing market barriers to wide- scale deployment of renewable energy and energy efficient technologies and services. The establishment of SACREEE was endorsed by SADC Council in August 2015, after the approval by the SADC Ministers responsible for Energy in July 2015.

Goal, Objective and Mandate of SACREEE

One of the objectives of the SADC Protocol on Energy (1996) is to ensure cooperation on new and renewable energy, energy efficiency and conservation and other cross-cutting themes of interest to Member States.

In line with this key objective of the SADC Protocol on Energy, the overall goal of SACREEE is to c ontribute to achievement of sustainable development goals in the SADC region by providing increased access to modern energy service to support socio-economic developments. The specific goal of SACREEE is to promote market-based adoption of renewable energy and energy efficient technologies and services within SADC Member States.

The broad objective of SACREEE is therefore to contribute towards increased access to modern energy services and improved energy security across SADC Region by promoting market based uptake of renewable energy and energy efficient technologies and energy services.

SACREEE will coordinate its activities with already existing SADC institutions active in the energy sector, especially Southern African Power Pool (SAPP) and Regional Electricity Regulators Association (RERA) on areas of mutual interest. In addition, SACREEE will collaborate with other institutions in the region and at the country level on renewable energy and energy efficiency issues in line with its mandate. In working with these institutions, SACREEE will focus on activities where there is value addition and where it complements the capacities of existing institutions. In carrying out its mandate, SACREEE will be guided by the following principles:

 Work with all market players and enablers in addressing barriers (policy and regulatory, capacity, technical, social, financing, etc.) to the greater penetration of renewable energy and energy efficiency technologies and energy services in the SADC Region;

 Assists Member States in developing and implementing renewable energy and energy efficiency policies, strategies and action plans and harmonise these efforts at regional level;

 Promote public and private investments in renewable energy and energy efficiency programmes and projects;

 Promote the scaling up of commercially viable and competitive low carbon technologies;

 Build capacity of market players and enablers to support the functionality of markets that promote renewable energy and energy efficiency investments, innovation, etc.; and

 Acts as a knowledge hub in renewable energy and energy efficiency sectors in the Region.

Scope of Work

The purpose of this assignment is to lead the establishment and operationalisation of SACREEE. This will be done in close collaboration Energy Division located in the Directorate of Infrastructure and Services in the SADC Secretariat, SADC Member States, host country of SACREEE and cooperating partners. Other key partners and stakeholders also include SACREEE’s National Focal Institutions (NFIs), Ministry of Mines and Energy (MME) of Namibia and the designated Hosting Institution being Namibia Energy Institute (NEI). Specific duties are as below.

Reporting and Responsibilities

Reporting to SACREEE Executive Board, the SADC Secretariat and development partners as appropriate, and guided by the approved SACREEE Project Document and other subsequent agreements, the Executive Director will:

· Be responsible for the management of the SACREEE Secretariat, its operations, reporting and personnel;

· Provide strategic guidance and leadership in all thematic areas of SACREEE and ensure quality of SACREEE’s activities;

· Formulate and commission administration and management systems of SACREEE drawing from systems in SADC secretariat;

· Initiate, negotiate and manage contracts for programmes and project between SACREEE and development partners, members states etc

· Oversee administrative, staffing, reporting, contracting and management issues related to all SACREEE operations;

· Initiate and oversee the development of projects and programmes undertaken by SACREEE;

· Mobilize resources and support for the organization from development partners;

· Manage relationships between SACREEE and all stakeholders that include SADC Secretariat and Member States, specialist institutions in respective Member States and internationally, development partners, private sector, civil society;

· Provide strategic guidance to SACREEE in terms of growth strategy, business plan, staff management; and

· Acts as secretariat of the Executive Board of SACREEE by preparing and presenting annual reports, workplans, budgets and management responses to matters raised by the Board.

Functions and Duties

Provide the requisite support to the Executive Board to ensure smooth operation of SACREEE through:

· Being the custodian of all SACREEE assets on behalf of SADC Secretariat and the Executive Board;

· Preparing and organizing the meetings of the Executive Board and drafting agendas and minutes for approval;

· Ensuring the quality of all documents submitted to the Board Members for consideration and approval; and

· Communicating and implementing decisions of the Executive Board in a timely manner.

Provide strategic guidance to the establishment and operations of SACREEE through:

· Establish and organise SACREEE office and manage relations with the Government of the Host Country, and the host institution;

· Preparing annual work programmes and budgets of SACREEE;

· Develop policies and strategies for SACREEE and its operations in areas such as gender, environment, human resources etc.;

· Engage the SADC Secretariat in the hiring and dismissal of staff as appropriate and manage the activities of the core staff of SACREEE;

· Manage all staff of the SACREEE Secretariat including induction, appraisal, and conflict prevention and resolution;

· Supervise and oversee the implementation of special programmes of SACREEE and manage the staff attached to such programmes;

· Coordinate the activities of SACREEE with other SADC institutions and specialized agencies;

· Lead the development of regional projects and programmes for SACREEE and mobilize support for development partners;

· Supervise the overall activities of SACREEE and represent SACREEE in international forums.;

· Coordinate the Technical Committee and other ad-hoc meetings and submitting of reports from these meetings to the Executive Board;

· Engage all stakeholders in the operations of SACREEE as appropriate to include, civil society, private sector; and

· Be overall responsible for the monitoring and reporting the progress and financial position of SACREEE, and facilitating external evaluations and audits as may be required by the Executive Board.

Organizational Requirements

Education

· At least an advanced university degree or equivalent in engineering, economics or renewable energy related area either at Masters or higher levels; and

· A business management/administration degree would be and added advantage.

Skills and experience

· Highly motivated individual with established leadership credentials in the energy and development community, with diplomatic skills necessary in an often highly charged, high-profile political environment and a track record of successful engagement at the highest levels of government and the private sector as well as civil society;

· Proven management capabilities in previous similar senior position plus solid analytical, negotiating and communication/interpersonal skills with a track record of working in team setting and ability to balance multiple priorities and deadlines;

· At least 12 years post qualification experience in energy and, specifically Renewable Energy and Energy Efficiency matters in the SADC Region with proved hands on experience in running similar or related institutions;

· Core competencies to include: result orientation, planning and organizing, team and client orientation, organizational development and innovation, strategy and direction, management of staff including staff performance appraisal, judgment and decision making, and conflict resolution;

· Demonstrable ability to inspire, encourage and build trust and confidence among peers and subordinates;

· Good interpersonal and communication skills and ability in project management and management of development results are essential;

· Ability to work under pressure and handle politically and culturally sensitive issues;

· Demonstrated experience in institutional and organizational development;

· Demonstrated understanding and proven record in inter linkages between gender equity/women’s empowerment, energy and development; and

· The candidate must be a Citizen of a SADC Member State.

Languages: Proficiency in English, and one other working language of the SADC Community (French or Portuguese) would be an added advantage.
