POSITION OBJECTIVE:

Oversee the creation, development, design, and implementation of engineering related projects within waste services. These projects can be in conjunction with Council’s Capital Projects department (larger projects) or as stand alone projects implemented within the waste services unit. The position is required to ensure projects comply with legislative requirements and are successfully integrated within current and former landfill sites and other operational requirements. To undertake preparatory works to ensure that forward planning for future waste projects is well planned and the form of these projects meet Council and communities waste management requirements. Manage the landfill compliance activities associated with the Corio and Drysdale landfills including operational inspection regimes, interpretation and implementation of any operational changes associated with EPA licence changes, coordinating monitoring, reporting and auditing programs. Managing consultants and contractors undertaking landfill related risk assessments, monitoring, audits and audit recommendations. Management of external consultants and contractors will be required for the planning, programming and delivery of Capital and Asset Maintenance projects. The Officer will be required to be pro-active in works delivery, demonstrate project leadership, provide advice, co-ordination and works skills in capital and asset maintenance works planning and program delivery. The Officer will provide general engineering, hydrological, geological and environmental advice to the waste unit.

This position is part of the City Services Division which comprises the following departments:

 Engineering Services  Environment and Waste Services  Infrastructure Operations  Parks and Support Services

Reports To: Co-ordinator – Waste Management. Directly Manages: Consultants/Contractors, Internal Liaisons: City Services and Waste Unit Staff, other Council Staff and Management and Councillors. Provide support and supervision on the site development and licence compliance aspects (as opposed to operational aspects) of the Supervisor Drysdale landfill position. External Liaisons: Statutory and Service Authorities (primarily the EPA), Consultants, Contractors, EPA Auditors, Government Departments.

KEY RESPONSIBILITIES:

1. Project Management:  Manage the design process for projects including liaison with consultants to ensure design complies with legislative and operational requirements.  Manage the tendering process to appoint contractors to undertake works.  Ensure projects are implemented in accordance with design, cost, quality and safety aspects.  Establish guidelines as well as processes and procedures to monitor performance of project contractors.  Ensure all Council requirements associated with delivery of projects are met including payment procedures.

2. Project Supervision:  Providing professional advice, guidance and supervision to contractors, consultants and quality auditors to ensure that projects are delivered in accordance with specifications, budgets and established timeframes.  Conducting negotiations with relevant parties in relation to variations to contracts and compliance activities so that Council’s commercial interests and EPA deliverables are protected.  Solve any problems that arise during the course of projects via employing sound engineering principles, to preserve legislative requirements and project budget constraints. 3. Review Legislation and Regulations:  Assess and review existing practices against best practice legislation and regulation changes to identify key compliance issues  Conduct gap analysis and prepare implementation plans to enable compliance.

4. Strategic Planning/Analysis:  Analyse existing processes and forward plans to develop an understanding of how they work and also identify opportunities for improvement as appropriate.  Able to revise forward plans and targeted outcomes to achieve the best long term outcome. 5. Research/Data Collection and Analysis:  Ability to benchmark, network within industry and Council.  Ability to undertake research from first principles from the internet and industry.  Able to manage and compile data from various sources. 6. Compliance Activities:  Prepare Landfill Annual Performance Statements for the Corio and Drysdale landfills.  Ensure adherence to the Landfill Environment Improvement Plans (EIP) and review and modify the EIP as required.  Manage the landfill monitoring program.  Manage the production of the landfill compliance report and 53V Audit process.  Implement 53V Audit recommendations.  Manage National Greenhouse and Energy Reporting (NGER).  Manage National Pollutant Inventory Reporting. 7. Review Carbon Tax legislation and applicability of this to Council’s waste activities. 8. Assist With Management of Closed Landfills. 9. Ensure accurate and expert advice on waste matters is available to internal and external customers. 10. Adherence to all Council’s policies and procedures as relevant to this position. 11. Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time.

KEY SELECTION CRITERIA: 1. Advanced project management skills with the ability to fully scope and manage projects from conception through to completion. 2. Highly developed knowledge of construction materials, practices, technology and capabilities of plant and earthmoving equipment.

3. Extensive experience in waste management or significant experience in civil engineering/environmental compliance and proven ability to quickly absorb and understand new processes and concepts. 4. Detailed knowledge of contract management. 5. Well developed research and investigative skills and demonstrated risk assessment and management skills. 6. High level of written and oral communication skills including the ability to prepare project briefs/contract specifications and preparation and presentation of reports to Council.

7. Demonstrated abilities to undertake strategic projects.

8. Highly developed issue resolution skills to enable design, construction and approval issues to be worked through. 9. Ability to review legislation and regulations (particularly EPA) to provide direction on compliance issues. 10. All candidates should display integrity, responsibility, respect for others and the ability to be innovative. 11. Demonstrated knowledge and understanding of current “best practice” in management of landfills and transfer stations. 12. Detailed understanding of the operational aspects of waste management functions. 13. Ability to use personal computer including word processing, spreadsheet and other corporate software. 14. Thorough understanding of the legislative framework for waste management including landfill operations and regulation.

ACCOUNTABILITY AND EXTENT OF AUTHORITY:  Effective management of projects and contracts in accordance with Council’s policies, budgets, waste minimisation and identified waste unit outcomes.  As a senior member of a specialist team the judgements and decisions made have the potential to influence overall performance of the unit and impact on the wider community.  Effective and efficient engineering and environmental compliance planning, co-ordination and administration of allocated projects within timeframes and budgets.  Co-ordination and supervision of external resources (design consultants, construction contractors) in an effective and efficient manner.  Establishment and maintenance of effective and efficient project management and business reporting.  Preparation of tender documentation, tender assessment and awarding.  Decisions and actions taken will have an effect on the waste unit and also Council’s delivery of waste services to the community and on Council’s compliance with environmental legislation and licence obligations.  Provide a key resource for the waste unit to manage its project workload along with the maintenance and improvement of various data collection and research functions.  Contribution towards strategic planning of current and future waste projects to ensure that the delivery of waste services for Council and the Geelong community best meet current and future needs.  The timely provision of accurate advice and reports to Senior Council staff.  Preparing operational procedures relevant to the position.  Accountable for creating and capturing accurate and complete records of the business activities related to this position, in accordance with approved policy and procedures. This is applicable to both hardcopy and electronic information, including email. JUDGEMENT AND DECISION MAKING:  Provide expert advice to the Manager and Coordinator of Waste Services, and other senior Council management in relation to Waste Management matters.  This position is primarily involved in problem solving and project management requiring highly developed analytical skills previously gained by the application of precedent and through use of technically sound new innovations.  Some work will require the identification and analysis of a range of technical Engineering/Hydrogeological/Environmental Science based options before a decision can be made.  The position requires a high level understanding of the relevant policies and procedures pertaining to the Unit and the Organisation as a whole.  The position will be required to make professional and complex judgements.  Problems involve the application of professionally learned techniques and improving or developing these to new situations.  Guidance is not always available within the organisation.

SPECIALIST SKILLS AND KNOWLEDGE:  Demonstrated project management skills.  Highly developed knowledge of construction materials, practices, technology and capabilities of plant and earthmoving equipment.  Thorough understanding of the legislative requirements relating to construction activities particularly OH&S.  Ability to review legislation and regulations (particularly EPA) to provide direction on compliance issues.  Highly developed knowledge of the principles and processes involved in environmental compliance, monitoring and investigative activities.  Provide high level project management with the ability to fully scope and manage projects.  Knowledge and understanding of current “best practice” in Landfill operation, construction, and rehabilitation.  Detailed knowledge of landfill operations including filling, rehabilitation and application of licence.  Highly developed analytical and investigative skills to enable the development of solutions to new problems and opportunities.  Ability to use personal computer including word processing, spreadsheet and other corporate software.  Thorough understanding of the legislative framework for Waste management including Landfill Operations and regulation.  Thorough understanding of the underlying goals of the Waste Management Team and the links between these and organisational goals.  Excellent written and verbal communication skills. MANAGEMENT SKILLS:  Ability to achieve results within a set timetable.  Ability to negotiate and resolve conflict.  Proven ability to set priorities and allocate work to contractors and consultants to achieve set objectives in the most efficient way possible within the resources available.  Establish, engage and maintain productive relationships with council staff, customers and suitably experienced contractors and consultants.  Ability to plan, manage time, prioritise work and organise others.  Demonstrated decision making abilities.

INTERPERSONAL SKILLS:

 Ability to liaise and communicate effectively with other professionals and people from other disciplines in the administration of defined activities, both within and outside the organisation at a professional level.  Ability to communicate effectively and gain the cooperation of a range of internal and external stakeholders.  Ability to be self motivated and to lead others.  Highly developed communication and report writing skills.  Preparation of Council reports, strategy documents, implementation plans.  Preparation of correspondence to contractors, consultants and government agencies and authorities.  Ability to demonstrate Integrity, Responsibility, Respect and Innovation in all aspects of the position.

QUALIFICATIONS AND EXPERIENCE:  Tertiary qualifications in engineering or environmental science or similar and demonstrated project management experience.  Minimum 5 years contract management/development experience for service delivery type contracts.  Experience in compliance related activities.  Detailed understanding of landfill operations including all applicable legislation, site management, aftercare.  Staff supervision experience including indoor and outdoor staff.  Detailed understanding of the waste industry including legislation (towards zero waste etc).  Experience in a Local Government Waste/Operations environment.  Current Victorian Driver’s Licence.

SPECIFIC HEALTH AND SAFETY REQUIREMENTS:

 A pre-employment medical examination may be required.

 Manual handling tasks involved.

 Prolonged periods of in-activity i.e. sitting at the computer.

 Regular keyboarding associated activities.

 Long / short distance travel between sites as necessary.

 Dealing with difficult clients and situations.

SPECIAL CONDITIONS:

Employment is subject to the presentation of documentary evidence of the right to work in Australia.

Current Victorian Drivers Licence is essential where the need to drive a Council vehicle is required.
