CONDITIONS OF TENDER GENERAL
1. PROJECT INFORMATION
The complete plant description, engine and all additional requirements shall be as defined in the Specification. The supply is for Contract No. 714027 - Supply and Delivery of Three Tipping Trucks.
Method of payment for this Contract shall be Lump Sum.

3 CONTRACTOR’S RESPONSIBILITY
It shall be the responsibility of the Contractor to ascertain all information relating to the services, the works and site conditions that may affect the progress or method of performing all services and works as specified within the scope of this contract and to prepare for every contingency that may arise. It is further understood that just provision for these contingencies have been accounted for, implicitly or explicitly within the Lump Sum tender price submitted.
4 GOODS AND SERVICES TAX
The tenderer acknowledges and agrees that the offered amount is inclusive of goods and services tax and all other direct and indirect taxes. The offered amount should include any allowances for goods and services tax. The supplier must show the amount payable by Council as the offered amount excluding GST, the GST portion of that amount and the total of the two combined.
The tenderer acknowledges and agrees that it is a condition of the contract that if any amount is claimed as goods and services tax the supplier shall be obliged to issue Council with a tax invoice in respect of any such amount.
5 CANVASSING
Canvassing of any Councillors and/or staff, other than the specified Council Contacts by the tenderers employees shall result in disqualification of this contract.
6 REGISTRATION
The unit is to be registered in accordance to the Roads and Maritime Services, for twenty four (24) hour usage and road travel requirements. The unit shall comply with all necessary state and federal statutory requirements. Reimbursement of the cost of registration will be made separately to the © IPWEA 2004 AUS-SPEC-3\NSW-COT 2

payment of the vehicles, therefore the cost of registration should be invoiced independently. Council will supply the compulsory green slips. The Three Tipping Trucks are to be registered “roadwork’s” and registered to one of Council’s common expiry dates, to be determined prior to delivery.
7 DELIVERY
The tenderer is required to deliver the unit in a ready to use configuration including full Registration.
Delivery will be at Council’s Works Depot located at Riddell Street, Molong. Tenderers are to state when delivery of the machine can be undertaken, this date is to be calculated from the notification of acceptance of the tender. Advance notice of delivery is to be at least five (5) working days.
8 CONTRACT COMMENCEMENT DATE
The commencement of the Contract is nominated as the date of dispatch of the letter of acceptance of quotation to the successful Contractor. There shall be no Contract prior to the issue of a letter of acceptance and a Purchase Order number.
9 ADDITIONAL WORK AT TENDERERS COST
The cost of any additional work deemed necessary to comply with the requirements of the New South Wales Roads and Maritime Services or the Work, Health & Safety Act, or any other statutory requirement at the time of delivery, shall be borne by the tenderer.
10 ILLUSTRATION AND TECHNICAL DATA
All documents are to be accompanied with manufacturer’s specifications and illustrated brochures sufficient to allow proper appraisal of the performance capabilities of the units supplied.
11 WARRANTY AND SERVICING
Tenderers are to state manufacturer’s warranty period and conditions including details of Warranty servicing.
Any items not covered under the name brand of the machine, eg, engines, transmissions, body etc, shall be included stating period and conditions. If this is not done it will be assumed that the warranty shown is covered for the whole of the machine under the named brand of the machine. Any additional warranty available and pricing advantageous to Council should be included.
Tenderers are to provide a resume of service facilities or dealers for warranty and servicing issues available to the machine offered. If no service facilities are within the region, state how many service vehicles and service personal are available for warranty issues and emergency break down situations.
12 LIST OF OWNERS
Tenders are to include a list of current users in the Local Government sector, of the same model/type of machine specified in the submission, with names and contact details for reference. © IPWEA 2004 AUS-SPEC-3\NSW-COT 3

13 WORK, HEALTH & SAFETY
Tenderers should be aware of their responsibilities and obligations referring to the Work, Health & Safety Act– Duties of designers, manufacturers, importers and suppliers of plant – Chapter 4 Part 4.1, 59, Noise. dBA rating to be displayed internally and externally.
Council requires tenderers to supply a full risk assessment of the plant item offered, with all necessary documentation included in a successful tender submission.
Tenderers are advised that Council representatives will undertake their own risk assessment of the plant item on delivery. This is done by using Plant Assessor by Online Safety Systems. Any items or necessary work required will be the responsibility of the tenderers.
14 ASSESSMENT OF QUOTATION
Submissions lodged will be evaluated on the following criteria based on the IPWEA Tender Assessment “Best Value” Model:

15 TRAINING
The tenderer is required to provide training for the operators/maintenance staff by a certified training officer and shall incorporate the following:
Routine daily maintenance checks including fluid levels, lubrication points, grease points, and start up procedures. Use of the plant item in various operating conditions. Vehicle specific workplace safety aspects. Work Health and Safety requirements for the operator. Any requirement to operate machine in the correct manner.
Training will be for up to four (4) operators, documentation of the training and signing off by the operator must be carried out.
16 MANUALS AND SPARE PARTS
The following items are to be supplied with the machine upon delivery:

17 COMPLETION OF DOCUMENTS
Completion of all the information assists in the assessment of the various offers. Failure to complete documentation could result in disqualification from the assessment process. The NON-COMPLIANCE FORM, (Page 13) must be completed if the unit does not comply with any part of the quotation.
If the offer is successful any non-compliance items that are not listed will be supplied and fitted at the expense of the tenderer.
18 BUILT DATE OF UNIT
The Truck compliance plate date (built date) is to be nominated.
Council will only consider 2015 year model vehicles only. (Depended on delivery date.) The Australia design rule regarding emissions must be nominated.

TENDER SUBMISSION INFORMATION
20 TENDER VALIDITY PERIOD
Tenders shall be valid for a period of 60 days from the submission closing date. In the event of the withdrawal of the Tender prior to the expiration of this period, the Contractor shall be liable for all costs, losses or damages suffered by the Principal by reason of that withdrawal.
21 TENDER LODGEMENT REQUIREMENTS
Tenders shall be submitted on the forms provided by the Principal in the Submission Documents, and are to be lodged on Tenderlink Tender: Contract No.714027 Supply and Delivery of Three Tipping Trucks.

22 COST OF TENDER All costs associated with Tender preparation and submission shall be borne by the Contractor.

23 SPECIFICATIONS
GENERAL DESCRIPTION
Powered by Diesel engine not less than 465hp (346kW) GCM not less than 50,000 kg. 18,000kg capacity rear axles. Air-conditioned / heated day cabin. Fuel capacity of 300lts.
1. ENGINE

INTAKE SYSTEM Adequate air intake. Two stage dry filtration system. Automatic dust extraction system Restriction indicator
FUEL SYSTEM Tank capacity of no less than 300 litres. Racor style filter/water separator system. Lockable fuel cap Fuel tank mounted in a high position to reduce damage. Tank inlet shall be fitted with a larger diameter lockable fuel cap complete with chain “DIESEL FUEL ONLY” label shall be fitted to the fuel tank inlet.
LUBRICATION SYSTEM Full flow disposable spin on style filters. Good accessibility for service. Easily accessible drain points.
EXHAUST SYSTEM Must comply with all relevant Australian Design Rules. Vertical muffler and stack with exhaust shield.

3. FINAL DRIVE
Minimum 18,000kg capacity axles. Power divider and cross lock (driver operated)
4. SUSPENSION
Front axle shall have a minimum rating of 6,500kg. Front springs shall be heavy duty for minimum payload of 6,500kg Heavy- duty shock absorbers with sufficient travel to exceed the total deflection of the suspension. Air bag style rear suspension with cabin mounted ride height control.
5. TYRES/WHEELS
11R 22.5 tubeless radial highway pattern tyres shall be provided on the steer axle, lug or off road pattern tyres shall be provided on the drive axles tyres Spare wheel with tyre to be provided
6. BRAKES
Service braking system to be dual circuit full air type that complies with ADR35/03. All round disc brakes.(Desirable) Anti lock breaking system (ABS) Park brake to be spring applied air release and provide fail safe emergency braking. Automatic slack adjusters shall be fitted to all brake stations. (if applicable) A trailer brake system shall be fitted, to ADR38-04 requirements Compression breaking
7. STEERING
Recirculating power assisted steering Adjustable steering wheel height and collum angle (Desirable) Preference may be given based on dimension of turning circle
8. ELECTRICAL SYSTEM

9. TOWING AND RECOVERY
Dual A trailer coupling shall be fitted to the rear of the vehicle and shall have a rating capacity visible. Ring feeder approx 50mm Hydraulic couplings for trailer connections shall be provided and shall be self sealing. The vehicle shall be fitted with Duomatic air line couplings All trailer brake equipment with hand and foot controls shall be provided. These controls are not to interfere with the entry, departure or seating of any passenger or driver Attachment points for safety chains shall be provided and suitably rated. A suitable rubber protection flap shall be fitted over the trailer coupling, air and electrical connections.
10. OPERATOR’S STATION/CABIN:
Day cab of rugged steel construction isolated from the chassis so not to distort or crack Cab bonnet that will allow access to the engine for ease of maintenance Integrated air-conditioning and heating. Radio/CD (minimum) to be provided. 40 Channel UHF radio to be provided. Adjustable driver’s bucket seat Seat belts to be fitted for all seats. The belt on the drivers seat will not impede the suspension movement of the seat Driver airbag Passenger 2 seat capacity Grab handles to maintain three points of contact. Bug deflector to be fitted to bonnet, (to be of transparent material to meet RMS spec’s) Spray deflectors to be fitted to mudguards. Dual stainless steel primary mirrors, heated, with convex auxiliary mirrors mounted below primary mirrors. (Heated). Sun visor to driver’s side.
11. SAFETY EQUIPMENT:
Dual rotating amber beacons must be visible forward and rear. Reversing alarm automatically activated when reverse gear is selected. All windows to be of tinted glass except rear glass. Adequate steps and non-slip surfaces for access on and around cab and chassis.
12. WORK EQUIPMENT
Tail gate must clear “A” frame of trailer when opened in a normal operating position and with the hoist fully extended

Sides, floors, tailgate and headboard shall be constructed from Bisalloy, with a minimum of 6mm in thickness. The head board shall be designed to provide cabin protection The tail gate shall be a two way in operation. It shall be fitted with heavy duty hinges and able to be pinned back against body when opened. A fully integrated Hydraulic system controlled from the cabin shall be fitted for the operation of the tipper body. Four tail gate latches to be fitted, the latches shall be air operated from the cabin A suitably rated safety prop that can be deployed from outside the line of the body shall be fitted to support the raised unladen tipper body. Steps shall be fitted to enable access to the rear of the body. Handrails or grab handles shall be fitted which ensures three points of contact is provided at all times. An electronically operated heavy duty retractable load cover tarp, hood type with mechanical backup shall be fitted to the body
13. PROVISION OF ADDITIONAL ITEMS:
Locked tool box to carry daily service tools Operator instruction manuals (3 copies) Workshop service manuals Parts books Tool kit (operator maintenance in field.) All signage, warning of potential hazards and dangers. A plant assessor certificate to be supplied prior to delivery.
14. TRAINING
Upon delivery, operator training is to be provided in: Operation Maintenance Training shall be provided for maintenance staff in: Structure and function Testing and diagnosis Repair and maintenance
15. OTHER REQUIREMENTS
The machine will be registered for use on NSW roads. The machine will be inspected for acceptance prior to delivery. The machine shall be delivered to Councils Molong depot For any variation from these specifications to be considered they must be submitted in writing with the tender. A list of spare part prices is to be provided on the attached sheet. A list of available service exchange parts is to be provided. Full details of any warranties offered are to be provided. Preference may be given if warranty is offered on a kilometre basis with out a time restriction.
