JOB ADVERTISEMENT FOR A PROGRAMME MANAGER (GOVERNANCE AND GENDER RIGHTS PROGRAMME) Background:
The Evangelical Lutheran Church in Tanzania (ELCT) has a Common Works office based in Arusha, northern Tanzania. This office among others, coordinates joint works of the Church working closely with the ELCT Dioceses, Government, NGOs and other local and international partners.
Job Advertisement:
ELCT-Common work seeks a Programme Manager for its Danida-supported Governance and Gender Rights Programme. This is a four year programme (2014 – 2017) and is implemented in collaboration with three ELCT Dioceses of East of Lake Victoria (ELVD), South East of Lake Victoria (SELVD) and Diocese in Mara Region. The Programme’s aims are to sensitize the population and the local government in selected areas about governance and gender rights, and also to boost the livelihood by the formations of Village Savings and Loans Associations. This programme needs to start as soon as possible
The Programme Manager will work from ELVD’s office in Mwanza and report to Advocacy coordinator, ELCT- Common Works.
Basic Requirements for Programme Manager:
The following are the basic requirements:
- Degree/MA at least in development studies or similar education
- More than 5 years experience with development and advocacy work, preferably in Faith Based Organizations (FBOs), at best international NGOs with documented experience of key methodologies such as VSLA and community mobilisation with PIMA cards.
- Experience with local-level advocacy work via church networks, at best ELCT Dioceses, will be an advantage
Job Descriptions for Programme Manager:
1. In collaboration with the ELCT-CW, PIC and three dioceses (ELVD, SELVD and Mara) the program manager will be responsible in developing the action plans, budgets for the program.
2. Providing on-going direct supervision, including assisting the three dioceses in development of individual action plans for Advocacy desk staff, and ensuring best practice standards are met.
3. Participate on the implementation of planned program activities include capacity building in VSLA, IGA, PPP and advocacy in SELVD, ELVD and Mara dioceses and ensure action plans and budget are followed consequently.
4. Ensure timely submission of all program reports, success stories and photos to ELCT-CW, Program Implementation committee (PIC) and other relevant stakeholders, ensure proper archival of program information. 5. Conduct regular meetings with ELCT-CW, advocacy desk staff (ELVD, SELVD and Mara dioceses) and community members to assess progress towards objectives, discuss issues and assist in finding solutions to challenges identified including coming up or rather suggested by participants during the training sessions and community meetings/ awareness sessions.
6. Consults with the ELCT-CW, ELVD, SELVD and Mara dioceses for organizational oversight and logistic support of program related activities.
7. Contribute to the improvement of program quality and delivery; collect and analyze data for monitoring of the program, problem analysis, planning, advocacy and evaluation of program outcomes and impacts in close cooperation of SELVD, ELVD, Mara dioceses and ELCT-CW.
8. Lead the development of strategic partnership and coordination with relevant local government and non- governmental institutions especially district and regional authorities, available NGO’s, FBO and other relevant stakeholders.
9. Participate in other networks in districts and regional levels to strengthening advocacy work.
10. Responding to various calls of proposals to sustain resources for the program activities
11. Participate in any other activities, which may be required to be undertaken to fulfil the objectives of the organization.
Contract Period:
Programme Manager will have 2 years contract with possible renewal of two years more
