JOB OVERVIEW To monitor, plan and organize the delivery of property management services and program requirements by an Outsourced Service Provider. ACCOUNTABILITIES Required:  Manages the financial, human and contracted resources effectively and economically in accordance with ministry and government requirements.  Supervises staff including assignment of work, development and evaluation of performance plans, approval of leave, response to grievances and initiation of discipline processes.  Contributes to the development and implementation of operational plans consistent with organizational objectives.  Ensures performance standards and service levels are maintained by the Outsourced Service Provider and other teams. Monitors established key performance indicators.  Conducts ongoing communications and negotiations with stakeholders to ensure an understanding of client programs and issue resolution.  Monitors performance and authorizes payment.

Career Group: Leadership and Supervisory Management Job Family: Band 2 Job Stream: Role: Contract Performance Manager Revised Date: June 2017  Provides direction to staff to ensure that contractors meet agreed upon terms and conditions; works directly with Outsourced Service Provider to resolve service, quality assurance and related performance issues.  Resolves critical and contentious service delivery and contract management issues that may impact service performance by building relationships and working closely with internal and external stakeholders.  Working independently and in conjunction with other key stakeholders, undertakes analysis and ensures that controls are in place to effectively manage financial and business risks. JOB REQUIREMENTS  Post-secondary education or training in a related discipline (e.g. contract management, financial management, stakeholder relations, public and/or business administration).  3 year’s related experience (e.g. contract management, financial management, stakeholder relations, public and/or business administration). Preference maybe given to applicants with 5 or more years’ experience.  Minimum 1 year experience monitoring the provision of outsourced service providers, including contract performance evaluation.  Experience in the supervision of multi-disciplinary staff.  Experience in financial reporting and analysis.  Experience leading and facilitating teams, and monitoring and reporting outcomes.  Experience developing and maintaining working relationships and resolving problems with stakeholders.  Experience developing, implementing and monitoring quality improvement frameworks and initiatives.  Valid B.C. driver’s license.  Travel is a requirement.  Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry.

It requires an awareness of business issues, processes and outcomes as they impact the client's and the organization's business needs.  Innovation – indicates an effort to improve performance by doing or promoting new things, such as introducing a previously unknown or untried solution or procedure to the specific area or organization.  Flexibility – is the ability and willingness to adapt to and work effectively within a variety of diverse situations, and with diverse individuals or groups. Flexibility entails understanding and appreciating different and opposing perspectives on an issue, adapting one's approach as situations change and accepting changes within one's own job or organization.  Building Partnerships with Stakeholders – is the ability to build long-term or ongoing relationships with stakeholders. This type of relationship is often quite deliberate and is typically focused on the way the relationship is conducted. Implicit in this competency is demonstrating a respect for and stating positive expectations of the stakeholder.  Engaging External Partners – identifies and involves external stakeholders in order to foster long term partnerships.  Conflict Management – is the ability to develop working relationships that facilitate the prevention and/or resolution of conflicts with organizations.
