North Coventry Township Board of Supervisors

Minutes of the Meeting February 9, 2015

The meeting of the North Coventry Township Board of Supervisors was called to order at 7:00 pm, February 9, 2015 at the Township Building, 845 South Hanover Street, Pottstown. Present were, Chairman Jim Marks, Supervisors Harvey Greenawalt, Rebekah Elliott and Rick Scheler; and Kevin Hennessey, Township Manager and Solicitor Lawrence Sager.

Chairman Marks asked if there were any corrections to the February 5, 2015 meeting minutes and there were none. The Chairman explained that the January 29, 2015 Board of Supervisor Meeting had been postponed until Thursday, February 5, 2015, due to the snowstorm. Supervisor Greenawalt moved to approve the February 5, 2015 meeting minutes and the motion was seconded by Supervisor Elliott and unanimously carried. There were no comments.

Chairman Marks asked if there were any questions from the board or the audience on the bills to be paid totaling $76,439.12 or on the list of paid bills and payroll in the amount of $112,812.06. Supervisor Elliott moved to approve payment of the bills totaling $76,439.12 and acknowledge the other paid bills and payroll in the amount of $112,812.06 and the motion was seconded by Supervisor Greenawalt and unanimously carried. There were no comments.

Developer Bills  There were no comments.

Subdivision, Land Development and Conditional Use  The Chairman said there was nothing to discuss at this time.

Park Master Plan to Qualify for DCNR Funding at Hanover Meadows Park  Chairman Marks said that the Township Manager apologizes for this request for such quick action on this; however, in working with Justin Keller, the newly created Regional Parks Coordinator, the Township Manager made Mr. Keller aware of our moving forward on a coordinated front with the Township Road Garage at Hanover Meadows and the development of the site as a park. The Chairman further explained that in January, the Township Manager was made aware of the necessity to have a Master Plan in place prior to the spring submission to DCNR and an email from Mr. Keller is in your packet for your review on this. Township Manager Hennessey gave a brief explanation of the need to proceed with a Park Master Plan in order to qualify for the DCNR funding at Hanover Meadows Park. Supervisor Greenawalt made a motion to move forward with the proposal from LTL to prepare a Master Site Development Plan for Hanover Meadows, and also apply for a grant to pay for the work through the Pottstown Health & Wellness Foundation. The motion was seconded by Supervisor Elliott and it unanimously carried. There were no other comments.

1 BOS 2-9-2015 Coventry Woods Festival May 17, 2015 Sponsorship Letter  Chairman Marks said that each year the Board has been requested to sign and authorize a sponsorship letter for the annual Coventry Woods Festival and that a copy of the 2015 letter is in your packets. Supervisor Scheler made a motion to authorize the signing of the Sponsorship Letter for 2015. The motion was seconded by Supervisor Greenawalt and unanimously carried. There were no other comments.

Administration Department Head Reports  Chairman Marks asked that the Department Heads put their monthly reports into a PDF format before emailing them out.

Action Item List  It was reported that regarding #2, the River Road Erosion, that an email came from the Army Corp of Engineers stating that the law changed allowing funding up to 5 million instead of 1.5 million. The Army Corp will re-work the figures and get back to us.  The Township Manager said that #4, the Diltz buyout occurred in December and that the asbestos will be removed on Thursday, February 12th and the demolition will happen later this month.

Checklist  Township Manager Hennessey said he had nothing for the checklist.  Supervisors Elliott and Scheler both said they had nothing for the checklist.  Chairman Marks said that Matt Galamba informed him that there is a course being held at the Pottstown Middle School on Saturday, February 28th including one on “Elected Officials Seminar in Emergency Management at 1 pm in the afternoon.  Supervisor Greenawalt said that Jones Road is really getting bad and he asked if the Roadmaster could contact Mrs. Smogoyi.  Solicitor Sager said that the C-4 Zoning Amendment went to the County Planning Commission for review and that the township can advertise after the county sends back their letter.

Public Comment  Mark Flynn said that there are numerous street lights out and he offered to go around to check all the township street lights, put a list together and present it to the Board.

With no further business before the Board, the meeting recessed at 7:25 pm before an Executive Session on Police Negotiations/Arbitration.
