Your quotation in our Tender Schedule, together with a copy of the General and Special conditions of tender duly signed, alongwith a covering letter in your letter head should be submitted / deposited into the Tender box at our office in the attached envelope duly sealed before the closing date/time indicated on top of this letter.

Your Bank Draft for the requisite Earnest Money Deposit (EMD) should be forwarded along with the above documents. QUOTATIONS RECEIVED WITHOUT EMD OR WITH INADEQUATE EMD SHALL NOT BE CONSIDERED. Demand Draft shall be drawn in favour of Bharat Petroleum Corporation Limited payable at Ernakulam.

You or your authorized representative may be present at the time of opening of the quotations (after submission of appropriate document in support of his identity) at 15.00 hrs. on 17-09-2010 at BPCL, Cheppad. No separate intimation will be sent in this regard.

Please ensure that your name or any other identification mark does not appear on the envelope as otherwise your Tender is liable to be disqualified.

We request you to carefully go through all Tender documents before submitting your quotations. Any clarification regarding the work can be had from our office on any working day during normal working hours.

SPECIAL CONDITIONS OF TENDER

PAINTING OF NAPHTHA TANKS AT NTPC, KAYAMKULAM

1. BPCL is co-coordinating the above works for and on behalf of Rajiv Gandhi Combined Cycle Power Project of NTPC limited, Kayamkulam.

2. The details of the tanks (same for all the tanks) are as given below: - Tank Nos. : 402A, 402C & 402D - Material of construction : Mild Steel - Height : 15 metres - Diameter : 32 metres - Maximum Capacity : 10,000 Kilo Litres. - The Tank is installed at the main plant area of NTPC, Kayamkulam.

3. Paint manufacturers (Contractor) will take the total responsibility of painting application on ‘Supply and Apply’ basis during the contract / maintenance period.

4. The painting works cannot be done simultaneously on both the tanks. After completion of all the works in one tank only, the other tank shall be handed over to the Contractor for carrying out the works.

5. The Paint manufacturers shall guarantee that the chemical and physical properties of paint materials used are in accordance with specifications given in this tender.

6. Any defects that occur during the guaranteed life for the painting system either due to improper paint materials used or due to faulty application shall be rectified by the Paint manufacturer at no extra cost to BPCL.

7. The following Bank Guarantees are to be submitted by Paint manufacturer before starting of the works:

 Performance Bank Guarantee for 20% of the total contract value valid for 24 months from the date of completion of the job as per the format enclosed herewith.  Corporate Guarantee in the form of Indemnity Bond valid for 48 months from the date of completion of the job as per the format enclosed herewith.

8. Contractor Tenderer should comply with the provisions of ESIC and EPF with regard to the workmen employed for the works. All the formalities regarding the ESIC & EPF should be completed before starting the works.

9. All the lettering and emblem currently in place on the parts of tanks should be rewritten after the revised painting. No separate payment will be made for this. 10. Contractor will have to follow all health and safety guidelines of NTPC/BPCL and fill/sign check sheets for working at heights and confined space.

11. All safety equipments like Air compressor, protective clothings, safety shoes, uniform, hard hats, safety harness, Masks, Boots, Wearing Suits etc. should be arranged by the Contractor without any extra cost to BPCL.

12. All tools/tackles etc. required should be arranged by the Contractor without any additional cost to BPCL.

13. The rates should be inclusive of all charges of skilled/unskilled manpower required, cost of paint, erection of metallic scaffoldings (for working at heights), consumables, etc. complete.

14. All the works in the tender schedule should be completed within four months from the date of Letter of Intent (LOI) / Agreement.
