Position Summary:
This is a professional and administrative position working under the direction and guidance of the Assistant City Manager/Public Works Director. This job position enjoys a great deal of latitude in developing departmental policies and procedures and management of the daily operations of the transit system. This position is also the coordinator for the Sidney Municipal Airport. This is a regular full-time position.
Job Responsibilities: Keep the Assistant City Manager informed of departmental activities and events on an “as it happens” basis. Administration of transit system daily operations; Analyze system performance; develop and implement needed changes to improve efficiency; Develop, prepare and manage transit and airport capital and operating budgets; Generate monthly, quarterly and annual financial and operating reports for transit; Comply with Federal, State and City financial and procurement policies and procedures; Prepare, submit and administer transit operating and capital grants, airport capital grants and other grant funding sources as they become available; Capital purchases and grant reimbursements for transit and airport; Prepare RFP’s for transit contract service and oversight of contracts; Process accounts payable and receivable for transit and airport; Annually review expenses and revenues to recommend transit contract rates and airport rental rates; Prepare and oversee financial and operating audits by ODOT Office of Transit, Federal Transit Administration (FTA), City auditors and State and local contracting agencies; Incident and accident report preparation and follow up; Program Administrator of FTA drug and alcohol testing program; Annually review, update and verify information in Drug and Alcohol policy, which includes the documentation of the monitoring of testing facility, lab procedures and certifications to comply with FTA regulations; Serve as principal advisor and liaison to the Transit Advisory Committee and Airport Advisory Board; Serve as principal liaison to ODOT’s Office of Transit, FTA, ODOT Office of Aviation, Federal Aviation Administration (FAA), grantor agencies, contract agencies and airport engineering contractors; Attend ODOT rural transit meetings, training and roundtable sessions; Market and promote transit system; Provide administrative assistance to airport for daily operations and maintenance needs; Arrange for timely repair and maintenance of transit facility and airport buildings and grounds; Document and resolve customer complaints and operation problems; Provide for department’s technological needs; oversee operation and updates of scheduling software; work closely with IT to keep technology needs up to date; Screen, interview, and make hiring recommendations for transit driver positions; Have working knowledge of duties of all transit positions to assist when needed; Oversee new personnel training; ensure transit personnel is provided all required training to comply with federal and state regulations; offer training applicable to transit operations; Monitor, document, and follow up on all training, incidents and accidents; Verify and approve timesheets of transit employees; Evaluate job performance and recommend pay increases for transit employees and contract amounts for Airport Manager; Recommend employee disciplinary actions to the Assistant City Manager/Public Works Director; Write, revise, update and administer policies and procedures for the transit and airport divisions annually; All other duties as assigned.
Major Challenges: Maintaining safe and efficient daily transit operation within City, State & Federal regulations and guidelines; Meeting service and operation demands within budget constraints; Addressing citizen’s concerns and resolving complaints; Reporting accurate and complete performance and cost data to State, City and County; Monitoring transit system performance; Continually changing operations to maximize efficiency and customer service. Direct supervision of 20-25 part-time and 5 full-time employees; Project future service and budget needs for transit and airport; Prioritizing projects and demands of transit and airport operations.
Other requirements: Sensitivity to client needs and circumstances. Sound organizational and management skills. Extensive knowledge of transit operations and regulatory requirements. Ability to perform all duties with minimal supervision. Excellent verbal and written communication skills. Determine process to accomplish objectives. Proficiency in math and accounting skills to manage financial matters of the system. Understanding of cash and accrual accounting. Advanced computer skills and proficient use of Microsoft Office programs.
Qualifications: Associate Degree, four years’ experience in Transit Management or equivalent public service experience. Additional training in accounting, grant management, public administration or transit/airport regulations and/or operations. Experience in customer service or other related experience requiring communication skills and resolution of customer complaints.
