The primary responsibility of the PSC is to perform the full range of Class B Cashier duties. The Cashier has full responsibility for the day-to-day management and safekeeping of Post’s Imprest fund. Cashiering transactions include, but are not limited to, collections, disbursements and replenishments. The Cashier ensures that all such transactions are valid, authorized and properly documented. The Cashier also is responsible for a variety of additional financial and administrative tasks as assigned by the Director of Management and Operations (DMO) and Financial Specialist. The Cashier must be able to maintain confidentiality. The selected candidate must be able to pass and keep a security clearance issued by the US Embassy.

MAJOR DUTIES AND RESPONSIBILITITES Imprest Fund Management

 The Cashier is personally accountable for all funds in local currency and USD. In compliance with the U.S. Treasury and Peace Corps regulations, the Cashier ensures that the Imprest fund and other negotiable instruments are properly maintained and safeguarded.  Ensures proper payments, advances, collections, replenishments, and reconciliation of fund amounts.  Makes properly authorized cash payments to commercial vendors, contractors, staff, and Volunteers; verifies all vouchers for correct computations, and completeness prior to submission to DMO for approval of payment. Ensures that all payments are made from the Cashier's window.  Monitors and anticipates cash flow expenditures to maintain sufficient cash for Peace Corps operations while remaining below authorized accountability levels. Prepares semi-annual reports for Peace Corps/ Washington.  Prepares weekly replenishment requests (unless expecting collections that will raise Imprest balance over authorized accountability).  Prepares and maintains accountability for advances to the Alternate Cashier when such advances are properly authorized by the CD and/or DMO.  Collects funds due on bills of collection, travel advance reimbursements, and proceeds of sale. Retains or deposits collected funds, as appropriate. Prepares weekly replenishment requests and submits requests with supporting documentation to the OGAP (Peace Corps/Washington).  Monitors the Outstanding Collections Report on a weekly basis.  Balances Imprest fund on a daily basis.  Administrative and Volunteer Support  Liaises with vendor to pay for goods and services received.  Provides high quality customer service to Volunteers on banking issues and general admin-related topics.  Participates in trainings and provides guidance to Trainees and Volunteers regarding PC cashiering policies, including but not limited to, required documentation and procedures.  Participates in medical inventory process  Other duties as assigned by the DMO and Financial Specialist.

POST ENTRY TRAINING: Must be able to successfully complete on-the-job training in Peace Corps accounting program and self-paced Overseas Cashier training course from the State Department within first six months of hire.

QUALIFICATIONS

Education Bachelor’s degree in accounting, finance, economics, mathematics, computer science, or business administration.

Work Experience 3-5 years of progressively responsible work in technical accounting or bookkeeping with at least two years of cashiering experience and one year in banking.

Languages Fluency in English and Ukrainian is required.

Other Skills Working knowledge of computerized accounting systems, word- processing, spreadsheets and databases. Demonstrated ability to manage cash fund and analyze financial transactions, records, and reports. Ability to meet deadlines, meticulous work habits, attention to detail, and the highest level of integrity and honesty. Ability to understand, interpret/translate, and communicate complex transactions, policies, procedures, issues and inquiries in both languages. Ability to use a variety of office equipment. Skill in maintaining an efficient filing system.

SECURITY REQUIREMENTS: A background security investigation will be required for all hires. Appointment will be a subject to the applicant’s successful completion of a background security investigation and favorable adjudication.
