1.1 Cuba, host country of the 7th Summit of heads of state and of government of the Association of Caribbean States.
1.1.1. Geography
The Republic of Cuba occupies the largest of the land-masses that compose the Antilles, or West Indies, at the entrance to the Gulf of Mexico between the Yucatan and Florida peninsulas. Its northern and eastern coasts are bathed by the waters of the Atlantic and its southern beached by those of the Caribbean. The Cuban archipelago covers 110,922 sq. km and comprises the island of Cuba, the Isla de la Juventud and over 4,500 cays and islets. It is long and thin in shape, resembling a crocodile. Its length is 1,250 km, with a width of 193 km at its widest point and 32 km at the narrowest. Cuba has nearly 5,900 km of coastline, which boasts a wide variety of fine beaches, especially on the northern coast.
Most of Cuba is flat, although there also are four large mountain ranges: the Cordillera de Guaniguanico in the west; the Alturas de Trinidad-Sancti Spíritus in the center; the Nipe-Sagua-Baracoa group; and the Sierra Maestra in the eastern region, which includes the country's highest point, the Pico Real del Turquino (1,974 meters above sea level). There are no large rivers in Cuba; the most important is the Cauto, which is 370 km long. The Zapata wetlands are in the south and center of the island, and are the largest in the Caribbean and one of the most important in the world, reflecting their good state of conservation and the protection of their landscape, flora and fauna.
1.1.2. Climate
Cuba has a moderate subtropical climate. The country lies close to the tropic of Cancer and its long, thin shape means that it is refreshed by the trade winds and sea breezes. The annual average temperature is 250C; the coolest months are January and February (averaging 220C) and the warmest are July and August (averaging around 280C).
Relative humidity is 81%, with two seasons in terms of precipitation: a dry season from November to April and a rainy season from May to October; annual average precipitation is 1.375 mm.
1.1.3. History Cuba was discovered on 27 October 1492 by Christopher Columbus, the Genoese navigator at the service of the Castilian monarchy, but actual colonization did not start until 1511; this mission was entrusted to the commander Diego Velázquez, who was mandated to found the first towns and other settlements. The indigenous population was rapidly exterminated, having confronted the invaders. This led to large importation of slaves, brought from Africa. Differences between the colonial administration and Spanish immigrants on the one hand and the Cubans on the other culminated on 10 October 1868 with a proclamation freeing the slaves, and a call to arms to fight for Cuba's liberation and independence, by the aristocrat Carlos Manuel de Céspedes.
The armed struggle for independence lasted 30 years; the final stage from 1895 to 1898, known as the Necessary War, organized by the country's national hero, José Martí; hopes of a free and sovereign nation were dashed, however, when the United States intervened to extend its imperial domain over Cuba.
The triumph on 1st January 1959 of the revolutionary armed insurrection against the Batista tyranny, led by Fidel Castro, marked the end of Cuba's neo colonization by the United States. It was followed by a radical political, economic and social transformation, consolidating the nation's independence and sovereignty.
Cuba has relations with 196 countries, orders and institutions, including all those of Latin America & the Caribbean.
1.1.5. Language
The official language is Spanish. 1.1.6. Religion
The Cuban constitution establishes (in Article 8) that "The state recognizes, respects and guaranteed religious freedom. In the Republic of Cuba, the various beliefs and religions enjoy equal consideration". And (in Article 55) "The state, which recognizes, respects and guarantees freedom of conscience and religion, also recognizes, respects and guarantees the freedom of every citizen to change religious faith, to have none, and to profess (subject to observance of the law) the religious cult of his or her preference .."
A list of some of the main places of worship in Havana appears as Annex 1 1.1.7. Population Cuba's population numbers 11,167,325. The female population exceeds the male by 25,675, giving a ratio of 995 males per 1,000 females. The proportion of urban dwellers has risen to 76.8% of the total population. Demographic growth is low, the fertility rate being below replacement level, while the rate of daughters per woman giving birth is less than unity. Infant mortality is 4.6 per thousand live births. Life expectancy is 78.45 years. 1.1.8. Flag The Cuban flag has three blue stripes which represent the three original regions that divided the island during the colonial regime, the two white stripes evoke the purity of the ideals of independence of the people and a red triangle which represents freedom, equality and fraternity. The color red symbolizes the blood that was shed in the struggle for independence, while the single star is the symbol of unity. The Cuban flag flew for the first time at Cardenas in May 1850 and was adopted as a national standard by the Constituent Assembly of the Republic of Cuba in Arms in 1869 in Guáimaro, Camagüey.
1.1.9. Coat of arms
With the shape of a pointed leather shield, it has three divisions. In the upper horizontal it bears a golden key against a blue sea, located between two ends of the earth, symbolizes the key position of Cuba between the two Americas. The sun represents the birth of a new nation. The three blue stripes, separated by two white ones represent districts that divided Cuba during the colonial period. The royal palm that appears in the third quarter, in the middle of a Cuban landscape, represents the abundant nature and the nobility and the steadfastness of the Cuban people. The shield is surrounded by a laurel branch and an oak branch, symbols of Victory and strength. At the base is a bundle of staves which represent the unity of the Cuban people, crowned by the Phrygian cap of liberty, with a single star, symbol of a single and indivisible nation.
1.1.10. National anthem Composed in 1867 by the illustrious patriot Pedro Figueredo (born in Bayamo) and was voiced by the rebel forces when they took the city of Bayamo on 20 October 1868, which was when its creator added the following verses.
Hasten to battle, men of Bayamo,
For the homeland looks proudly to you.
Do not fear a glorious death Because to die for the country is to live!
II To live in chains is to live
In dishonor and ignominy.

The mariposa blanca is a delicate, fragrant variety of jasmine.
1.1.12. National bird The Cuban Togron (Priotelus temnurus). It is a family member of the Quetzal family, its plumage shows the colors of the Cuban flag: red, blue and white. And, like the flag, symbolizes freedom, because it cannot survive in captivity.
1.1.13. National tree The Royal Palm. Although this tree can be found throughout the Caribbean, is particularly prevalent in the landscape of Cuba, providing wood and roofing material for rural buildings from early times. Its fruits feed livestock and its leaves are used to preserve agricultural produce. But above all, it is the figure whose firm image facing the fiercest storms, has inspired respect and admiration and symbolizes the indomitable character of the Cuban people. 1.1.14 Currency Cuban currency is the peso (CUP). One peso consists of one hundred cents. Bills of 1, 3, 5, 10, 20, 50, 100, 200, 500 and 1,000 pesos are in circulation, as well as coins of 1, 2, 5 and 20 cents and others of 1 and 3 pesos. There is also the Cuban Convertible Peso (CUC), issued by the central bank, which is in circulation in Cuba and has an exchange rate of 1.08 to the dollar. Bills in circulation are denominated as follows 1, 3, 5, 10, 20, 50 and 100 CUC, as well as coins of 1, 5, 10, 25 and 100 cents. 1.1.15. Electricity The electric current used is 110V and 60Hz, although the hotels have 220V outlets. Electricity supply covers 95% of the country's population.. 1.2. The Cuban state
As established by the constitution, Cuba is a socialist state of workers, independent, sovereign, organized with everybody for the good of everybody, as a unitary republic, democratic, for the enjoyment of political freedom, social justice, individual and collective wellbeing and human solidarity. The Cuban Communist Party, inspired by Martí and Marxist-Leninist, organized vanguard of the Cuban nation is the primary driving force of society and the state. In Cuba, sovereignty rests with the people, from whom the State derives all its power. That power is exercised directly or through the Assemblies of the People's Power and other organs of the state which are derived from them, on the bases and according to rules prescribed by the constitution and laws. The National Assembly of the People's Power is the supreme organ of the state. It represents and expresses the sovereign will of all the people. It comprises deputies elected by free, direct and secret vote of the electors, in proportions and according to procedures determined by law. It is elected for a term of five years. The National Assembly elects from among its deputies the Council of State, composed of a President, a First Vice President, five Vice Presidents a Secretary and 23 other members. The President of the Council of State is head of state and of government. The council of State is responsible to the National Assembly of the People's Power, to which it reports on all its activities 1.3 Havana, capital of Cuba Founded in on 16 November 1519, its geographical location and safe port provided, from an early date, the natural bridge for communication and trade between Europe and the New World. Havana has a population of 2,181,324 million inhabitants and its port is the most important in the country. Its modern international (José Martí) airport receives over 2 million passengers and the city is the main destination for many tourists visiting the country. Havana is the seat of the central government and its main institutions. It has many higher education institutions, including the bicentennial University of Havana. The main scientific research institutes of the country are located in the city and there are many hospitals that offer the most advanced medical services. The seat of the National Symphony Orchestra, the National Ballet, the Folk Ballet and other recognized cultural groups are in Havana. There are also several theaters and concert halls, numerous museums, internationally-prestigious art institutions, four- and five-star hotels, restaurants, bars and nightclubs, including the world-famous "Tropicana".
Various first-class sporting facilities in Havana have hosted Caribbean and Central and Pan American Games have been held. Havana's old town has been recognized by UNESCO as a World Heritage Site.
2. NATIONAL PREPARATORY COMMITTEE
This is the highest body responsible for the political, organizational and logistic preparations for the 7th Summit of Heads of State and of Government of the Association of Caribbean States.
It is chaired by H.E. Bruno Rodríguez Parrilla, Minister of Foreign Affairs; his deputy is H.E. Marcelino Medina González, irst Vice Minister of Foreign Affairs. The committee comprises two primary commissions: the Political Commission and the Organization & Logistics Commission.
2.1.1. Political Commission Chaired by H.E. Rogelio Sierra Díaz, Vice-Minister of Foreign Affairs. The other members of the commission are H.E.Manuel Aguilera de la Paz, Ambassador, Director General of the Latin America & the Caribbean Officeat the Ministry of Foreign Affairs.
2.1.2. Organization y Logistics Commission
Chaired by H.E. Ana Teresita González Fraga, Vice-Minister of Foreign Affairs.

3. GENERAL INFORMATION
3.1. Overview
The Summit of the Association of Caribbean States will be held in the Palacio del Revolución on 4 June 2016. The Palacio de la Revolución lies 4 km from Havana city center, in Ave. Paseo, Municipio Plaza. It is equipped with a first- class organization ensuring the quality and security of ceremonies and events, complemented by the availability of excellent translation and documentation services. To facilitate the provision of the information needed by the delegations of the ACS member states, the Organizing Committee has made available the following link to the website: www.cubaminrex.cu
3.2. Precedence
The order of precedence will be as follows: - Heads of State or of Government - Vice-Presidents of State or of Government - Presidents of Parliaments - Foreign Ministers - Other ministers - Senior officials - Representatives of International Organizations - Guests.
Within each category of precedence, the alphabetical order of the names of countries, and the hierarchy of representation of each country, will be followed
3.3. Working facilities for the delegations
A hall for the general use of the delegations will be available at the Havana International Conference Centre as well as at the Palacio de la Revolución, equipped with the technical equipment and accessories for effective working: computers with internet access, telephones etc.
3.4. Working languages
The working languages at the summit meeting will by Spanish, English and French. Simultaneous interpreting and translation services in these languages will be provided at the official working sessions
3.5 Accompanying and liaison officials
3.5.1. Accompanying officials
Each Head of Delegation who attends will have an accompanying official at his/her disposal, appointed by the Government of the Republic of Cuba. The Accompanying Officials are experienced diplomatic officials of the Foreign Ministry, who will accompany the Heads of Delegations from his/her arrival in the country. The accompanying officials will receive at José Martí international airport all heads of delegations participating in each of the segments of the summit.
3.5.2. Liaison officials
Each country participating in the summit shall determine a liaison official from its diplomatic mission in Havana, who will be the link to the organizing committee. For countries that do not have embassies in Havana, contact will be through the Permanent Mission of the Republic of Cuba to the United Nations in New York.
Additionally, the diplomatic missions of the countries participating in the Summit should inform the Organizing Committee the names of two persons, either of their own diplomatic mission or delegation of each country, designated to take responsibility, one with passports for immigration procedures, and the other with the baggage of their respective heads of delegations and corresponding delegations, in order to facilitate the customs formalities on their arrival in Cuba.
3.5.3 Pre-summit meeting
The Organizing Committee will convene a meeting to inform the representatives of the ACS member countries regarding the organizational and logistic details, as well as the content of the official conference program.
This meeting will take place on 17 - 18 May 2016 in Havana. It will be based at Cuba's Hotel Nacional. Accordingly, the attendees are presumed to arrive in the days prior to that date

Arrivals and departures at José Martí international airport:
Facilities will be available to the attendees for immigration and customs formalities, with service points displaying the summit logo; they will be able to rent cars or use the taxi service for transfer to their hotels.
They will be received and attended by diplomatic personnel of their respective countries.
Transport: Collective transport will operate between the main hotels accommodating the attendee of the pre-summit meeting, and the Hotel Nacional, where the meeting will be held
Catering:
The Cuban party offers the buffet lunches at the Hotel Nacional's La Veranda restaurant on 17 and 18 May, and the coffee breaks at each session.

Arrival of the ACS senior officials
Comment: Received and attended by the ambassadors and diplomatic personnel of their respective countries; accompanied by the accompanying official assigned to the country.
The senior officials, delegates, guests and accredited journalists who arrive on commercial flights will enter via Terminal 3 at José Martí international airport, where there will be areas fitted out and displaying the ACS summit logo to streamline the immigration and customs formalities.
Following completion of these formalities, they will be able to use the airport- hotels shuttle service to reach the accommodation designated for the participating countries.
Thursday 2 de June
08:30 hrs. Arrival of the senior officials and delegates at the Palacio de Convenciones.
Comments : Attendees should take their seats by 8.45 a.m. The plenary session will be held in Room 3 at the Palacio de Convenciones.
09:00 hrs. First session of the meeting of senior officials preparatory to the council of ministers.
Venue: Room 3 at the Palacio de Convenciones. Format: 1 + 3 Dress code: White, long-sleeved guayabera blanca or formal suit..
10:30 hrs. Recess.

Thursday 2 June
Reception of the ministers of foreign affairs
Comment: The ceremony welcoming the foreign ministers will take place at José Martí international airport in either Terminal1 or Terminal 3 according to whether the arrival is by private or commercial flight, respectively. The Foreign Minister will be greeted by a Director of the Ministry of Foreign Affairs of the Republic of Cuba, accompanied by the Accompanying Official, who will welcome him after he leaves the aircraft and will invite him to the VIP Lounge of the Council of State in the corresponding air Terminal. After a short formal stay, the Foreign Minister will be invited to board the vehicle assigned to go to the place of accommodation that has been designated for the participating countries.
The ambassador of the country concerned will also be present.
Friday 3 June:
12:30 hrs. Welcome cocktail party offered by H.E. Bruno Rodríguez Parrilla, Minister of Foreign Affairs of the Republic of Cuba, to the foreign ministers of the Association of Caribbean states.
Venue: (Cubanacán protocol room) Format: 1+1 (Foreign minister + senior official + ambassador accredited in Havana). Dress code: White, long-sleeved Guayabera or formal suit.
Comment: Cuba's Minister of Foreign Affairs will greet his opposite numbers on their arrival at the Protocol Room. Arrangements will be made for an official photograph with all the foreign ministers before the end of the cocktail party.
13:30 hrs. Transfer to the Palacio de Convenciones Comment: Transfer will be by collective transport
13:45 hrs Arrival of foreign ministers at Plenary Room Venue: Room 3 at the Palacio de Convenciones Comment: The foreign ministers and delgates take their seats in the Plenary Room to start the meeting.
14:00 hrs. Opening of the meeting of foreign ministers of the Association of Caribbean States

Transfer of the foreign ministers to the Palacio de la Revolución.
Comment: The transfer will be by collective transport or in individual capsules assigned to each delegation, as they decide. The foreign ministers will enter together with their head of state or of government, via the Palacio de la Revolución steps.
PRELIMINARY PROGRAM FOR THE SECOND SUMMIT OF ACS HEADS OF STATE AND OF GOVERNMENT Havana, 3 & 4 June 2016
Friday 3 June
Welcoming of heads of state or of government at Jose Martí international airport.
Comment: The welcome ceremony for heads of state or of government on arrival at José Martí international airport will take place on the presidential ramp at either Terminal 1 or Terminal 3 of the airport, according to whether the arrival is from a private or commercial flight, respectively.
At Terminal 1, after the aircraft stops in the presidential location at the edge of the red carpet, the Director and/or Deputy Director of Protocol of the Republic of Cuba and the ambassador accredited in the country of the Head of State and Government visiting will climb the stairs, greet the President and invite him to descend with her/his spouse, if she/he is accompanying.
At the foot of the aircraft steps shall be a Minister of the Government of the Republic of Cuba, who once presented by the Director and/or Deputy Director of Protocol, shall welcome the distinguished visitor and his/her spouse.
Thereafter, the ceremony welcoming the dignitaries includes the Voice of "Firmes" and a fanfare, to accompany the visitor's to where he/she will the report from the troop commander. The command present arms!" will be heard and the troop commander will present his/her report. The heads of state or of government, accompanied by the Cuban authorities, will inspect the guard of honor. The Flags Detachment will bear the insignias of Cuba and the visting country.
On completion of the inspection and having taken his/her leave of the Cuban minister and the troop coomander, the head of delegation may make use of the microphone at the end of the carpet to convey a message of welcome, should he/she wish.
In the case of Heads of State and Government who arrive on commercial flights at Terminal 3, these will be transferred to the reception area planned in Terminal 1 to, receive the relevant honors. In the outer areas of the Halls of Protocol of the Council of State will be the security capsule, which includes the presidential car, which will be boarded by the head of delegation to his/her designated hotel.
The presidential car will fly the flags of Cuba and the visiting country. In accordance with the provisions of the constitution of the Republic of Cuba, the Cuban national flag is always located to the right and the visiting country's to the left.
Thursday 3 June
20:00 hrs. Arrival of the heads of state and of government at the presidential palace and greeting by the President of the Councils of State and of Ministers of the Republic of Cuba.
Comment: On entering by the main stairway of the Palacio de la Revolución, the heads of state and of government accompanied by thier Foreign Minister, comes into the presidential area, to be received by the Director of Protocol, who will lead them to greet the President of the Council of State and Government of the Republic of Cuba, accompanied by the Foreign Minister of Cuba.
After the ceremonial welcome greeting they shall be invited into the Trés Próceres Room (Private Room) where they will gather before going into the dining room. The foreign ministers, after the greeting, gather in another room, separate from that of the heads of delegation, or at an area near the site of the table.
An order of arrival is established beforehand of the various heads of delegation so that the greeting of the president goes smoothly and does not involve several of them coinciding at the same time.
The remaining dinner guests (senior officials, observers and special guests) will enter via the Council of Ministers headquarters, directly into the room with the tables.
20:30 hrs. Official welcome dinner offered by the President of the Councils of State and of Ministers of the Republic of Cuba in honor of the heads of state and of government of the association of Caribbean States.

Return home of the official delegations
Comment: The farewell to the delegations will be similar to the arrival, according as to whether they use Terminal No. 1 or Terminal No.3 at José Martí International Airport (departure on a private or commercial flight respectively).
Farewells to heads of state and of government at José Martí international airport.
The farewell to the Heads of State or Government at the airport shall take place on the presidential ramp at Terminal No.1 or in Terminal 3 of the airport, depending on whether the departure is via a private or commercial flight, respectively.
In Terminal No.1, a government minister of the Republic of Cuba will bid farewell to the head of delegation and his/her spouse, and accompany them to the foot of the stairway of the presidential aircraft. At Terminal 3 the farewell will take place at the exit door that connects the aircraft to the airport.
Farewells to the foreign ministers.
The farewell to the foreign ministers will be held at Terminal 1 or Terminal 3 of the airport, depending on whether the departure takes place on a private or commercial flight.
The visiting foreign minister will be seen off by a Ministry of Foreign Affairs director, who will accompany him/her to the foot of the stairs of the aircraft or to the exit door that connects the aircraft to the airport, if it is an executive or a commercial flight, respectively.
Farewells to senior officials, delegates, guests and accredited journalists
Senor officials, delegates and guests departing on commercial flights will do so from Terminal 3 at José Martí international airport, where areas have been marked out with the summit logo to ensure expeditious completion of the immigration and customs formalities.
5. VISAS
Participants from countries that have signed and in force an Agreement of Visa Exemption with the Republic of Cuba, shall not require it, whenever they travel with passport type covered by the Convention.
For those requiring a visa, this should be arranged with the appropriate Cuban embassy or consulate (see Annex 2)
In countries where there are no Cuban diplomatic missions and the participants require entry visa to Cuba, this shall be located at the International Airport "José Martí" with prior confirmation by the same way. In these cases, you must make the request to the Ministry of Foreign Affairs of the Republic of Cuba to the following email addresses and fax number:

In these missions, participants can receive the appropriate visa of the Republic of Cuba. In order to facilitate this process, it is recommended to the participants to inform the Organizing Committee their intention to attend the event with no less than 20 days in advance.

6. ACCOMMODATION
The Government of the Republic of Cuba will provide accommodation for all delegations attending the ACS Summit.
The Organizing Committee will assign the selected hotels that will host the delegations participating in the Conference, which will be informed in due course through diplomatic channels and the website of the event.
6.1. Alojamiento de las delegaciones de países miembros y de observadores.

In the cases of guest delegations from countries and organizations, these will be offered provisional reservations, to be confirmed and paid for via the mechanisms specified in this manual, explained later Delegations wishing to reserve additional rooms, apart from those which are guaranteed, should reserve these in advance with the Cubatur S.A., travel agency, official host of this event; these will be assigned according to availability at the same hotel where the official delegation is accommodated or in other hotels of those selected for the accommodation of delegations. 7. TRANSPORT
7.1. General
The Organizing Committee will provide the participants with the means necessary to cover the official activities of the ACS Summit, for which we have arranged a transportation system that will ensure the movements that are requested individually and collectively by all participants in the event.
7.2. Official vehicles
The Organizing Committee will put at the disposal of the delegations of the ACS member countries an official individual fleet, comprising:
- Protocol car (capacity for protocol visiting personnel )
- VIP car for head of state and of government.
- 1 security car (capacity for visiting security personnel)
- VIP car for foreign minister.
- 1 Microbus for the official delegation.
The following courtesy vehicles will be made available to the visiting First Ladies:
- Protocol car.
- VIP car.
- Security car.
The delegations will be able to rent any other vehicles as necessary.
Any collective transfers will be effected in luxury coaches appropriately scheduled for the occasion.
Collective transfers of heads of state and of government - VIP coach + security cars + 2nd coach (protocol – security - accompanying officials) + reserve coach + ambulance.
7.3. Transport for the other participants
Cuba will ensure that the rest of the participants, delegates, Foreign Press media representatives and others, have a suitable collective transportation service at their disposal, which cost will be borne by the delegations or directly from the participants to the Summit, as applicable.
During the SUMMIT, a bus service will be offered for the transfer of Delegates, Foreign Press and Media, from hotels to the International Conference Center and vice versa, in the form of a shuttle service..
This service is designed to maintain a permanent communication between the Hotels, the International Conference Center and the Palacio de la Revolución, while the official activities of the Summit are in progress.
To cover additional transportation needs of Delegations, Observers, Journalists, Media representatives, Air Crew and Personal Accompanying, a large fleet of cars, minibuses and buses will be at the disposal of the Summit participants, to meet any requirement. The cost of these vehicles will be borne by the delegations or directly by the participants in the Summit, as applicable.
Vehicle rental can be arranged at a reservation bureau to be created, in which Cuba's transport industry will be represented, and these will be responsible for handling vehicle rental needs and the relevant contractual arrangements.

8. ACCREDITATION.
The Accreditation Bureau of the 7th ACS Summit will provide necessary facilities to meet the requests for accreditation of delegations attending.
8.1. Registration & accreditation bureau
The Organizing Committee has opened a bureau for the registration and accreditation of all participants in this event. The purpose of this bureau is to facilitate proper identification of participants, in any of their categories. In order to achieve this goal, the bureau works with an accreditation system that provides essential security elements.
Location of the registration & accreditation bureau
The bureau is located near the Hotel Palco, in Calle 11 e/ Ave.146 y Calle 146- A, Siboney, Municipio Playa, Havana.
Details of the delegations should be sent from 15 May 2016 onwards. The bureau will accept accreditation applications by e-mail addressed to [email protected]; [email protected] and [email protected]
The registration forms are available in digital format via the ACS 7th Summit section of the website www.cubaminrex.cu. The form must be fully completed and accompanied by a color passport-type photograph 5 x 5 cm, jpg format, maximum file size 100 kb. The closing date for on-line registration is 25 May 2016. Meeting this deadline will facilitate the issue and organization of the delegates' credentials on arrival in Cuba.
Accreditation
Forms for Accreditation of participants (ANNEX 5) may be submitted personally or through the e-mail which is identified in the Event web site.
To validate the forms, each delegation should send a Verbal Note to the Ministry of Foreign Affairs of Cuba, with the list of the composition of its delegation, indicating the names, order of precedence and category. The Foreign Ministry will send this document to the Registration and Accreditation Bureau. It is necessary to provide a photocopy of this note to the bureau to speed up the process.
Participants who have not completed on time their forms on time for any reason must submit a Verbal Note to the Registration and Accreditation Bureau, which will be checked against those received by the Ministry of Foreign Affairs.
Credentials can be collected from the Registration and Accreditation Bureau on the date notified, through the designated link of your embassy, or by the Cuban official accompanying the delegation.
8.2 Special badges
Use of lapel badges
The lapel badge or special sign consists of a metal seal with the logo of the summit, which is distinguished by the color according to the category of the person who wears it. The following categories will wear badges:
Head of Delegation: maximum authority of the delegation
First Lady: wife of head of delegation
Foreign minister: Minister of foreign affairs of the country
Observers and founder observers: Senior representative of the observer and founder observer countries
Special guest: Senior representative of the international organizations invited by the ACS or host country
Protocol chief: Director of the country's ceremonial and protocol affairs.
Security chief: Official responsible for and coordinator of the safety of the head of delegation Category of attendee with lapel badge

The lapel badges of the ACS member and associated countries will be different from those of the observers and guests.
In the cases of protocol and security chiefs, as well as lapel badges, these will carry ID credentials. The lapel badges must be visibly worn during the summit official and ancillary events.
8.3 ID credentials
These are of PVC and show the photograph, full name, country or organization and category of the wearer.
All persons are required to wear their ID in a visible place and conform to security standards established for access to the meeting at its venue and at the programmed ancillary activities. The IDs are personal and not transferable and must be worn by their owners at all times.
They are of different categories according to the functions and responsibilities of participants and different colors according to their status.
Categories and credentials assigned:
Senior officials: officials responsible for coordination and follow-up of the topics dealt with at the summit, in each country. Issued with Senior Official badge and ID.
Protocol: Officials of the section for ceremonial matters and protocol in their country. Issued with de la Dirección de Ceremonial y Protocol del País. Issued with Protocol ID.
Security: Security personnel in the exercise of their duties in the delegation. Issued with security ID.
Delegate: Member of the official party headed by the Head of Delegation. Issued with Delegate ID. Technical delegation: Delegation personnel in the capacities of doctor, personal interpreter, secretary, technician etc., who accompany the delegation, or personnel from the country's embassy in Cuba engaged for such purposes. Issued with Technical Delegation ID.
Presidential press: Personal press team of the head of delegation (photographer and cameraman). Issued with Presidential Press ID.
Foreign press: Foreign correspondents permanently resident in Cuba and others visiting to cover the event. Issued with Foreign Press ID.
8.4 Passes
Transferable passes
The transferable pass is an additional card giving delegation members access to events with a limited number of attendees (seats in the conference room).
Given the basis of attendance (1+3), each ACS member or associated country's delegation will receive three transferable passes for the Senior Official segment, and two for the Foreign Ministers segment. The observer country's delegations will receive one such pass for each segment.
Foreign ministers and senior officials access Room 3 with the lapel badges.
Transferable passes to the Plenary room at the Palacio de la Revolución:
Heads of state and of government and foreign ministers access the room with their lapel badges.
Given the basis of attendance (1+3), each ACS member or associated country's delegation will receive two transferable passes for the heads of state and of government segment. The observer country's delegations will receive one such pass for that segment.
Special pass to the Palacio de la Revolución.
Four special passes will be issued to the ACS member and assisted countries' delegation, and one to the observer countries, for both the official dinner and the Summit segment at the Palacio de la Revolución. The passes give access to an area equipped for the purpose separate from the presidential area.
Press pool pass
Additional pass giving access by the accredited press at various times or official summit events. These will be numbered according to the activity concerned.
Special airport pass Pass enabling personnel dealing with customs, immigration or baggage formalities for the attending delegation to work inside restricted areas at the airport. The organizing committee will issue three such passes per country.
8.5. Access
Palacio de Convenciones:
For the Senior Officials and Foreign Ministers segments, access will be by the delegates' entrance.
Palacio de la Revolución:
For the official dinner, access by the heads of delegation, spouses and foreign ministers will be via the Council of State steps. The other guests will enter via the offices of the Executive Committee of the Council of Ministers.
The security and protocol chiefs will access via a designated door close to the entrance used by the heads of delegation.
For the summit sessions, the heads of delegation and foreign ministers will enter the Palacio in the same way as for the official dinner.
The remaining attendees at the summit will enter via the Council of State tunnel door.
In addition to that of its head of delegation, each ACS member or associated state will be entitled to three seats in the conference room.
Heads of delegation and foreign ministers will have unrestricted access, providing they wear their special ID. In addition, two transferable passes per delegation will be issued, for access to and occupation of the remaining seats. Protocol and security chiefs wearing their badge and ID will have access to the room to accompany their head of delegation, but will not be permitted to remain during the working sessions.
8.6. Identification of parking lots
Each delegation will receive four additional parking permits with the right to park in the official parking and five routes for Embassy vehicles or vehicles rented by the delegation; these routes will be not include the right to park in the parking lot mentioned above; other parking areas are assigned for this purpose. 9. SECURITY
9.1 General With a view to the holding of the Summit of Heads of State and Government of the Association of Caribbean States, the Ministry of the Interior of the Republic of Cuba, in cooperation with the Revolutionary Armed Forces, has been designated, to ensure the safety of the heads of states and delegations attending the event, from the arrival until their departure, providing protection for the activities planned in the program, accommodation, movements and other activities of particular interest to the delegations.
9.2 Procedures for entering the country 9.2.1 Security agents entering the country
Security agents must be properly accredited to enter the country, having completed the forms for the international accreditation as prescribed and explained in the “Accreditation” section.
In the country they will receive a security ID, indicating: name, passport no., country, carrying of weapon (if appropriate), and status of chief of security, when appropriate.
9.2.2 Procedure for introduction and control of weapons in Cuba
Permission is restricted to handguns (automatics or revolvers), a maximum of five per delegation.
Firearms permits are issued against a completed Firearms Declaration Form (See Annex 5), which shows; name of security agent carrying the weapon, type of firearm, brand, caliber, quantity of ammunition and clips.
Security agents licensed to carry firearms will be identified as such by a marker on their ID.
Security agents are not permitted to carry firearms at any activity attended by heads of delegations.
Specialized Ministry of Home Affairs personnel may control the carrying of firearms during the delegation's stay in Cuba, checking that the identity of the security agent and the description of his/her weapon match the details in the corresponding forms.
9.2.3 Entry procedure for protection and detection devices
Manual explosive and metal detectors, X-Ray equipment and other protection and detection devices are authorized for entry. These must be enumerated as to brand, type, quantity and description in a list to be attached to the above- mentioned Armaments Form. 9.2.4 Entry procedure for baggage
The safety and transportation of the luggage of the Head of State or Government and the official delegation is guaranteed, on arrival and departure. The delegations are responsible for the safety and luggage transfer of the other members of the delegation, which will be checked by specialists from the Ministry of the Interior.
09.3 Installation security Cuba will take measures to ensure the safety of the accommodation and places of activities within the official program of the Summit, as well as in ancillary activities arranged by the heads of delegation, in consultation with the Cuban party.
Safety zones will be formed around the affected facilities, which will have limitations on access by foot or vehicle, according to the identification system established, according to the characteristics of the place and the activities that take place there.
In these places physical and technical measures are applied, including inspection of transport and storage, and use of metal detectors at the entrances.
9.3.1 Hotels.
Access control will apply at the hotels used by the delegations, by means of an identity checking system and inspection of bags, packages and other items carried.
The elevators, stairs and floors accommodating the heads of state and of government will be guarded.
The entry of anyone not belonging to the delegation into the rooms of the dignitaries must be arranged in advance with the officials of the Ministry of Home Affairs.
At the hotels, the parking lots, basements and other external areas are guarded.
9.3.2 Palacio de la Revolución
Palacio de la Revolución as regards the official dinner at the Palacio de la Revolución, access will be by invitation (by the President if the Councils of State and of Ministers of the Republic of Cuba), while official IDs must be worn.
The security chiefs will be the only security personnel with access to the Palacio de la Revolución. Per delergation, apart from the four with access to the main hall (1+3), four more may persons holding special access passes may also enter, via the door to the Council of state tunnel. These four persons will be assigned to an area set aside for the purpose
The protocol and security chiefs of each country may accompany the dignitary to the location of the greeting by the President of the Councils of State and of Ministers, to the dining area and to the plenary session room. He/she may stay if invited or if in possession of one of the transferable passes issued to the delegation.
Those entering via the Council of State tunnel or the Council of Ministers office will be subject to the security checks prescribed for the safety of the attendees.
9.3.3 Security at José Martí international airport
During the arrival and departure of the presidents and delegations a safety plan will be applied which includes controlling the access, facilities and parking lots.
Only accredited staff which have special passes issued to that effect, will have access to the airport sterile area and landing strip. Per delegation, three passes including that of the accredited ambassador will be issued.
The safety of presidential aircraft during their stay in the country is guaranteed.
9.4 Safety in transit The heads of delegation will be protected when transported by permanent security capsule, from their arrival until their final departure.
Two additional vehicles can be included in the security capsule, apart from the microbus provided by the Cuban party.
During the transit of heads of delegation in the capsules, road security is ensured by means of anti-explosive detection, traffic control and physical protection.
The VIP and security cars in the capsules will be driven by Ministry of Home Affairs officials.
Collective security capsules will be arranged for transfers of heads of delegation and First Ladies, to the events scheduled in the program..
In the case of transit by capsule via an unplanned route, additional precautions will be taken, following consultation with Cuban security.

10. COMMUNICATIONS AND INFORMATION SERVICES
10.1 Voice & data telecommunications Voice and data telecommunications services in Cuba are provided by Empresa de Telecomunicaciones de Cuba S.A. (ETECSA), in accordance with Decree 321/2013. ETECSA's services include fixed and mobile basic telephony, internet access and data transmission. A room will be made available in the International Press Center for common use by the delegations, equipped with computers and internet access. Telephony services are accessed by means of prepaid cards, which will be on sale at various dedicate points.
The prefix for self-dialed international calls is 119, to be followed by the country code, area code and number.
10.2. Contact points For the purposes of arranging telephone and computing service agreements, ETECSA operates commercial offices throughout Cuba. General information about its services is available from the website www.etecsa.cu or directly from its commercial offices.
10.3. Mobile phone services Cuba's cellular network is operated by ETECSA's Mobile Services Division ("Cubacel"), using 900-MHz GSM technology throughout the country. The 850 MHz frequency is also available, but with limited coverage in [sic] certain areas of central Havana and the tourist resorts of Varadero, Ciego de Ávila, Cayo Coco, Cayo Guillermo and Guardalavaca. A 3G service in the 900 MHz frequency band (IN roaming service only) is available in northern Havana (the boroughs of Habana Vieja, Centro Habana, Playa y Plaza de la Revolución), in the provincial capital and the Varadero, northern cays of Ciego de Ávila & Villa Clara, Guardalavaca, Viñales and Trinidad resorts. As regards 'roamer' users, Cubacel has voice roaming agreements with carriers in 162 countries and GPRS agreements with operators in 119. Cubacel's range of services includes: cellphone line activation, national and international calls, sending and receipt of Sims's and Mms, electronic mail (on its "nauta.cu" platform), voicemail, sale of fixed and mobile phones and accessories, warranty and after-sales services, and voice and data international roaming on the 900 MHz frequency with 3G coverage in the areas enumerated above.
ETECSA also offers permanent and temporary prepaid agreements (up to three per customer).

Visitors who bring their cellphones will be able to use them if they are compatible with GSM 900 MHz.
10.3.1. Rates
All rates are subject to possible change; please ask for the relevant official publications and keep abreast of the communications issued by the company. Permanente: Activation cost 30.00 CUC, plus 10.00 CUC being the line's initial credit
Temporary: daily rental 3.00 CUC, plus 10.00 CUC being the line's initial credit.
National and international calls are billed according to the current rates, reflecting the destination area. The current rates fir these services are shown in Annex 6 "Cellular telephone service rates".
The service includes, automatically and free of charge, incoming call identification, call waiting, call hold, call blocking, long-distance international call, anonymizing, SMS text messaging, call diversion, caller pays and reverse- charge calling.
If there is an agreement between your country and Cuba for IN roaming, voice or data, the service will reflect the terms defined by your operator.
10.3.2. Other services:

Daily rental, temporary service: 3.00 CUC.
Change of SIM CARD (for any reason: wear, loss, replacement of 32k card with 64k): 3.00 CUC
Printed calls record: 3:00 CUC (time requested, subject to availability).
Transfer of balance to another prepaid ETECSA service agreement: 0.30 CUC per transfer regardless of the amount transferred; free of charge to the recipient. Does not affect the life cycle.
The prepayment basis offers the option of controlling the cost of one's calls, making recharge payments in cash, by check or credit card (except those issued by American banks, which are banned from operating here, under the US legislation imposing an economic, trade and financial embargo on Cuba).
Your cellular credit can also be replenished by direct recharges or purchasing recharge cards of 5, 10 or 20 CUC at ETECSA's commercial offices and sales points.
10.3.3. Recharging and life cycle The customer may recharge his/her credit in any of the following ways:
At a commercial office, subject to a minimum amount determined with the aid of the sales executive;
Via the website www.etecsa.cu;
With a GSM recharge card (following the instructions on the back of the card).
To recharge and check the balance, press *666 (free of charge) and follow the instructions received.

For a rapid balance check, press *222# and the 'call' key.
The permanent service is based on its life cycle, defined as active for 330 days from each recharge (of whatever amount). The minimum recharge is 5 CUC and the maximum 500 CUC (cash). The maximum balance which can be maintained on a prepaid account is 3,000 CUC.
When the account runs out of time, the company suspends the service and offers the customer a further 30 days in which to recharge. Credit in the account on suspension is not lost, but remains pending a fresh recharge. The only calls possible at this stage, in either direction, are reverse charge calls (*99) and incoming traffic that does not generate cost, even with a zero balance. If the account is not recharged within the period mentioned, it is closed and any balance is lost (cannot be refunded or transferred to another customer).
10.3.4. Bases of access to the various services
Access via cellphone to the various services can be obtained in the following ways:
For mobile-to-mobile calls, dial the mobile's 8-digit number directly.
For mobile-to-fixed phone calls, dial 0 + area code +number.
For fixed-to-mobile calls, dial 0 from Havana or 01 from elsewhere in Cuba + the mobile's 8-digit number.
For calls abroad from a cellphone in Cuba, dial 119 or the plus sign, + country code + area code (unless calling a mobile phone) + the telephone number. For calls from abroad to a mobile in Cuba, dial the international prefix + 53 + the mobile's 8-digit number.

10.4. Fixed telephony services Cuba's fixed telephony network is operated by ETECSA's fixed services division, and enables connection with subscribers throughout Cuba and in the rest of the world.
10.4.1 Hiring telephone lines
These lines enable local, national and/or international communication, as the client wishes. Installation Cost: 100.00 CUC each service. Traffic Cost: Only outgoing traffic is charged in accordance with the terms of the international.
Requests for these services should be made on the appropriate form (see Annex 9) and submitted at ETECSA's commercial offices (consult www.etecsa.cu) or sent by e-mail addressed to [email protected] .

10.4.2 Data transmission services
Data transmission and internet access services are provided by ETECSA's fixed services division, which offers leasing of direct data channels, electronic mail and internet access services. 10.4.3. Leasing of dedicated lines with internet access
Requests for internet access service should be made to ETECSA's fixed services division on the attached form (Annex 10: Request form for internet access service) .

10.5. International transmission service for radio and TV signals The company Empresa de Telecomunicaciones de Cuba SA (ETECSA) offers the possibility of sending and receiving radio and television signals anywhere in the world through modern satellite transmission facilities installed in fixed Earth Stations in the International Telecommunication Centers and/or portable stations (Flyaway). Television transmissions and reception (uplink and downlink) are performed in the C and Ku bands, 9MHz bandwidth, providing connectivity in the Americas, Europe and other parts of the world via internationally-recognized satellite operators, including: INTELSAT, SES_NewSkies, HISPASAT.
The C-band service is provided through the facilities of:
INTELSAT (through the satellites located in the orbital positions 325.5° E (IS-903), 335.5° E (IS-905), 304.5° E (IS-805).
SES_NewSkies (through the satellite located in the orbital position 319.5° E (NSS-806).
The Ku band service is offered through the facilities:
INTELSAT (through the satellite located in the orbital position 307.0° E (IS-23).
HISPASAT (through the satellites located in the orbital positions 330° E (1C y 1D).

Time purchased in fractions of an hour (for over 1 hour's service) which are not specifically covered on the table of rates are charged as follows::

ETECSA will always do what it can to meet the needs for transmission via these media, using its existing facilities and resources.
10.5.2. Cancelation of service:
Cancellation of transmission services for radio and TV signals is effected via the e-mail address [email protected] or by phone to (53) 7203 0404.
Reservations confirmed more than 72 hours before the start of service are free of charge.
Reservations confirmed between 72 and 24 hours in advance are charged at 50%.
Reservations confirmed less than 24 hours in advance are charged at 100%.
10.6. Regulations for temporary import and use of communications eq uipment General requirements for importing and operating radio stations belonging to the mass media (press, radio or TV)
Introduction into the country of electronic communications devices, whether transmitters or receivers that use the radio spectrum, is regulated by legislation if the Ministry of Communications. The relevant controlled devices are listed in Annex 14.. The authority empowered to issue these licenses and permit is the headquarters of Cuba's Ministry of Communications. The licenses and permits mentioned are short-term, expiring within no more than 30 calendar days.
10.6.1. Procedure for requesting a 'license to operate' or a 'temporary import permit'
Requests for licenses or permits in respect of these controlled devicesshould be effected by means of a Verbal Note to the Protocol Office of the Ministry of Foreign Affairs (MINREX) on the relevant forms for each type of equipment; these can be accessed via the link to the Guide to Telecommunications/ITC services in the Republic of Cuba for supply to special events, in the section '7 th ACS summit' at the website www.cubaminrex.cu.
In the case of press agencies accredited by the International Press Center, they are submitted to the Accreditations & Formalities Department by e-mail to [email protected], on the relevant forms for each type of equipment, which can be obtained via the link to the Guide to Telecommunications/ITC services in the Republic of Cuba for supply to special events, in the section '7th ACS summit' at the website www.cubaminrex.cu

External antennae or antennae other than those originally supplied with the equipment may not be used.
In all cases (both IFB and WM) the interested party with equipment operating in other VHF or UHF band segments carries out an analysis to determine whether these are approved or not.
10.9 Payment currencies Telecommunications services whose rates are quoted in US dollars will, where paid in cash, be charged in CUC at the Banco Financiero Internacional exchange rate of 1:1.
11. PRESS The Press Center will be located in PABEXPO, 20 kilometers from downtown Havana and situated at Ave. 17 e/174 y 184, Siboney, Playa, Havana.
Accreditation of press representatives
For the media coverage of the ACS Summit the press members should send to the International Press Center of the Ministry of Foreign Affairs of Cuba the forms requesting accreditation (Annex 14), before December 25, 2013, attaching two photographs of 2 x 2 cm., if printed information is delivered, and an official letter to the press media which is working with, where the person is designated for such task. It is recommended to include a list of professional equipment the person will bring with them.
These forms can also be obtained on the website of the ACS Summit: In case the form is submitted electronically, a photo in digital and jpg format must be attached.
The presidential press accompanying the delegations must be accredited following the above procedure, and not as members of official delegations. Applications can also be submitted using the form available on the official website of the Summit.
Visa requests for this event will be accepted up to 27 May
The current regulations in Cuba make compulsory to obtain a credential to practice temporarily as a journalist in the country, by paying 100.00 CUC. The presidential press will receive credentials as courtesy.

From Day 1 onwards, pressmen seeking accreditation will be able to obtain updated information on the program and other matters of interest, from the International Press Center.
The credentials of press personnel should be shown permanently in a visible way in all locations where activities of the Summit take place.
The accredited press members will have free access to the International Press Centre for the Summit Mitting on the hours of operation of this.
Similarly, the foreign press accredited permanently in Cuba may obtain accreditation to cover the Summit at the International Press Center of the Ministry of Foreign Affairs, showing the permanent correspondent credential. Press personnel and their equipment, bags, luggage and other personal items will be subject to a security check for accessing to the facilities where the activities of Summit Meeting will take place..
The Presidential Press (1 camera-1 photographer) will receive the necessary facilities, taking into account, among others, the capacity of the area where the activities take place.
11.1. Summit International Press Center
The center will operate from Wenesday 1st until Saturday 4th June, in the Havana Libre hotel. It will provide the facilities needed by the accredited press and give updated information on the program of the visit and its coverage. It will comprise a Press Room, IBC and conference room.
11.2 Press Room The Press Room will be equipped with the technology and accessories needed to ensure effective working. It will have 200 workstations, Wi-Fi connection and a group of workstations with physical connections for internet access.
Outgoing international telephone lines will be available. Use of these will be on a commercial basis with prepaid cards on sale at the site. There will be a sales point staffed with skilled personnel to provide personalized attention ang marketing of the services of the phone company, Telecomunicaciones de Cuba (ETECSA).
11.3. IBC The IBC will be equipped with the technology and accessories needed to ensure effective working by the accredited TV and radio channels covering the event.Wi-Fi connection will be provided.

13. MEDICAL SERVICES
The Ministry of Public Health will ensure meeting the medical needs that may arise during the stay of the participants at the summit. the country has the facilities of emergency medical services, emergency and ambulatory care, supported by years of experience of our school of medicine.
13.1 Bases of service provision
Special Medical Posts (PME by its initials in Spanish) with ambulance intensive care are activated at José Martí International Airport, in the hotels planned for the accommodation of the heads of state and government, foreign ministers, senior officials, delegates and accredited press, and at the International Conference Center.
General and specialized medical attention to heads of state and of government and foreign ministers will be provided at the Centro de Investigaciones Médico Quirúrgicas (CIMEQ).
General and specialized medical attention to officials, delegates, guests and the press personnel will be provided at the Cira García clinic and the Hermanos Amejeiras hospital.
For those needing immediate attention, the Cira García clinic is at Calle 20, No. 4101, esq. 41, Playa, Havana, Tel. 7 204 2684 y 7204 2673.
Two telephone lines (7871 2117 y 7871 2101) will be available 24 hours at the National Medical Emergency Coordination Center, to receive calls from any delegate, guest or pressman at the event; the emergency service available includes intensive-care doctors and intensive-care ambulances. Consultation visits may also be requested.
During the summit, Hermanos Ameijeiras hospital, the Frank País orthopedic center and the Cardiology and Cardiovascular Surgery Institute will be on permanent standby as support for the hospitals' medical services. During the activities in the Palacio de Convenciones, a special medical post will be on hand, equipped with specialized personnel and an intensive-care ambulance for treatment and evacuation of any attendees who present with an unexpected illness.
There are medical posts ("PMEs") in all the hotels where the delegates and pressmen will be staying, providing 24-hour general medical care and initial treatment for any sudden illness while alerting the emergency services. Every attendee will be able to call the PME from their hotel room to request service.
There will also be a special inspection system of the water and food at all the hotels and event venues. Special medical cover will also be on hand for collective transfers and at the programmed official events, including intensive- care ambulances to ensure treatment and evacuation to the appropriate hospital. As well as the hotels, all the sites involved in the program where meals and snacks are prepared will be subjected to comprehensive epidemiological inspection ensure the highest possible standards of quality.
All the medical personnel (doctors, nurses, paramedics etc.) assigned to the summit have been trained to meet the professional, technical and organizational standards set for the event.
13.2 Public health regulations In Cuba there are sanitary regulations that guarantee the country's international reputation in matters of public health. These are restrictive only for visitors from countries where there are areas with epidemic zones declared by the World and Pan American Health Organizations.
In such cases an International Certificate of Vaccination is required, plus brief information from the visitor. if at the time of arrival in our country the health authorities at the immigration checkpoint detect a traveler suspected of being a carrier of a communicable disease under surveillance by WHO, person concerned will be transferred to a center for medical and epidemiological care.
The entry of natural products of animal and vegetable origin under import conditions contrary to international phytosanitary standards is restricted. Live animals may be imported on submission of the relevant veterinary certificate. 14. CUSTOMS REGULATIONS
14.1. Importing cash
Hard currency (in cash) may be imported in any quantity. If you believe that at the moment of departure from the country you will be taking out an amount of more than US $5000 or equivalent in cash, you must declare this on arrival and keep the document authorized by the Customs for the purpose, for submission on departure.
14.2. Goods requiring prior authorizations or permits for importation, under Cuban legislation

With a view to the effective working of the 7th ACS Summit meeting, the temporary importation of domestic appliances whose non-commercial importation is banned will be facilitated; such items must be declared and re- exported after termination of the event
14.3. Temporary Import of valuables.
If high-value items such as jewelry or other relevant items are imported, you should request the corresponding DECLARATION OF VALUE to the custom authorities after the arrival at the airport, fill this out and request the authorization by the custom officer in charge, for the purposes of its submission at the time of departure from the country, as documentary evidence of the temporary importation.
