Minutes of the DLC meeting held on 09.10.2020 Order No. 1261/2020/KSD/KDP (558) Dated: 05.11.2020 As per the Government order read as 1st paper above, Government have constituted an Empowered Committee for the implementation of Dr. P. Prabhakaran Commission Report on Kasaragod Development Package. An amount of Rs.75.00 crore under the Head of Account 2551-60-101-97 has been earmarked during the financial year 2020-21 for implementing the projects included in the Kasaragod Development Package. As per the Government order read as 2nd paper above, a District Level Committee was constituted for granting administrative sanction for the projects below Rs. 5.00 crore under Kasaragod Development Package, based on the recommendation of State Level Empowered Committee. As per the letter read as 3rd paper above, the Executive Engineer, Minor Irrigation Division, Kasaragod furnished the D.P.R of the project “Integrated water management of Kasaragod district- Renovation of VCB cum Bridge at Chippar in Paivalike G.P” for an amount of Rs. 15.00 lakh for the year 2020-21 under Kasaragod Development Package. As per the letter read as 4th paper above, 9 project proposals for a total amount of Rs. 837.45 lakh including the above said proposal were submitted to State Planning Board for vetting and necessary approval. As per the letter 5th above, the State Planning Board approved the project with a suggestion that the District Level Technical Committee must ensure the need for the renovation of existing VCBs before giving technical sanction. As per the minutes read as 6th paper above, the District Level Committee meeting held on 09.10.2020 reviewed the project in detail and decided to approve the project recommended by the State Planning Board. Order In the circumstances, sanction is hereby accorded for the implementation of the project “Integrated water management of Kasaragod district- Renovation of VCB cum Bridge at Chippar in Paivalike G.P” for an amount of Rs. 15.00 Lakh (Rupees Fifteen Lakh Only) to the Executive Engineer, Minor Irrigation Division, Kasaragod under Kasaragod Development Package for the year 2020-21. The expenditure will be met under Kasaragod Development Package from the Head of Account ‘2551-60-101-97-34-3 Other Items’ in the current year's budget for the project. The implementing officer has to execute the project by adhering the conditions stipulated below. 1. The work shall be carried out as per the D.P.R furnished and any deviation/change in the work from the estimate shall be effected only with the prior permission of the District Level Technical Committee (DLTC) as per rules in vogue. 2. Technical Sanction should be obtained from the competent authority. 3. Tender excess, if any, shall be reported to the undersigned in time before the finalization of tender. 4. Monthly progress of the work and reconciliation statement showing expenditure shall be furnished to the undersigned before 10th of every succeeding month. 5. A monitoring committee consisting of people’s representatives and officials should monitor the progress of the project. 6. The implementing officer should physically examine the work being implemented and furnish the report with all relevant details. The mandatory approvals such as permit/ sanction if required to be ensured well in advance to start the work within the stipulated time and for the speedy implementation of the project. 7. Purchase rules should be scrupulously followed for the projects where purchase of articles is required. 8. Government guidelines, rules and regulations, stipulated for PWD works should be strictly adhered to. 9. The work should be completed in the stipulated time period 10. A social audit board with the logo of Kasaragod Development Package should be erected before the commencement of the work with the details viz, Name of project, A.S amount, detailed specification of work, date of commencement and completion of each phase of the work. 11. A sign board carrying the inscription “KASARAGOD DEVELOPMENT PACKAGE”, Name of work, A.S amount, cost involved, year of sanction, date of commencement and completion, date of inauguration and details of implementing agency should be permanently and prominently erected at the site with the specification vide this office letter No. 1145(383)/2017-18/KDP/KSD Dated: 20.09.2019. 12. After the completion of each project, the following details viz, KASARAGOD DEVELOPMENT PACKAGE, Name of Work, A.S Amount, Year of Sanction, and Implementing Agency are to be made visible at the site, vide this office letter No. 1356/2018/KDP/KSD Dated: 25.01.2020 13. The inauguration should be arranged immediately after the completion of the work in consultation with the District Collector/ the Special Officer 14. After the completion of work, the maintenance and up keepment of the project by the user agency shall be ensured. 15. All statutory deductions of part/ final bill will be made by the Implementing Officer before effecting payment. 16. After completion of the work, the implementing officers should furnish the completion report (K.F.C Form 24), non-liability certificate, final bill, two copies of photograph of the completed project, details of transfer of asset to User Agency and future maintenance certificate, if any and utilization certificate to the undersigned on time. 17. After completing the project the balance amount if any with interest should be remitted and details should be submitted.
