Chapter 17, Title 2 of the 1976 Code is amended by 22 adding: 23 24 “Section 21755. It is unlawful for a state agency, 25 instrumentality, or department to expend appropriated funds in 26 order to employ or contract with a lobbyist as defined in Section 27 21710(13). The provisions of this section do not include: 28 (1) appearances by the administrative head of a state agency, 29 instrumentality, or department before a public body by specific 30 request; 31 (2) authorized employees of the General Assembly, Office of 32 the Governor, the Supreme Court, the State Budget and Control 33 Board, the Commission on Higher Education, or the Department of 34 Revenue, whose duties are to assess the impact of proposals which 35 affect the administration of state government.” 36 37 SECTION 2. This act takes effect upon approval by the 38 Governor. 39 XX 40
