PREFACE This document provides technical instructions for building files that can be submitted through the Education Data Exchange Network (EDEN). This document is used in coordination with the EDFacts Workbook, EDFacts Business Rules Guides and the EDEN Submission System User Guide.
EDEN is a centralized, coordinated repository of state reported, K through 12, educational data residing at the U.S. Department of Education. The EDEN Submission System is an electronic system that facilitates the efficient and timely transmission of data from SEAs to the U.S. Department of Education.

1.0 PURPOSE
This document contains instructions for building fixed and delimited files to submit EDFacts Data Group: Academic Achievement in Science Table, DG585. The definition for this data group is in the row “Table Name” in Table 4.2-1.
The data collected using this file specification are used to monitor and report performance on programs and activities supported by the Elementary and Secondary Education Act, as amended. These data will be used as responses in the Consolidated State Performance Report (CSPR).
A separate document contains the XML file formats. General guidance for constructing all file types may be found in the EDFacts Workbook. 1.1 Changes from the SY 2008-09 File Specifications
Other than the editorial changes listed in the document history on page ii, there have been no other changes to this file specification. 1.2 Requirements for Submitting this Data Group
This section contains two tables that summarize the reporting requirements. The first table contains the reporting period, the education units included or excluded, the type of count, and zero count reporting. The second table contains the required categories and applicable totals.

2.0 GUIDANCE FOR SUBMITTING THIS FILE
This file specification is used to collect the results of state assessments for all students who received a valid score and were assigned a proficiency level in science that were administered during the testing window.
The guidance below is in question and answer format. The initial questions cover the scope of the data included in the file. After the initial questions, the questions are arranged by the categories used in the file.
Which students should be reported in this file? Include all students who received a valid score and were assigned a proficiency level. This includes students who participated in regular assessments with or without accommodations; or alternate assessments including those based on grade level, modified, and alternate academic standards. Both students who were there for a full academic year and those not there for full academic year are also included in this file.
Are all students reported in all category sets? No. All students should be reported in category set A (by racial ethnic) and B (by sex (membership)) and in the subtotal. For the other category sets, only include the students that meet the category being collected. For example, category set C collects information on children with disabilities (IDEA). Do not include students who do not meet that definition in category set C.
Do any other file specifications collect related data? Yes. The matrix below illustrates the relationship between the data on the assessments and EDFacts data groups and files. This file collects data on Academic Achievement in science.

In addition, for Section 618 of the Individual with Disabilities Education Act (IDEA), EDFacts collects additional data on children with disabilities (IDEA). The table below describes the relationship between this file and the files that collect related data for Section 618 of IDEA.

Note that SY 2009-10 assessment data are reported at different times. Science assessment data for all students, including students with disabilities (IDEA), are submitted in December 2010 for the CSPR. The reporting of science assessment data under IDEA are optional, but if reported, must be submitted by February 1, 2011. If your state’s science assessment submissions for students with disabilities (IDEA) differ, be prepared to substantiate the differences. This may require the resubmission of data for students with disabilities (IDEA) during the CSPR Part I correction period in February 2011. 2.1 Grade level
What grade levels should be reported? Records for the LEAs and schools need only include those grade levels offered at the LEA or school. For example, if the highest grade at a school is 6th, the record for that school does not need to include grades 7th through 12th. Records should only include the grades assessed; that is, one grade in each of the following grade spans: Grades 3 through 5 Grades 6 through 8 High school (which can include grades 9, 10, 11, 12) If your state administers science assessments in more than one grade in any of these grade spans, report the results for all the grades in which the state administers science assessments to meet science assessment requirements.
Why do the permitted values include both grades 9 through 12 as well as a value for “High School?” The permitted values are provided so SEAs have more flexibility. For high school grades, assessment results can be reported by specific grade levels or by using the permitted value for high school. Data reported by specific grade levels (9, 10, 11, and 12) and high school will be used for reporting results of statewide assessments in high school.
How are assessment of students in grade 9 reported? ESEA, as amended, requires assessments in grades 3 through 8 and high school. In ESEA, high school is explained as grades 10, 11, and 12. Students who took assessments in grade 9 should be reported either under grade 9 or as high school. 2.2 Performance level
What performance levels should be reported? The performance levels used must be the same as the performance levels reported to ED in the crosswalk of state performance levels to federal proficiency. If you need to verify what performance levels were reported to ED in the crosswalk, contact the Partner Support Center.
States will annually provide information about the name and number of performance levels and level of proficiency by assessment administered through EMAPS.

Level 1 must be the lowest level of performance. Use the other numbers (i.e., 2, 3, 4, 5, and 6) sequentially. Use only the numbers needed. For example, if a state has 4 performance levels, the state will use numbers 1, 2, 3, and 4. Number 1 will be the lowest level of performance and number 4 will be the highest level.
How do I get rid of the error: “Student Performance Level Numbers are not contiguous”? This error message indicates that the file includes educational units that have some performance level counts, (L1, L2, L3…etc.) but not all. EDFacts expects that for each category included in the file, the list of performance levels will be contiguous, beginning with L1. Typically, this error message occurs when counts of zero are left out of the file. SEA submitters should make sure that each reported category has all levels used by the state represented, regardless of the total, to prevent this error from occurring.
For example, the state has 4 performance levels. A school in that state had no economically disadvantaged students scoring at levels 1, 2 and 4. The 55 economically disadvantaged students scored at level 3.
If the records are submitted as follows, the file will receive an error because levels 1 and 2 are missing.

Are students who were not present for the full academic year included? Yes. Include both students who were present for the full academic year and those who were not present for the full academic year in this file. These data are used by a variety of sources, many of which do not differentiate on full year academic status. 2.4 Major racial and ethnic groups

Which permitted values should be used? States should use whichever permitted values best align with the major racial ethnic subgroups used to determine adequate yearly progress (AYP) as outlined in their State Accountability Plan. 2.5 Sex (Membership)

How are student counts reported by disability status (only)? Report students who meet the definition of children with disabilities (IDEA) in section 4.2 of the EDFacts Workbook.
Do not include former children with disabilities (IDEA) in this category. Do not include children with disabilities (IDEA) who were parentally-placed in private schools. 2.7 LEP Status (Only)
How are student counts by LEP status (only) reported? Include students who meet the definition of limited English proficient (LEP) students in section 4.3 of the EDFacts Workbook. Include recently arrived students who are LEP and who have attended schools in the U.S. less than 12 months.
Do not include former LEP students in this category. 2.8 Economically disadvantaged status
There are no questions and answers specifically related to the category “economically disadvantaged status.” 2.9 Migrant status
How are student counts reported by migrant status? Include students who meet the definition of eligible migrant students in section 4.4.1 of the EDFacts Workbook.
Do not include in this category students who are not eligible migrant children but participate in the Migrant Education Program under other provisions.

2.10 Homeless served status
Are data on homeless served status (category set G) required? No. Data on science by homeless served status are optional for SY 2009-10.
How are student counts reported by homeless served status? Include students who received services under programs funded by the McKinney-Vento Program. Students receive services under that program because they have been identified as homeless.
Does homeless served status include all homeless students? No. Report only homeless children and youths who received services under subgrants funded by the McKinney-Vento Program.

3.0 FILE NAMING CONVENTION
Being able to readily identify any particular file transmission is an important consideration for users of the EDEN Data Submission System. Being able to identify a particular file can greatly facilitate any technical assistance that may be requested by the state. A maximum of 25 characters (including the file extension) is allowed for the file name. The following is the naming convention for Academic Achievement in Science file submissions: sslevSTUPERSCIvvvvvvv.ext
Where: ss = Two-character USPS State Abbreviation for the submitting SEA. lev = Three-character abbreviation for the level submitted. Use: SEA for a State Education Agency Academic Achievement in Science submission LEA for a Local Education Agency Academic Achievement in Science submission SCH for a School Academic Achievement in Science submission Filename = STUPERSCI (no more than nine characters). vvvvvvv = Up to seven-character alphanumeric string designated by the SEA to uniquely identify the individual submission. (e.g., ver0001, v010803). .ext = Three-character file extension identifying the file format as follows: .txt = fixed format .csv = comma-delimited format .tab = tab-delimited format 3.1 Population Status

4.0 SEA ACADEMIC ACHIEVEMENT IN SCIENCE FILE
This section describes the fixed file and delimited file specifications used to transmit information pertaining to the SEA Academic Achievement in Science File. The file type is specified in the header record. 4.1 Header Record Definition
The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.
Section 4.3 contains examples of the header record.

Data Records are required and immediately follow the header record in every file submitted to the EDEN Submission System. Data Records provide counts for the specified categories as well as subtotals and education unit totals.

5.0 LEA ACADEMIC ACHIEVEMENT IN SCIENCE FILE
This section describes the fixed file and delimited file specifications used to transmit information pertaining to the LEA Academic Achievement in Science File. The file type is specified in the header record. 5.1 Header Record Definition
The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.

6.0 SCHOOL ACADEMIC ACHIEVEMENT IN SCIENCE FILE
This section describes the fixed file and delimited file specifications used to transmit information pertaining to the School Academic Achievement in Science File type. The file type is specified in the header record. 6.1 Header Record Definition
The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.
