We are writing on behalf of the Council of California Goodwill Industries to express SAN DIEGO COUNTY San Diego & Imperial Counties our concern and opposition to the mandatory payment period provision outlined in L the proposed changes to the emergency regulations of the Electronic Waste Recycling Act. SAN FRANCISCO SAN MATEO, & MARIN COUNTIES As you may know, the Council of California Goodwill Industries is a collective body of I 13 autonomous Goodwill organizations operating throughout California and Oregon. SAN JOAQUIN Goodwill organizations provide education, training and employment services to VALLEY thousands of disadvantaged and disabled residents in our respective communities C Amador, San Joaquin, Calaveras, Tuolumne, Stanislaus, each year. Each local Goodwill organization utilizes used goods retail operations and Mariposa, Madera, Fresno & other business ventures, including the proceeds from the collection of e-waste, to North Tulare Counties help fund valuable community services that reach 42,000 disadvantaged and disabled Californians per year.
SANTA CLARA COUNTY Santa Clara & The existing emergency regulations stipulate a 60-day mandatory payment period San Benito Counties for a recycler to reimburse a collector. While we understand that extending this P period to 90 days may help alleviate the State’s challenge to process claims in a timely fashion, it is our position that doing so institutionalizes that non-profits must SANTA CRUZ, MONTEREY subsidize the State’s law and creates a significant financial hardship on non-profits, & SAN LUIS OBISPO O COUNTIES such as Goodwill Industries, that collect large volumes of e-waste. We request that this provision remain unchanged as outlined in the standing L SOUTH CENTRAL emergency regulations (a 60-day mandatory payment period). Considering our CALIFORNIA request, please bear in mind that 30-day payment terms are standard in the Kern, Kings & South Tulare Counties business sector before the application of interest and the assessment of penalties.
