NOTICE OF RACE

The Organizing Authority for the Open Danish Dragon Championship is Dragør Sejlklub in conjunction with the Danish Dragon Association. Dragør Sejlklub, Strandlinien 1B, 2791 Dragør, Denmark. E-mail: [email protected].

1 RULES 1.1 The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing, except as changed by the sailing instructions. 1.2 The applying prescriptions of the Nordic Sailing Federation and the Danish Sailing Association will be incorporated into the sailing instructions. 1.3 Furthermore, the following rules apply: - The Rules for Danish Championships - The crew weight restriction in class rule 13.30 1.4 The rules are changed as follows: - The preamble to Part 4 will be changed, to state that the obligation to wear personal buoyancy when signal flag Y is displayed not only applies while racing. - Rules 35, A4 and A5 will be changed to state, that boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish. - Rules 44.1 will be changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. - Rule 60.1(a) will be changed to state, that a competitor cannot protest another boat or competitor for breaches of specific parts of the sailing instructions. - Rules 61.3 and 62.2 will be changed to fix the protest time to 90 minutes for competitors, the protest committee as well as the race committee. - Rule 61.1(b) will be changed so protests by race committee and protest committee will be posted on the official notice board. - Rule 62.1(a) will be changed so failure to meet the target time will not be grounds for redress. - Rule 62.2 will be changed to shorten the time limit for a request for redress from a protest committee decision on the last scheduled day racing. - Rule 66 will be changed to shorten the time limit for reopening protest hearings. - Rule A4 will be changed by stating, that a boat starting later than 4 minutes after her starting signal will be scored Did Not Start. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules. 1.5 If there is a conflict between languages the English text will take precedence.

2 ADVERTISING 2.1 Advertising is limited to Category A. 2.2 Boats may be required to display advertising chosen and supplied by the organizing authority.

3 ELIGIBILITY AND ENTRY 3.1 The regatta is open for all owners of Dragons, who hold valid Measurement Certificates. 3.2 Participants must comply with the eligibility prescriptions in the Class Rules and in the Rules for Danish Championships including:

- all participants must be members of a sailing club under an ISAF-MNA. - all skippers and boat owners must be up to date members of their national Dragon Class Association. 3.3 Eligible boats may enter online at www.dragonclass.dk together with the required fee before May 10 2013. When paying entry fee please indicate boat number. 3.4 Late entries will be accepted with an additional fee of 30% of the entry fee. 3.5 A boat is not registered until the entry fee is paid. 4 FEES 4.1 Entry fees: DKK 1.500 (Euro 200). Late Entry: DKK 1.950 (Euro 260). (The fees include: Launching, dock space, trailer storage, hauling, after racing beer and snacks all days, breakfast and do it yourself lunch Friday and Saturday and cocktails Thursday. 4.2 Payment in Danish kroner:

5 SCHEDULE OF RACES 5.1 Registration: Thursday 23 May 09.00-13.00 at the Regatta Office at Dragør Fort. 5.2 All boats shall be afloat before 13.00 on May 23. 5.2 Sailing: Date Number of races Warning Signal for the 1st race of planned the day Thursday 23 May 1 14.00 Friday 24 May 3 11.00 Saturday 25 May 3 11.00 Sunday 26 May Spare day. The spare day will only be used if a sufficient number of races to constitute a Danish Championship have not been completed on the three first racing days.

5.3 After finishing a race a new race will be started soonest possible. 5.4 On the last day (Sunday) of the regatta no warning signal will be made after 14.00 hours. 5.5 Social activities: Thursday 23 May: Cocktails at Søren Hvalsø residence at 1900 hrs. Friday 24 May: Regatta Dinner at Dragør Fort at 1930 hrs. (DKK 250 for each person which have to be paid when registering in the Regatta Office at Thursday). Saturday 25 May: Prize giving soonest possible after the races.

2 6 MEASUREMENTS Each boat shall produce a valid measurement certificate and present it at registration. Boats may not present any unmeasured sails for registration or for checks of measurements. No more than eight sails per yacht may be submitted. A list of the sails to be used must be presented on registration. All crews must be weighed on registration in accordance with Class Rule 13.30. Organisers reserve the right to conduct measurement checks before, during or after any race.

7 SAILING INSTRUCTIONS Preliminary sailing instructions will be available on the regatta website www.dragonclass.dk from May 17, 2013. Final sailing instructions will be available at registration.

8 VENUES 8.1 The regatta harbour will be Dragør Harbour – at Dragør Fort. 8.2 Boats will be docked in the Marina next to Dragør Fort. 8.3 Courses will be sailed on the waters south of “Peberholm” approx 3 NM from the Harbour.

9 THE COURSE 9.1 The courses will be "Windward/Leeward courses". 9.2 The planned sailing time for the first boat is 90 minutes.

10 PENALTY SYSTEM 10.1 Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 10.2 The Protest Committee will be on the water. Any deviations from this shall not be grounds for a request for redress.

11 SCORING 11.1 7 races are scheduled of which 4 are required to constitute the Danish Championships. 11.2 When fewer than 5 races have been completed, a boat's series score will be the total of her race scores. When 5 or more races have been completed, at boat’s series score will be the total of her race scores excluding her worst score.

12 SUPPORT BOATS 12.1 Support boats, coaches and other support personnel shall be registered at the Race Office within the registration time (see schedule). 12.2 Support boats shall display their national flag together with a white board displaying the sail number of the related boat(-s). Minimum size of the board is 40 cm x 50 cm.

13 LAUNCHING AND HAULING Crane for launching will be at your service in the Marina Thursday 09.00 – 13.00 hrs. and for hauling Saturday 17.00 – 20.00 hrs. Apart from these hours a crane will be available for self-service in the old harbour.

14 BERTHING Boats shall not be hauled out during the regatta from 14.00 hrs. on the first racing day until the last boat finishes the last race, except with and according to the 3 terms of prior written permission of the race committee.

15 HAUL-OUT RESTRICTIONS Boats shall be kept in their assigned places in the harbour.

16 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around the boats from 14.00 hrs. on the first racing day until the last boat finishes the last race.

17 SAFETY Danish legislation requires every boat to be equipped with personal buoyancy for the number of persons on board at any time.

18 RADIO COMMUNICATION 18.1 A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 18.2 The race committee intends to use an open VHF radio channel for information about the starts, recalls etc.

19 PRIZES 19.1 The best Danish crew will become the Danish Champions. Medals will be awarded to the best three Danish boats. 19.2 Prizes will be awarded on a ratio of one per each five boats. 19.3 If a suitable candidate is found by the board of the Danish Dragon Association, the best preserved Danish Dragon will be awarded "The Ship’s Bell". 19.4 Prize giving will take place soonest possible after racing on the Saturday

20 MEDIA RIGHTS The Organizing Authority holds all media rights to any motion pictures, still photographs, live or taped film or video on television and/or other media showing any competitor during the regatta as well as content use in any media for either editorial, press or advertising purposes without compensation.

21 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

22 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of DKK 16.000.000 per event or the equivalent.
