EXPLANATORY STATEMENT Notice of Intent to amend Caloundra City Council Planning Scheme 1996

INTRODUCTION

Sunshine Coast Council resolved on 15 November 2012 to publicly notify draft amendments to Caloundra City Council Planning Scheme 1996. In accordance with the Statutory Guideline 02/12 and the Sustainable Planning Act 2009 (SPA) public notice of the draft amendment has been given and anybody may make a written submission on the proposed changes during the notification period from Monday 29 July to Friday 6 September 2013.

DRAFT PLANNING SCHEME AMENDMENTS

The purpose and general effect of the draft amendment is to amend Caloundra City Council Planning Scheme 1996 to reflect the provisions of Temporary Local Planning Instrument No. 2 – Caloundra City Council Planning Scheme 1996 (2012).

The draft amendment will ensure that the Sunshine Coast University Hospital (public and private) will be supported by the necessary businesses, services and housing opportunities necessary for the functioning of the hospitals, employees and visitors. The proposed amendment also aligns the planning framework with the South East Queensland Regional Plan which identifies the Kawana Town Centre as a Major Regional Activity Centre.

Key amendments proposed to the Caloundra City Council Planning Scheme 1996 including Development Control Plan 1 are outlined below.

Part 1. Strategic Plan

The Strategic Plan (Business – Objective 3(a)) is proposed to be amended to ensure that the Strategic Plan is consistent with the centre hierarchy as reflected in Development Control Plan 1, which in turn is consistent with the South East Queensland Regional Plan 2009- 2031 (SEQRP) and Caloundra City Plan 2004.

Part 2. Zoning

The draft amendment proposes to change the underlying zoning from Residential ‘A” to Special Development Zone for certain areas. These areas include proposed Detailed Planning Area 11 (Birtinya) Detailed Planning Area 12 (Health Hub) Detailed Planning Area 13 (Town Centre) Detailed Planning Area 14 (Birtinya Peninsular) Detailed Planning Area 15 (Birtinya Island East) and the Transit Precinct.

Development Control Plan 1 Kawana Waters

The draft amendment proposes to amend Development Control Plan 1 to:

• Ensure consistency with the Caloundra City Plan 2004 by deleting:

. those areas from Development Control Plan 1 which are currently incorporated into Caloundra City Plan 2004 and not subject to the master planning process detailed in Development Control Plan 1; and . Detailed Planning Areas 3, 5, 6 and 8 as these Detailed Planning Areas (DPAs) are fully developed.

• Introduce five (5) new Detailed Planning Areas with the underlying zoning of Special Development. The Special Development Zone provides for greater flexibility in uses and allows for the delivery and implementation of these areas via the master planning process.

Detailed Planning Areas

Amends Section 4.10 of Development Control Plan 1 – Kawana Waters, with respect to the new Detailed Planning Areas. This section outlines the intent for each of the Detailed Planning Areas and specifies the detailed planning and design criteria.

1. Birtinya Island (Detailed Planning Area 11)

This area is considered a strategic locality due to proximity to the Town Centre, the Transit Station and the Regional Hospital.

The area north of Lake Kawana Boulevard is to provide a transition to the Town Centre Core Precinct and contain a Library/Learning Centre and Cultural Centre and the Village Park adjacent to the Birtinya Canal. This area is to be designed to form an integral extension to the adjacent Town Centre and civic realm. A mix of high density residential and non-residential land uses will be encouraged in this area.

Higher density residential land uses including multiple dwellings are to be located within a 800m radius of the Transit Station including the North Birtinya Precinct and that part of the Detailed Planning Area located north of the East West Link Road and west of the central spine.

It is proposed that the remaining area will contain a range of residential land uses and densities including small lot housing to a minimum of 180m2. Design criteria have been introduced to achieve integrated outcomes for on street car parking, landscaping, pedestrian /cycle paths and the treatment of stormwater. 2. Health Hub (Detailed Planning Area 12)

This Detailed Planning Area includes the Ancillary Hospital Precinct which caters for a wide range of land uses to support and complement the Sunshine Coast University Hospital/s. The proposed amendments include the requirement of a site for short term accommodation to be nominated through the master planning process.

3. Kawana Town Centre (Detailed Planning Area 13)

This Detailed Planning Area is intended to provide a key employment and residential area with major business, service and retail functions and contain a range of government, cultural and entertainment facilities of regional significance. The proposed amendments align the planning framework with the South East Queensland Regional Plan which identifies the Kawana Town Centre as a Major Regional Activity Centre.

The proposed amendments include design criteria to guide development of the Town Centre in relation to main street outcomes, public spaces, pedestrian/cycle permeability, building design, car parking, access and circulation.

4. Birtinya Peninsular (Detailed Planning Area 14)

The draft amendment proposes a range of residential land uses and densities including small lot housing to a minimum of 180m2. Design criteria are proposed to achieve integrated outcomes for on street car parking, landscaping, pedestrian /cycle paths and the treatment of stormwater.

5. Birtinya Island East (Detailed Planning 15)

The draft amendment proposes a range of residential land uses and densities including small lot housing to a minimum of 180m2. Design criteria are proposed to achieve integrated outcomes for on street car parking, landscaping, pedestrian /cycle paths and the treatment of stormwater.

Transit Precinct

The Transit Precinct is located west of Kawana Way and is intended to provide high density mixed use residential, educational and commercial development to maximise opportunities proximate to the Public Transport Corridor.

The master planning process for the Transit Precinct has been amended in order to fast track the delivery of State Government Infrastructure.

Public Transport Corridor

The draft amendment secures a future dedicated public transport corridor extending from Nicklin Way to the Sunshine Coast University Hospital.

Any person may make a written submission to Council on the draft amendment. Submissions must:  Be addressed to the Sunshine Coast Council (marked as per the instructions below)  Be in writing and state the name and address of each person making the submission  Be signed by each person making the submission  State the grounds of the submission and the facts and circumstances relied on in support of those grounds  Be received by Council no later than close of business on Friday 6 September 2013.
