Most universities need at least six months to prepare a thorough application. In addition, the Higher Education Review Board needs at least two months to carefully review each application in anticipation of its annual meeting in October or November. Therefore, applications for consideration in any given year must be received by August 31 of that year. Given this information, when is your preferred date to submit an application?
