On April 26, 2017, at the Oxford Township Building, 780 Hanover Street, New Oxford, PA 17350, the Board of Supervisor's meeting was called to order by Chairman Mario Iocco at 10:00am with the Pledge of Allegiance to the American Flag. The Quorum consists of Supervisors Mario Iocco, Jim Lafferty and Harry McKean. Sitting with the Board of Supervisors were Zoning and Code Officer Dean Hempfing (arrived 10:05am), Roadmaster Rick Groft and Treasurer Deb Greenholt.

Motion on previous meeting minutes: Lafferty second by McKean motioned to approve the April 12th and April 18, 2017 meeting minutes as written. 3 Aye Votes

Public Comment: Dorothy Stambaugh lives at the corner of Brickyard Road and Carlisle Pike. Stambaugh had previously spoken to Hempfing about the ponding of water on The Brethren Home corner of her property. Hempfing told Stambaugh; he spoke to Jay Rohrbach three times. Rohrbach said he would correct it. The Brethren Home fence is 3-4’ feet from Stambaugh’s property line. The water comes under the fence and into her backyard; its a12’ foot by14’foot ponding area. Stambaugh is concerned it will harbor mosquitoes. Stambaugh wants to know why The Brethren Home isn’t made to correct this ponding. Stambaugh also wanted to know who is responsible for keeping the gutter mowed along the Carlisle Pike; everything is mowed but this gutter. McKean questioned if this is in the PennDOT right-a-way and offered to take a look at the gutter to see if anything can be done. Hempfing reported he was there a bunch of times but there was no water standing when he visited. Stambaugh gave Hempfing permission to go on her property to check out the standing water. Hempfing will get back to Stambaugh on both issues.

Sealed Bids for# 1 - Bituminous Seal Coat and Slurry and #2 – Type A Micro-Surfacing Double Application: McKean second by Lafferty motion to open all sealed bids together. There were 3 bid proposals submitted.

Wendy Lehr was present from Stewart and Tate, Inc. ; informed they have done work for Lancaster County and Cumberland Township. Groft reported Asphalt Maintenance Solutions (AMS), LLC has done satisfactory work in the Township. Iocco asked Lehr to provide the Board with a list of job locations they have done. There was some discussion on the budget and totaling both bids together its $22, 060 over budget. Lafferty second by McKean motioned to table awarding the micro surfacing bid till May 10th at their 10:00am. meeting. 3 Aye Votes

Oxford Township/NOMA Fire Hydrant Maintenance Agreement: This agreement was discussed at an earlier meeting. The Board of Supervisors checked if they could get something cheaper through insurance, but they couldn’t. Iocco questioned do we keep paying to maintain the repairs or pay the cost of $7,500 a year to have NOMA maintain them. Lafferty wants NOMA aware, if they have it dug opened to evaluate the damage; they should have it fixed while opened. Everyone agreed to keep the original maintenance agreement. McKean second by Lafferty motioned to extend the original fire hydrant maintenance agreement. 3 Aye Votes Send a letter to Tom Beamer; the Board wants to extend the original Fire Hydrant Maintenance Agreement.

Larry Feeser Sewage Facilities Planning Module: The Township checked with DEP and basically NOMA cannot sign the Sewage Planning module; the Township has to sign it. It says based upon written documentation (NOMA’s letter supplied) that capacity is there now and not projected overload within five years. A motion was made at the last meeting. The Chairman will sign the plans after the meeting.

Greg Cook, Hometown Press Map & Newsletter Presentation: The last map Oxford Township and New Oxford Borough had made was in 2006; there is a lot of out dated information on it. Cook will be attending New Oxford Borough’s meeting this Monday night. Cook is here to see if the Township has any interest in updating this map; it’s usually done every 3-4 years. There is no cost to the Township at all; the printing, production, advertising and mailing is covered by the companies on the map itself. Hometown Press does all the contacting and legwork. The Township will have to provide them an engineer PDF map of Oxford Township. They do newsletters the same way; Cook suggests doing twice a year (spring/summer, fall/winter). Cook left some samples of maps and newsletters. McKean wanted to do the map with New Oxford Borough first and see what the map looks like then possibly do a newsletter later. A joint newsletter could be done with a map inside. Cook will get back to the Board on how much 2000 copies of a newsletter would cost (mailing, design and print) if not supported by local companies. Cook will let us know the outcome of the Borough’s meeting. McKean second by Lafferty motioned in favor of doing the map with New Oxford Borough. 3 Aye Votes

Jim Gordon, Morton Buildings Presentation: Gordon was not present; Iocco will contact him.

Zoning Report: Hempfing checked a couple of the complaint areas for grass cuttings; Chinkapin, Simme Valley and Irish Meadows all have a few properties. The Board directed Hempfing to start handing out tickets; it’s been two years.

Roadmaster’s Report: Line painting (rural roads): Alpha Space gave a quote same as last year’s (per feet) estimate $7,113.80. McKean second by Lafferty motioned Groft to contact Alpha Space to do our line painting at roughly $7,000 this year. 3 Aye Votes

Boss Plow and truck: Groft reported the side plates were picked up two weeks ago and the plow frame did not leave U.S. Municipal yet. Groft was directed to call them on a weekly basis and if we don’t hear something by the next meeting; John Baranski will do a follow up letter to them.

Conewago Township Street Sweeping: Conewago Township Board of Supervisors agreed to do our streets again. They will be contacting us to schedule days in a week or two.

Old GT235 Mower: Groft reported they no longer use or need the mower; it still works. Groft was directed to sit it out front with a 4 sale sign, take sealed bids and put an ad in the Merchandiser. McKean motioned to open bids at the May 15th meeting second by Lafferty. 3 Aye Votes

Board of Supervisor’s List of Outstanding Issues: Cohn Law Group: Nothing to report.

ACTPO: Iocco met with Adams County yesterday; Iocco provided them information discussed over the past six months. Adams County is going to put the information in their Rt. #94 Corridor Plan. There was discussion on the location of a traffic light along Rt. 94. This can be taken off the agenda.

Personnel Manual: This was not sent to the Insurance Co.; Iocco will work on this next.

Review Fee Schedule: Dean and Iocco will review this.

Review Active Plan List: Waiting on deeds for both plans; Cedar and Suzanne Eckert Subdivision Plan and the Larry Jr. and Audrey Feeser Subdivision Plan.

McKean reported talking to Barbara Walters about mowing the park area. McKean was told if the Township allows someone to take the crops off from mowing, with it being in Clean & Green the Township would have to pay around $200 in taxes. It cost more than $200 a year for the road crew to mow the park. McKean wants to get pricing from the local farmers to pay to take the hay off of it and use that to reimburse the Township. The Township could lease around ten acres of the land to the farmer for hay crops to be mowed twice a year. McKean thinks the Township might have to mow the front portion of the park and use as a picnic area. McKean will check into this.
