SAVE THE CHILDREN INTERNATIONAL PROGARMS ROLE PROFILE

TITLE: Roving Medical Logistics Manager TEAM/PROGRAMME: LOCATION: Roving (70%) & Juba, South Sudan (30%) GRADE: TBC CONTRACT LENGTH: 6 months CHILD SAFEGUARDING Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.

ROLE Under the direct supervision of Director of Logistics, the Roving Medical Logistics Manager will en- sure an adequate running and implementation of Development Programming and Emergency re- sponse and will advise the field sites (70%). He / She will ensure the placement of proper pharma- ceutical logistic information system in all the project areas and will also be involved in all logistic technical field of expertise (pharmaceutical quantification, consumption monitoring, order compli- ance) SCOPE OF ROLE: Reports to: Director of Logistics Dimensions: Number of direct reports: Medical logistics team, pharmacy staff

KEY ACCOUNTABILITIES  Ensure the placement of proper pharmaceutical logistic information system in all the pro- ject areas. The Med Log will also be involved in identifying capacity building needs, phar- maceutical quantification, consumption monitoring, order compliance, and strategic inform- ation.  Co-ordination of field programme medical logistics including the policies and procedures for the management of the medical supply chain, including the pipeline planning from field to Capital (Juba); store and pharmacy management,  Ensure that procedures of drug supply chain meet Save the Children and donor regula- tions  Organise the system of medication management within Save the Children health pro- grammes with support of visiting med logs and health teams. In particular: o Responsible for overseeing medical logistics in country, including international and local procurement, medical warehousing, power supply, communications and man- agement in co-ordination with the Country Logistics Team and in line with Save the Children International policies and procedures and with emphasis on traceability control. o Regular review of the supply chain strategy and resources needed to implement it o Responsible for reliable cold chain capacity to support EPI activities o Responsible for stock control (ensure monthly stock reports) and managing medical stores, ensuring security and maintenance and that medical stocks are kept in proper storage conditions o Establish and maintain an efficient logs filing system. o Participate in project planning and preparation of donor proposals and reports, anti- cipate needs for supplies and carry out procurement for projects, and keep abreast of changes in medical supply needs in close cooperation with the Health Depart- ment o To ensure the procurement and delivery of quality drugs, medical supplies and equipment to the program locations in South Sudan

o Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands. o To co-ordinate with relevant clusters, other sector actors and national/local authorit- ies as necessary.  Oversee the management of health construction activities in the field (Health) programme areas.  Oversee the management of health facilities (Electricity, Water, Sanitation, Vector control, Sterilization etc) in the field (Health) programme areas.  Review the management of structure of hospitalization units (IPD, OT, MCH, ER, LAB, Pharmacy, Kitchen, Waste zone etc) in the field (Health) programme areas.  Provide support to field management staff on areas relating to budgets, technical aspects of the programme, and implementation mechanisms as required  Provide medical logistics, storekeeper training and capacity building as required

QUALIFICATIONS AND EXPERIENCE Essential  Minimum of 3 years’ management experience, including significant field operations experience supporting emergency activities during outbreak response  Graduation degree in pharmacy/pharmaceutical Supply Chain or equivalent professional ex- perience  Robust experience of INGO emergency programme, and with experience of working within a

complex and matrix organisation structure.  An excellent understanding of medical supply chain management in complex and challenging environments.  Substantial experience in health logistics, specifically pharmaceutical logistics, including pro- curement, transportation, and warehouse stock management.  Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, best practices in emergency management.  Solid project management skills related to organisational development projects and interna- tional Ability to analyse information, evaluate options and to think and plan strategically.  Previous experience of managing and developing a large team and the ability to lead, motivate and develop others.  Excellent interpersonal, communication and presentation skills.  Fluency in written and spoken English  Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
