BARROW UPON SOAR PARISH COUNCIL Minutes of a meeting of the Localism and Neighbourhood Development Plan Committee held on 19th June 2014 at 5:00pm at the Parish Council Office, 12 High Street.

9/14 TO CONFIRM AND SIGN MINUTES OF THE MEETING HELD ON 22ND MAY 2014 RESOLVED minutes are agreed as a true record and signed by Cllr Cantle, Chairman.

It was agreed to bring forward discussion of the draft questionnaire in order to accommodate Mr White

10/14 NEIGHBOURHOOD PLAN i. Survey/Questionnaire – to approve/consider a draft and to agree method of distribution Cllr Woodhouse proposed a vote of thanks is recorded to Cllr Watson and Cllr Cantle for their preparation of the draft survey’s. Further to discussion/comment it was RESOLVED that the draft documents are amended as follows: 5d to read ‘congestion’ at the bridge over the river…….. 4a to include additional areas:  Amenity area @ Melton Road/Branston Avenue and the footpath through to Brook Lane  All public footpaths and bridlepaths  Pigs Close and the river corridor 7a ‘childrens nurseries’ to read ‘pre school provision’ 7b to add ‘if you consider this to be essential/desirable…………’ @ 7c and priority box1-10 To change green box text to read ………what do you consider are the priority sites for one, bearing in mind current ownership.’ RESOLVED to approve amendment @ 7b/c Prize fund to be distributed as follows: 1 x £50, 1 x £30, 1 x £20 Young persons questionnaire

3 Minutes of a meeting of the Localism and Neighbourhood Plan Committee 19th June 2014 Christine suggested an alternative introduction aimed at young people and proposed the following: ……to produce a Plan for Barrow upon Soar to ensure that we have everything we need without problems for the people that come after us. Our vision is to look after what is good about the area and encourage the positive things that new build can bring………. And similarly at 4 Cllr Cantle left the meeting @ 5:55pm Cllr Pepper suggested 5 includes ‘fishing’ Further to challenges the Clerk advised that the Council is governed by law and that the law states that non council members have no right to vote. The relevant section of the Local Government Act (CAB 7.43/LG& Housing Act 1989 s.13/LGA 1972 s.102) was read through by Mr White (non Councillor member) which he said was ‘interesting’. Cllr Watson suggested that all members vote and Councillors votes are recorded for the purpose of the minutes. He further suggested that the Localsim Act may have a bearing on this issue and requested clarification is sought in this matter. RESOLVED to accept questionnaires subject to amendment agreed with gratitude to Cllrs Watson and Cantle Method of Distribution – Minute 82/14 iii) refers Clerk to confirm printing time and notice required RESOLVED date of distribution to be agreed at the next meeting ii. Preparation for Consultation at Street Market 6thJuly 2014 Cllrs Cantle and Watson had previously confirmed their intention to manage the Neighbourhood Plan Consultation Mark White offered ‘some time’ during the event iii. To consider process of appointment of a Planning Consultant RESOLVED Clerk to organise meetings with each planning consultant preferably to be held on the same day to accommodate a majority attendance and at the earliest convenience Those wishing to attend as follows: Cllr Cantle (to be confirmed) Cllr Watson Cllr Woodhouse Jo Ling – subject to confirmation Joyce Noon Mark White Alan Willcocks

11/14 LIBRARY – update A report provided by Cllr J Rodgers had previously been circulated to Council members following her attendance at a ‘stakeholders’ meeting on 16th June. The Parish Council does not, at present, have the ‘Power of Competence’ Cllr J Rodgers suggested an alternative model which is subject to discussion/consideration of those involved. Whatever happens needs to be considered/progressed as a matter of some urgency if we are to accommodate LCC’s proposed timetable as follows: September 2014 – deliberate January 2015 Partnership in place April 2015 – implemented 4 Minutes of a meeting of the Localism and Neighbourhood Plan Committee 19th June 2014 This future of Barrow Library and response to the ‘Stakeholders Consultation’ is to be included as an agenda item at the next meeting of Full Council
