Sealed Tenders are invited from bonafide, experienced and reliable contractors for execution of the works as detailed in the schedule attached herewith subject to the following conditions. TERMS & C O N D I T I O N S
1) The Persons interested to participate in the re-tender process has to submit application in plain paper with all relevant documents, credentials etc. as per terms & conditions separately for each of the project from 25.07.2017 to 02.08.2017 within office hours.
2) Re-Tender Paper will be issued on receipt of Rs. 500/- (Rupees Five Hundred) only from 26.07.2017 to 03.08.2017 within Office hours after scrutiny of documents & credentials. The Plan and Estimate of the said works may be seen at the office of the undersigned on any working day during office hours.
3) Sealed tenders will be received in the office of the undersigned at Bishnupur by REGISTERED POST/COURIER up to 1.00 P.M. on 04.08.2017 and shall be opened on the same day at 4:00 P.M. in presence of the /tenderers, if they are willing to be present.
4) The Tenderers will have to produce Income Tax, Sales Tax and Professional Tax Clearance Certificates as well as to satisfy the undersigned regarding financial strength, past experience etc. before issuing re-Tender Paper to them. The
(Sovan)D:\Docs\2018-04-15\0e6a0c893697e02bcf00e1a4115e53df.docx intending contractors will have to produce documents showing past experience in building work of similar scale along with the application for issuing re-Tender Paper. No documents more than 3(three) years old wil1 be accepted.
5) The undersigned is not bound to accept the lowest or any rate quoted and may reject any or all tenders without assigning any reason.
6) To qualify technically in the re-Tender, each bidder should have the following criteria.
a) The bidder should have a minimum average annual turnover at least 100% of the; estimated project cost or Tender/ e- tender in the last three preceding years (the turnover of the lead member will be considered in case of joint venture).
b) The bidder should have successfully completed at least one similar type of work during last three financial years for a single contract of value not less than 80% of the project cost. c) The bidder should also have made profits after taxes for each of these last 3 (three) financial years.
7) The Earnest Money @ 5% of the Project cost as mentioned in the Schedule should be deposited by Bank Draft in favour of Head, Panchet D.M.U. payable at Bishnupur Dist. Bankura as mentioned in the bracket (SBI, BOI, UBI, PNB, ICICI, AXIS,UCO & IDBI Bank) and a copy of original draft must be attached with re-Tender Paper.
8) The undersigned reserves the right to demand from the Tenderers the clarification and justification of their offer & the item wise statement of their proposed expenditure analysis with a view to construct the work mentioned in the schedule of this re-Tender Notice. On the item wise expenditure proposed labour cost should be specifically mentioned.
9) Tenderers should inspect the works site prior to submission of tenders.
10) All tools and plants required for the works will have to be supplied by the contractors.
11) Brick work and cement concrete work should be thoroughly cured for at least 14 days (21 days for roof) and to be done as per standard practice, codes and rules. Use of vibrator is obligatory for compaction of cement concrete works.
12) The contractor shall have no claim for any payment before completion of work.
13) The successful tenderers will be required to deposit Security Money of the project cost by Bank Draft @10% of the re- tender value in favour of The Head, Panchet DMU payable at Bishnupur Dist. Bankura as mentioned in the bracket (SBI, BOI, UBI, PNB, ICICI, AXIS,UCO & IDBI Bank) and will sign agreement within 7 (seven) days from the date of acceptance of the tender, failing which the Earnest Money will be forfeited to the Society.
14) The Earnest Money of the successful tenderer will be refunded after depositing Security Money of the Tenderer in full. The Earnest Money of the unsuccessful tenderer will be released in due course.
15) (a) All works are to be carried out as per plan. specification and estimate of works subject to modification made in writing by the undersigned or his authorized Officer & will be completed definitely by 75 (seventy five) days.
(b) The work must be completed within 75 (Seventy five) days failing which the Security Deposit Money will be forfeited to the Society
(c) The formalities of inviting re-tender and other allied works have been done by the undersigned on request of concerned Joint Forest Management Committee earlier known as FPC)
(d) Re-Tender wok will be done in the areas of Joint Forest Management Committee mentioned in the schedule of work. The exact location within the FPC will be finalized by the supervising officer.
16) The Security Deposit Money will be released on satisfactory completion of the work after 180 days.
17) The undersigned reserves the right to cancel the contract on the ground of unsatisfactory or delayed work and thereby to forfeited the Security Deposit in the terms of the agreement
18) All materials to be used as per P.W.D. specification and should be approved by the undersigned or his authorized officer before use.
19) The terms and condition mentioned herein shall be deemed to form a part of the agreement.

21) If any terms and conditions of the Re-tender are altered the same will be notified.
22) The work will be executed under the direct supervision of the concerned Range Officer/Beat Officer/ Extension Worker/JFMC member entrusted for the purpose.
23) The successful tenderer will have to undertake such extra work (not specified in the Re-Tender) which he would subsequently be asked to do in writing by the undersigned, the payment for such extra work "will be made as per the rate of the current P W D schedule applicable to Bankura District less the rate quoted by re-tender.
24) The mode of payment for successful completion of the works should be made by NEFT/RTGS /Cheque issued by the concerned JFMC. Fund on completion of the work shall be placed in the concerned FPC’s account for making necessary payment towards successful contractor.
25) The acceptance of the re-Tender will be subject to the receipt of approval of higher authority. The undersigned will not be responsible for any loss sustained by a tenderer in the event of non-receipt of Govt. Sanction.
26) Building Materials like Cement, Rod etc. must be of reputed company with ISI Mark& must be approved by the supervising officer prior to use. 27) All notification & amendments or Corrigendum if any will be notified in www.bankuraforest.in & www.bankura.gov.in
