MEETING MINUTES

March 12, 2014

Orwigsburg Borough Council met on Wednesday, March 12, 2014 in Council Chambers. President Buddy Touchinsky called the meeting to order at 7:30 pm, and the Pledge of Allegiance was recited.

Attending were: President Buddy Touchinsky; Vice President Susan L. Murphy; Councilors: Edward C. Mady; Darle W. Cresswell; Angela Hoptak-Solga; Paul J. Bedway; David J. Rubright; Mayor Barry J. Berger; Solicitor Frank Tamulonis; Borough Manager Michael P. Lonergan and Borough Secretary Sherry M. Edwards.

Visitors were: Two students from South Vo-Tech, Colleen Hoptak of South Schuylkill News; Amy Marciano of Republican Harold, Josh Shamonsky of Shakeys Gun Shop,

The minutes of the February 5th and February 12th meetings were accepted as presented on a motion made by Sue Murphy second by Paul Bedway. Unanimous.

The January2014 Treasurer’s Report was approved as presented on a motion made by Darle Cresswell, second by Ed Mady. Angie Solga abstained. Motion carried.

The Tax Collector’s report was approved as presented on a motion made by sue Murphy second by Dave Rubright. Angie Solga abstained. Motion carried.

Real Estate $ 20,785.86 Per Capita $ 3,314.40 Occupation $ 832.84

A motion to exonerate the Tax Collector from collecting Occupation Tax on Tax Exoneration List #2 was made by Ed Mady, second by Sue Murphy. Unanimous. Orwigsburg Borough Council March 12, 2014/Page 2

Building Permits for February 2014 - 0 New Permits issued; 3 Renovation Permits issued at $46,000.00 total value.

Visitors –

Josh Shamonsky owner of Shakey’s Gun Shop addressed Council on the increasing sales of fire arms to Borough residents. He is concerned with the lack of local facilities to teach gun safety and is in requesting the use of the range for gun use and safety classes.

Council will look into liability and insurance concerns and discuss the request at the April 2, 2014 meeting.

Two students were present from South Vo-Tech School as a class requirement.

New Business

President Touchinsky noted that Borough Council will hold a special meeting on Wednesday, March 19, 2014 at 7:00pm in the first floor conference room to discuss long range planning.

Councilor Murphy noted the next COG meeting will be March 20, 2014 at 7:00 at Borough Hall in Council Chambers.

A motion to adopt Resolution 2014-11 hiring Jake Brensinger as a part-time Borough worker was made by Sue Murphy, second by Darle Cresswell. Unanimous.

Fire Chief Dave Hardinger submitted the following report:

Police

A motion to accept the proposal of Dell Marketing, L.P for an upgraded server for the Police Department was made by Paul Bedway, second by Ed Mady. Unanimous.

A motion to accept the proposal of Schuylkill County Municipal Authority to provide supplemental operation and maintenance services for the water and wastewater systems was made by Dave Rubright, second by Darle Cresswell. Paul Bedway abstained. Motion carried.

Sewer and Solid Waste - None

Streets & Lights

Ed Mady thanked Bartush Signs and Heim Construction for their assistance with our snow removal efforts.

Building and Recreation

A motion to accept the proposal of Stratix Systems to upgrade computers and servers in the Borough Office was made by Angie Hoptak-Solga, second by Paul Bedway. Unanimous.

Correspondence – None

Bills

A motion to approve and ratify accounts payable for General, Water, Sewer, Sanitation, and Capital Improvement accounts was made by Ed Mady, second by Sue Murphy. Unanimous.

Mayor Berger noted Schuylkill County is having a Drug Take Back Program on April 26th from 10am to 2pm. Orwigsburg Police Station will be one of the drop off locations.

There being no further business the meeting adjourned at 7:41pm.
