Discussion No remark was made on the agenda. RATP Decision taken The agenda was thus approved.

Topic n°2: Information about the progress status of negotiation with EC Responsible

Discussion See attached presentation (MEE_M01-MoM-008- FS, TRIT A1_TRIT_MODSAFE_090230). FS explained that the negotiation with EC is finished. The current version of the DoW is the 25th March 2009 one. The estimated date for signature is mid-April 2009. The official starting date of the project is on 1st September 2008. The project time table remains as specified in the DoW. Request for extension of the project to be reconsidered later according to the works performed. The Executive Board (EB) and Plenary Group (PG) activities have been transferred from WP11 to WP10 under the task 10.2 "Scientific monitoring and coordination". Former WP11 and WP12 were combined in WP11. Therefore former WP13 became WP12.

Topic n°3: State of work of WPs Responsible

Discussion WP1 EE, INRETS See attached presentation (MEE_M01-MoM-008- A2_INRETS_WP1_090230). EE explained that the first draft of D1.1 "First draft - State of the art on safety responsibilities and certification" will be available mid-April. The final draft for comments will be available on beginning of June. Support from UITP is needed about the two three following topics: - Integration of human factors in the standardisation - Harmonisation of incident/accident databases - Safety Management System. SE answered that UITP will participate to the WP1 work for these topics. EE stated that D1.2 could be available in September. JPR advised WP1 to study the link with the Urban Rail Transport initiative and the last interoperability Rail Directive merging high speed and conventional rail. This initiative dealt with safety and regulation for urban rail transport. Next meeting: 3rd meeting on 14th May, preparation of the final draft D1.1.

WP2 JS, TUD See attached presentation (MEE_M01-MoM-008- A3_TUD_WP2_090230) JS explained that the kick-off meeting was on 23rd October 2008. The 1st draft of D2.1 "First list of hazards – PHA" will be available end of April. It is based on the deliverables already made in MODURBAN. WP2 is working on degraded modes. D2.1 will be available for comments on beginning of September. Next meeting: end of April or beginning of May (to be confirmed). ------

WP3 AH, Bombardier AH explained that the starting date of WP3 is M15 (beginning of November 2009). The basis for the WP3 work is the first result of WP2 (D2.1). Therefore, he requested to organise a common meeting with WP2 in September or October. Next meeting: kick-off meeting in September or October (to be confirmed). ------

WP4 ESSE, UITP See attached presentation (MEE_M01-MoM-008-A4_UITP_WP4-8-9- 12_090230) ESSE stated that the starting date of WP4 is February 2009 and the kick-off meeting is scheduled on 20th or 21st April (to be confirmed). Next meeting: kick-off meeting on 20th or 21st April (to be confirmed). ------JS, TUD WP5 See attached presentation (MEE_M01-MoM-008- A5_TUD_WP5_090230) JS stated that the kick-off meeting will be combined with WP2 meeting end of April or beginning of May (to be confirmed). About a question on the level of detail for the object safety model, JS answered that the objective is to keep a level such as it is not necessary to take into account the design alternatives described in MODURBAN system architecture specification. Next meeting: kick-off meeting end of April or beginning of May with WP2 (to be confirmed). ------FS, TRIT WP6 FS stated that WP6 needs the 1st draft of D1.1 before the kick-off meeting. Therefore, the kick-off can be scheduled end of April or beginning of May. Next meeting: kick-off meeting end of April or beginning of May (to be

confirmed). ------BS, BUTE WP7 BS stated that WP7 needs to have its kick-off meeting with the WP6 one. The first deliverable, D7.1 planned in M12 could be available in October 2009. Next meeting: kick-off meeting end of April or beginning of May with WP6 (to be confirmed). ------ESSE, UITP WP8 and WP9 See attached presentation (MEE_M01-MoM-008-A4_UITP_WP4-8-9- 12_090230) ESSE stated that regarding the starting date for WP8 (M9) and for WP9 (M8) a combined kick-off meeting for both WPs can be scheduled mid-May (to be confirmed). Next meeting: kick-off meeting on 11th May (to be confirmed). ------ESSE, UITP WP12 See attached presentation (MEE_M01-MoM-008-A4_UITP_WP4-8-9- 12_090230) ESSE stated that a UITP/UNIFE coordination meeting will be scheduled in spring 2009 and the first SUG (Support and User Group) meeting will be scheduled in autumn 2009. Next meeting: to be scheduled. ------DC, JPR, WP10 RATP See attached presentation (MEE_M01-MoM-008- A6_RATP_WP10_090230) DC will send the list of public MODURBAN deliverables to all MODSAFE partners. All corresponding deliverables will be available on the MODSAFE website. During the first step (iterative process within a WP) of the procedure for work, the content and the key points of deliverables will be presented at WP10 meeting with the aim to involve all partners before having the final draft for comments. For the second step (review of deliverables at WP10 level), it is noted that 2 weeks for preparing comments by WP10 members is the minimum and more could be necessary depending on the number of pages to be reviewed and the number of deliverables to be reviewed in the same time. It is noted also that one week for preparing reply to the comments by the WP responsible of the deliverable is too short, 2 weeks seem preferable.

It is underlined that there is no need to review editorial comments during WP10 meeting. WP10 discussion will be focused on technical comments not agreed by the WP responsible of the deliverable. Furthermore, the WP10 responsible is involved in the consensus building process to prepare reply with the WP responsible of the deliverable (e.g. about contradictory comments). JS proposed that there should be discussions on open points with fundamental different opinions inside the consortium in an early stage of the work on deliverables. There may be a consensus between the members of the WP but not with other members of the consortium. When the discussion in WP10 starts at the end of the work of the different WP on the final draft it might be complicated to change important parts of the draft. We need open discussions before. HS added that there should be first discussions on general questions as JS proposed in an early stage of the work on deliverables because there may be from time to time a heavy workload when different final drafts of deliverables have to be commented in the same time. Then it may be not possible to comment them all intensively enough. JPR proposed that RATP, as WP10 leader, manages a global glossary throughout the project like that was made in MODURBAN. The purpose of this global glossary is to gather all terms and abbreviations that are used by the different work packages of MODSAFE. It will therefore facilitate the common understanding of terms and abbreviations at a System level and allow to avoid the inconsistencies between definitions used in different deliverables. According to the date of issue for the first deliverables, it is not necessary for WP10 to convene again before September 2009. Next meeting: 9th September from 9.00 followed by a PG meeting.

Topic n°8: Information on standardisation matters Responsible

Discussion See attached presentation (MEE_M01-MoM-008- DC, RATP A7_RATP_WP10_090230) DC presented the status of the standards for safety assurance process for railways systems. He underlined the importance of the maintenance work in progress at CENELEC level and the link with work in MODSAFE. EN 50159 A new draft where the two parts of the current standard EN 50159-1 and EN 50159-2 is circulating through NCs for CENELEC enquiry (deadline 2009-09-04).

EN 50128 A new draft is under preparation. It should be available in a few weeks for CENELEC enquiry. TR 50506-2: Guide for EN 50129 – Part 2: Safety assurance A new draft should be circulated through NCs for voting in a few days. EN 50126 The maintenance of EN 50126 with a new structure including EN 50128 and EN 50129 at system level is in progress. No draft is available for the time being.
