PLEDGE OF ALLEGIANCE

APPROVAL OF THE MINUTES Alderman Homan moved to accept the July 22, 2010 minutes and seconded by Alderwoman Puleo. All were in favor. Alderwoman Puleo moved to accept the minutes of the July 13, 2010 Budget Meeting and Alderwoman Sikorski seconded. All were in favor. Alderwoman Puleo moved to approve the Closed Session July 13, 2010 and Alderwoman Keadle seconded the motion. All were in favor. APPROVAL OF THE FINANCIAL STATEMENT Alderwoman Keadle moved to approve the financial statements of July, 2010 and 1 Bella Villa August 26, 2010 Meeting Alderman Grey seconded. All were in favor.

MAYORS REPORT Mayor Yates reported that the newsletter will be going out the day after Labor Day, September 7th.

Judge Goeke from St. Louis County Election Board and another election official visited and looked over the premises to see if City Hall would meet the requirements needed for a polling facility. She is waiting for their decision.

The committee for the Muni Code Book updates met in August and there are still a few codes to review for possible changes.

An IT firm has been working on the computers and most of the issues have been resolved.

Allied Waste will be distributing the new trash containers on August 30.

Mayor Yates received a letter from Mayor Beekman of the City of Charlack asking for support of his opposition to Chief Fitch from St. Louis County Police Department’s attempt to gain control of smaller Municipalities. Mayor Yates reported she does support Mayor Beekman’s efforts and has no intention of doing away with Bella Villa’s Police Department.

POLICE REPORT Chief Locke reported that the Police Department has been made aware of the alleged child abduction attempt close to Bella Villa that was reported at last months Board meeting.

TREASURER’S REPORT Treasurer Ruth Ann Frank asked the Board if anyone had any questions about the financial reports. She also reported that she will schedule a meeting to amend the Budget sometime after the middle of September.

HEALTH AND SANITATION Health and Sanitation Commissioner Alice Lotspeich gave her report, which is included in the August minutes. She has been working with the owner at 736 Dallas to take care of all the shrubs.

The Yard of the Month for August was Sharon Fromann at 710 Avenue H.

Mayor Yates reported that she received an anonymous complaint about 4017 Fawn Circle. There is a lot of debris in the yard. She asked Heath Commissioner Lotspeich to send them a letter.

2 Bella Villa August 26, 2010 Meeting BUILDING COMMISSIONER Building Commissioner John Franklin reported on the permits he issued for the month. His report is included with the August minutes. He also reported that the work on the wall at Landor Ct. should resume on the 17th of September.

COMMUNITY DEVELOPMENT Robert Biggerstaff was not present. Mayor Yates reported the storm sewer project on San Gabriel was almost complete and it looked very nice.

Alderman Homan believed that Bob Biggerstaff should be giving the reports on the San Gabriel and not Associated Land Survey, Dave Vonark.

PARKS Parks Commissioner Keadle reported that she has tried to contact the owner of the land adjoining Elvira Moll Park and is still waiting to hear from him.

She reported that Steve and she have sprayed for weeds two times at the playground.

She reported she has been advised that the bees at George Appel Park are harmless and would not like to disturb them.

STREET AND SEWER Street Commissioner Redwine was not present.

Ward One Alderman Homan reported that 751 Ruprecht is for sale and vacant. 633 Sandra Ct is vacant. Bill Baer, 648 Landor Ct had his license plates stolen.

Alderwoman Puleo reported on the alley between Ruprecht and Ziess. She received a letter from St. Louis County and they do not maintain alleys and they would not stop Bella Villa from doing any improvements. She would like to get bids on this repair

Ward Two

Alderman Grey reported the resident at 729 Dallas has complained that the South County Journal has been throwing a newspaper in her yard and she has tried to tell them she does not want the paper.

Alderwoman Keadle had nothing to report.

Ward Three Alderman Robinson had nothing to report.

Alderwoman Sikorski asked about an authorization form from the Chief allowing a 3 Bella Villa August 26, 2010 Meeting young man to ride along with the Police. Mayor Yates reported she did receive that.

UNFINISHED BUSINESS

Trash trucks on Fawn Circle Mayor Yates reported she has talked to Tony Lamantia at Allied Waste about the trash trucks tearing up the street on Fawn Circle. He advised her that they will do whatever it takes to take care of this problem.

NEW BUSINESS

Police Committee Alderwoman Keadle made a motion to appoint Alderwoman Puleo to the Police Committee and Alderwoman Sikorski seconded. On roll call: Yeas; 5 Homan, Grey, Keadle, Robinson, Sikorski Noes; 0 Abstain; 1 Puleo Motion carried. Alderwoman Sikorski made a motion to appoint Alderman Robinson to the Police Committee and Alderwoman Puleo seconded. On roll call; Yeas; 5 Homan, Grey, Keadle, Sikorski, Puleo Noes; 0 Abstain: 1 Robinson Motion carried. Alderman Robinson made a motion to appoint Alderwoman Sikorski to the Police Committee and Alderman Grey seconded. On roll call; Yeas; 5 Homan, Grey, Keadle, Puleo, Robinson Noes; 0 Abstain: 1 Sikorski

Ordinance to establish annual rate of tax levy for 2010 This was tabled until the September Board meeting.

Sewer Lateral Cap There was some discussion about the amount that the City would allow each resident to use of the Sewer Lateral funds. It was decided that the City Clerk would get some historical data to see how many sewer laterals have been done in the last five years, and then review at the next Board meeting.

Online bill payment proposal for Court There was much discussion about the online bill payment and it was decided to continue this issue at next month Board meeting.

4 Bella Villa August 26, 2010 Meeting McManus Contract There was much discussion about the snow plowing contract. It was decided to go out for bid for snow plowing. The contract will have to include plowing all the streets in Bella Villa as well as snow removal from the ramp, steps and walkway at City Hall.

APPROVAL OF THE BILLS Mayor Yates asked for approval of the bills. Alderwoman Puleo made the motion and it was seconded by Alderman Homan. All were in favor.

RESIDENT PARTICIPATION Art Frank, 800 Ave H, thanked the Police Dept for going door to door to talk to residents about parking on the sidewalk.

Marysia Haack reported the sign for the “no parking fire lane” on Dallas Ct. was not serving the purpose intended. The sign should be moved to improve the parking situation on Dallas Ct.

ANNOUNCEMENTS Mayor Yates had no announcements.

ADJOURNMENT A motion was made by Alderwoman Sikorski and seconded by Alderman Homan to adjourn. All were in favor. Meeting adjourned at 7:50 p.m.
