Overview of the DOE Industry Interactive Procurement System A. Main Functions a. Access synopses, solicitations, proposals* and related documents in the DOE IIPS – Business Opportunities Database b. Allows for user registration thereby enabling submission of proposals via the IIPS c. Subscribe to have e-mail notices about synopses and solicitations forwarded to your e-mail address (Industry** only). d. Provides for secure login to our Secure Socket Layer environment to submit proposals e. Modify user login information (changing of password) B. Users who wish to access the DOE Industry Interactive Procurement System via the Internet should have these minimum system requirements: a. Computer/Laptop with Pentium-class processor b. Internet connection (56k modem or better***) through an internet service provider (ISP) c. Browser that supports Java scripts such as Netscape 3.x or Internet Explorer 4.x
For those who plan to submit proposals through the IIPS, the only web browser that currently support file attachments are Netscape Navigator and Internet Explorer.
Software applications should conform to Government specifications such as word processing and compression applications.
(*) The term “proposal” as used in this overview is meant to include bids, applications, pre-applications and other responses received from “industry.” Industry users may view only their own proposal documents. (**) The term “industry” as used in this overview is meant to include vendors, offerors, applicants, bidders and other respondents. (***) A slower modem may be used, but the uploading of files will be significantly slower. A T1 line, DSL or cable modem provides the optimum connectivity.
User (Principal Investigator) Functions
Browse DOE Solicitations o Synopsis & Solicitation Information . Solicitation Number . Title . Description . Type of Action (i.e. Full and Open Competition – Competitive Proposal) . Contracting Officer contact information o Status of Solicitation . Provides Solicitation Date . Response Due Date . Response Due Time . Time Zone for Due Time . Award Comments . Number of Awardees o URL Links for further information regarding the solicitation o File Attachments to download as outlined in the solicitation User prepares application volumes (naming convention of files used by the DOE), in accordance with the instructions in the specific solicitation, in MS Word. Applicants are strongly encouraged to have the complete application to the Sponsored Research Office for transmission at least 48 hours (DOE’ in advance of the deadline in order to prevent any transmission difficulties. The application and all of the attachments must be ready before proceeding.
Administrator (Sponsored Research Office) Functions
Sponsored Research Office will review the application volumes and upload the completed files to the DOE website for submission. Only authorized signatories for the University may obtain administrator functions.
