This document provides potential Organisations wishing to participate in the Accredited Course for Tutors and Trainers (ACTT) pilot scheme with all the basic information they need regarding the qualification format and provisional accreditation requirements.

Pilot Details

The ACTT pilot scheme will run from September 2006 to July 2007. All candidates are expected to complete the pilot units by July 2007.

The syllabus outline for our pilot units is available in the document, BCS ACTT Outline Syllabus. Please note: for the pilot scheme we will be only pilot the Mandatory and the Optional Mandatory units. Therefore, candidates participating on the pilot scheme will be expected to complete a total of nine units during the pilot period between September 2006 and July 2007.

We are planning to release the comprehensive ACTT qualification portfolio in September 2007 inline with Lifelong Learning UK’s expected release of the New Professional Standards: Teacher/ Tutor/ Trainer Education for the Learning and Skills Sector.

Fees

For the pilot period only the registration fee will be £150.00. We will not be asking for any additional fees for centre inspection costs or EV costs. However unit certificate costs will be £15.00 per unit per certificate. After the pilot period, all charges and fees will be reassessed and published prior to full product launch in September 2007.

About the Qualification

The focus of the ACTT course is on flexibility, both in its format (ie the candidate’s ability to pick and mix Units of special interest/closely reflecting their job role) and in its achievement via a short 5-day workshop attendance followed up by supported portfolio completion, provided by the ACTT accredited centre. ACTT has been devised as a ‘pick and mix’ qualification, giving the candidate more flexibility, a qualification that closely matches their job role/is relevant, and the option of achieving a complete qualification whilst allowing for individual Unit Certification and routes to and from other programmes. This flexibility also extends to ACTT being beneficial and accessible to Trainers and Teachers alike.

The qualification structure combines seven mandatory units that reflect key domains, four optional mandatory units and fifteen optional units. The qualification offers a model which combines mandatory, optional mandatory, and optional units.

 To achieve the Award, a candidate is required to successfully complete all seven of the mandatory units.

 To achieve the Certificate, a candidate is required to successfully complete all seven of the mandatory units plus two of the optional mandatory units (A and C or B and D).

 To achieve the Diploma, a candidate is required to successfully complete all seven of the mandatory units, two of the optional mandatory and three of the remaining optional units.

Key Participants in the Accredited Course for Tutors and Trainers (ACTT) Process:

Candidate

The Candidate will:

 Undertake the necessary learning and attend a 5-day workshop hosted by an ACTT centre  Collect supporting evidence of competence  Complete the ACTT Evidence Record Sheet (ERS)  Be available to discuss the assessment evidence with the Internal Verifier and possibly the External Verifier

Assessor

The Assessors are responsible for assessing the Candidates against the skills and knowledge statements. They must be job experts and have proven training experience.

The Assessor will:

 Interpret the standards statements  Identify types of supporting evidence  Judge evidence against skills and knowledge statements  Identify any gaps  Give constructive feedback to Candidates  Meet regularly with other Assessors and Internal Verifiers in their Centre (or other Centres) to ensure a consistent standardised approach  Explain and agree assessments with Internal Verifier  Keep their own Assessor Records regarding each of their Candidates.

Internal Verifier

Internal Verification is the process for monitoring assessment within an approved Centre. An Internal Verifier is the link between Assessors and the BCS. Internal Verifiers would offer advice, support and guidance to Assessors. It is the role of an Internal Verifier to ensure standards are maintained throughout the entire assessment process.

 Sample the records of Assessors  Observe a sample of assessments taking place  Countersign the recording documents

Centre Administrator

The Centre Administrator may also be an Internal Verifier. The Centre Administrator will act as the link between an approved Centre and the BCS. They will ensure any BCS requirements or action points are implemented by Centre staff.

External Verifier

The External Verifier is appointed and trained by the BCS. They will visit Centres to ensure standards are being applied.

The External Verifier will:

 Monitor and sample Candidate assessments against evidence  Quality assure the Centres’ internal systems  Feedback Centres’ performance to the BCS  Act as a source of advice for Centres and the BCS

Continued approval as a Centre will be dependent on the receipt by the BCS of positive External Verifier visit reports.

The External Verifier will be monitored at least annually by another BCS representative.

Applying For Provisional Centre Approval

You should submit the Provisional Application for Centre Approval Form only if you are NOT a BCS accredited centre already and wish to participate in the ACTT pilot scheme. Please use the form provided below or make a photocopy of it.

Complete the form in accordance with the following guidance notes and refer to other sections of this guide as appropriate. You must submit the original copy of the Provisional Application for Centre Approval Form. You should retain one copy for your records.

After the pilot period, if an organisation wishes to continue to offer the ACTT qualification, your organisation must be fully accredited by the BCS.

Please Note: If your organisation is already a BCS accredited centre, (i.e. ECDL or CTP Centre) please complete the BCS ACTT Test Centre Application Form only.

If your application is successful, your organisation will be granted provisional approval centre status and we will send you additional information about the course, a pilot training day and notice of Provisional Approval.

Policy: Health & Safety

The training and testing environment must meet the current requirements for Health & Safety Legislation [for details contact your health and safety officer or the Health & Safety Executive]. An organisation representative should ensure that the environment meets these requirements before commencing the tests. For example you should be sure that:

 Fire equipment is in order [fire alarms, smoke and heat detectors, fire extinguishers]  Fire escape routes are clear and operational [ensuring that the fire escape routes are clearly marked and are not blocked and that fire exit doors are not locked]  Equipment is electrically safe [ensure that where required equipment has Portable Appliance Tests and that there are no obvious electrical hazards]  There are no trip hazards [ensure that trailing leads and cables are securely fixed]

In case of any query you should contact your organisation’s health and safety representative for advice.

Policy: Disabled Access

You should ensure that there is a physical environment which will allow access for disabled candidates. The requirements include:

 Access from street level [via ramps or lifts to the testing environment]  Disabled toilets and facilities  Furniture and equipment suitable for the candidate to undertake the test

You should provide information about how you are complying with the Disability Discrimination Act with respect to:

 Access for disabled candidates and associated facilities, e.g. ramp, toilets.  Specialist equipment/assistive technologies, e.g. screen reader software, adaptive keyboard.  Specialist support, e.g. BSL signer, personal assistants.

If your centre is not able to meet any of the requirements as stated above, please provide information on why you are not yet able to meet these requirements and also how your organisation plans to cater for any disabled candidates.

For advice you can contact the government disability web site: http://www.disability.gov.uk which contains information on the Disability Discrimination Act.

Policy: Access to Assessment – Equal Opportunities

Set out below is the BCS policy with regard to providing equal opportunities for candidates seeking to gain its’ awards. The BCS requires that Centres approved to offer assessments leading to its qualifications should inform candidates of the existence of this policy.

Commitment

The BCS is committed to equality of opportunity in education, training and employment. This commitment applies to all, regardless of gender, age, racial origin, nationality, creed, sexual orientation, marital status, employment status or any disability.

The BCS aims to promote practices and procedures which ensure equality of opportunity and aims to eliminate any which unfairly discriminate, directly or indirectly.

Aims

Implementation

In order to achieve the successful implementation of this policy, the BCS will:

 issue the policy statement to all its staff, appointed agents and Centres and ensure that it should be available on request to Candidates and other interested parties

 provide development activity appropriate to the needs of its staff, examiners and verifiers on a regular basis

 ensure that issues of equal opportunity are addressed as an integral part of ACTT qualification development, review and assessment guidance

 maintain an equal opportunities group, with appropriate representation, to oversee the development and implementation of the policy and to advise on changes and amendments as appropriate.

In the case of a matter relating to this policy, candidates should immediately inform their Centre in writing. If such a matter is not resolved by the Centre to the candidates’ satisfaction, candidates should contact the BCS in writing.

Centres wishing to raise a matter relating to this policy should contact the BCS direct.

Policy: Access to Assessment – Candidates with Particular Requirements

Introduction

The BCS policy on assessment is to give all candidates equal opportunity to demonstrate attainment and to give candidates with disabilities and learning difficulties the same access to assessment as other candidates.

The principles of this policy are:  special assessment arrangements do not give unfair advantage over other candidates  arrangements are determined according to the particular disability or learning difficulty  users of certificates are not misled about candidate attainment

In order to achieve these aims, the BCS maintains contact with professional bodies interested in the occupational and educational opportunities for people with disabilities and learning difficulties. Arrangements are regularly reviewed and take account of feedback from these bodies and from Centres and candidates.

The ACTT qualifications are developed to standards of occupational competence established by the BCS. Assessments are designed to measure only the skills, knowledge and understanding which are expressly stated in the ACTT documentation. The BCS carries out the assessment practice and procedures to ensure the required standards are met. Issues relating to the standards therefore need to be referred to the BCS.

Variation of Assessment Arrangements

Assessment arrangements may be varied however, where the standards permit, for candidates with disabilities and learning difficulties. The nature of any special arrangements depends largely upon the assessment strategy employed.

Verified Assessment

Arrangements concerning the ACTT qualification must be locally agreed between the Centre and the ACTT External Verifier in accordance with the ACTT documentation.
