A. Background

1. The MOPH is currently in the process of implementing SEHAT (System enhancement for health action in transition) project funded by IDA and ARTF which aimed to further expanding and strengthening basic and hospital services. The SEHAT project have the following components: (i) Sustaining and improving BPHS and EPHS services which include contracting-out with national and international NGOs through SEHATs in particular provinces, supporting 3 provinces through Ministry of Public Health Strengthening Mechanism (MOPH- SM); modest expansion of sub-centres, and training of additional community mid-wives and possibly community nurses; (ii) Building the stewardship capacity of MOPH and system development (iii) Strengthening program management.

SCOPE OF WORK

The Grant Management Specialist will be a member of the Grant & Services Contract Management Unit (GCMU), with a special focus on the grant and contract management activities related to the BPHS delivery and EPHS in particular provinces. He / She reports to the concerned Team Leader in GCMU and will be responsible for the following tasks:

 Maintain administrative process to ensure that all the procedures and documentation relating to the PPA and other contracts under SEHAT project in particular provinces are effectively managed  Manage all stages of the procurement process of contracts for BPHS and EPHS delivery including development and finalization of request for expression of interests

1 (REOI), request for proposal, proposal evaluation, contract negotiation awarding of contract and performance monitoring of related provinces  Ensure proper filing of all grant related documents  Follow national program guideline in connection with implementation of vertical programs and their relation with contracting out  Review Technical Quarterly Reports of particular provinces submitting by implementing partners and provide necessary feedback  Provide technical assistance to NGOs in particular provinces to improve their capacity to provide quality health services,  Follow up NGOs payments and financial issues with Development Budget Department (DBD) of MoPH and ensure that payments are made as scheduled in the contracts  Recommends remedial actions in compliance to the signed contracts / grants agreement against NGOs found not be performing well or breeching MoPH policies  Act as the focal point for BPHS and EPHS implementation in particular provinces with special emphasis on contracting matters  Help other MoPH staff in how to effectively work with NGOs and donors while ensuring that contractual obligations of all parties are met  Assist MoPH and Provincial Public Health Department (PHD) staff in carrying out systematic and supportive supervision of health service delivery  To undertake at least one field missions per quarter to related provinces  Prepare GCMU quarterly and annually performances reports related to the delivery of BPHS in the related provinces,  Arrange GCMU coordination meeting with the related partners  Regular travel (around 10 days per quarter) either with other technical departments including Monitoring and Evaluation Directorate or independently to ensure that all delivery or performance obligations are met.  Any other related tasks assigned by supervisor.

JOB REQUIREMENTS/SPECIFICATIONS:

 To be medical doctor  To have at least 5 years’ experience in health management with NGOs or UN agencies or MoPH;  To have knowledge and experience in BPHS-EPHS implementation  Have an excellent knowledge of English (Written, spoken and understanding  Have a good computer and internet knowledge  Good communication skills to work and deal with MOPH, NGOs, UN and other related people.  To be able to travel to all parts of Afghanistan

 To be an Afghan National 2 Key deliverables: The employee shall deliver the followings during the course of this contract:

 Timely accomplishment of the following key procurement steps for the assigned service consultancy :

o Develop ToR(in consultation with the relevant technical departments) and REOI

o Prepare EOI evaluation/shortlisting reports

o Develop request for proposals(RFP)

o Prepare of technical evaluation report (TER) and combined evaluation report (CER)

o Lead contract negotiation sessions

o Develop draft contract

 Conducted at least one quarterly field visit of BPHS/ EPHS (headquarter and provincial offices of NGOs and HFs) and other related projects (if required), prepared and shared the mission reports with his/her supervisor, Head of GCMU and related parties.

 Participated in review of technical quarterly reports submitted by NGOs

 Ensured payments of NGOs are made on timely basis
