Minutes of the Joint Chedgrave Parish Council & Parochial Church Council Lychgate Meeting held Wednesday 2nd September 2015 Present: Cllrs M Hubbard, J Lurkins, R Ball, B Barwick, A Rainbow, V Fryer
1. Apologies – Cllr J Bircham, Cllr R Green, Rev D Owen, J Barwick, R Hoffman, Rev R Seel. 2. Cllr Hubbard distributed pre-prepared documentation packs to each person to complement the suggested agenda items. 3. To discuss the ground plan, footprint and alignment as required for the Faculty – The ground plan, footprint and alignment were discussed. R Ball suggested that the alignment of the structure would need to take the bend in the path into account for vehicular access. J Lurkins suggested that the vehicular swing in from the bridlepath would also need to be considered. It was discussed that most of the potential alignment issues could be addressed whilst complying with the approved site location plan JB/L/CPC/04. It was agreed that the existing fencing either side of the new structure would need to be replaced by suitable hedging and the tree to the right hand side of the structure would need to be removed. ACTION – PCC to feedback to Rev D Owen to ensure enough detail agreed to satisfy the Faculty. 4. To discuss the layout and wording of the memorial plaques for the Faculty – With reference to the two existing memorial plaques in the Church, M Hubbard presented layout proposals for both World War plaques. It was agreed as the wording was very close to the original existing plaques only a minor change was needed. R Ball suggested the minor change within the main title on the World War Two plaque to balance the wording out with the World War One plaque. M Hubbard suggested that the font for the memorial plaques should be in Times New Roman as recommended by the supplier of the memorial stone. ACTION – M Hubbard to amend the wording as agreed and then forward both memorial plaque templates to the PCC electronically. PCC to feedback to Rev D Owen to satisfy the requirements of the Faculty. 5. To ensure all the Fallen from the Parish are accounted for – M Hubbard asked if everyone was confident that all of the Fallen from the Parish had been accounted for based on the research carried out by R Hoffman. M Hubbard asked if General John Barrett, who is currently commemorated in the Church Porch, be included within the Lychgate. It was decided that he would not be included. ACTION – M Hubbard to discuss with R Hoffman to confirm all details of the Fallen from her previous research. 6. To discuss any additional carving to the structure – M Hubbard requested any additional carving requirements to enable an accurate quotation from the Woodcarver to be obtained. M Hubbard asked if the PCC would like to include any additional wording on the front roof cross beam of the structure, the PCC agreed that there would be wording, B Barwick suggested they discuss and agree the content at the next PCC meeting scheduled 15.9.15. B Barwick suggested having the date that the Lychgate is erected and for it to go onto the rear of the structure. M Hubbard asked if the PCC would like to include any carving on the
1 roof fascias. B Barwick suggested that several existing doors within the Church have Norman carvings and could this be replicated on the fascias? ACTIONS – PCC to discuss the wording to be included onto the front roof cross beam and feedback to M Hubbard after the next PCC meeting. M Hubbard to photograph the existing Norman doorway carvings. M Hubbard to liase with the Woodcarver around replicating these on the roof fascias so as to be included in the quotations.
7. To discuss the existing gate dedication to Guy Moss – M Hubbard said Rev D Owen wanted to keep the new wording the same as the existing. M Hubbard stated that GUY MOSS RECTOR is on the left hand gate and 1965-1982 was on the right hand gate. It was agreed by all that this should be replicated on the new gates. ACTION – M Hubbard to ensure this is included in the quotation.
8. To discuss the Archaeological Survey requirements as detailed in the approved planning conditions – M Hubbard suggested that this does not need to be discussed at this meeting as J Bircham now has the details she requested to enable progression. 9. A.O.B – J Lurkins suggested the installation of a light be included as previously discussed by the PC. R Ball suggested that a low wattage light would be more suitable inside the structure with a stronger sensored light source pointing up the path towards the Church. M Hubbard provided a summary of expected Actions, which will be circulated within the Minutes.
There being no further business, the meeting closed at 8.10pm
