It is proposed that Article XVII of the Constitution 36 of this State be amended by adding: 37 38 “Section 16. The General Assembly by law may provide, in 39 specified areas of the State, for the conduct of gambling and 40 gaming activities on which bets are made to include parimutuel 41 betting on horse racing, sports betting on professional sports, 42 casino activities, such as card and dice games where the skill of the

[3931] 2 1 player is involved in the outcome, and games of chance with the 2 use of electronic devices or gaming tables, all of which strictly 3 must be regulated and may be conducted in one location or in 4 separate locations within the specified area, with the revenue 5 realized by the state and local jurisdictions to be used for 6 operational purposes of government, including tax relief and 7 school and infrastructure improvements. 8 9 SECTION 2. The proposed amendment must be submitted to the 10 qualified electors at the next general election for representatives. 11 Ballots must be provided at the various voting precincts with the 12 following words printed or written on the ballot: 13 14 “Must Article XVII of the Constitution of this State be amended 15 so as to provide that the General Assembly by law, in specified 16 areas of the state, may provide for the conduct of gambling and 17 gaming activities on which bets are made to include parimutuel 18 betting on horse racing, sports betting on professional sports, 19 casino activities, such as card and dice games where the skill of the 20 player is involved in the outcome, and games of chance with the 21 use of electronic devices or gaming tables, all of which strictly 22 must be regulated and may be conducted in one location or in 23 separate locations within the specified area, with the revenue 24 realized by the state and local jurisdictions to be used for 25 operational purposes of government, including tax relief and 26 school and infrastructure improvements? 27 28 Yes  29 30 No  31 32 Those voting in favor of the question shall deposit a ballot with a 33 check or cross mark in the square after the word ‘Yes’, and those 34 voting against the question shall deposit a ballot with a check or 35 cross mark in the square after the word ‘No’.” 36 XX 37
