PRESENT: CLLR G LOVE (CHAIR); CLLR R MILLWARD (VICE CHAIR); CLLR H FINDLEY; CLLR T FINDLEY; CLLR S FISHER; CLLR W FREEMAN; APOLOGIES: CLLR J HAWKINS; COUNTY CLLR C UNDERWOOD FROST; DISTRICT CLLR W PARRY

ALSO PRESENT: 2 PARISHIONERS DECLARATION OF MEMBERS INTEREST: None declared ADJOURNMENT PERIOD: 7.30PM THE FOLLOWING CONCERNS WERE RAISED:  Parked cars on Blyton Road. Resident complained that he could not access his drive. Other residents complained that they had trouble accessing their drives at school times. It was also pointed out that it was becoming a dangerous situation and there could be a nasty accident unless the situation is dealt with.  Speeding traffic. The speed of some of the cars going through the village has reached a dangerous level.  Shooting ground. A letter of petition asking for 7 days a week shooting is still being circulated. The Council need to wait until the planning application is received before making a decision.  See item: 3.2: THE CHAIRMAN CLLR G LOVE RE-CONVENED THE MEETING AT 7.49PM

2 PLANNING

2.1 WIND FARM UPDATE Action It was agreed to write again to Mr Dickinson asking for a reply to our letter regarding tenders. Clerk This should be sent to all members of the Development Cttee. It was also agreed to notify the Development Cttee that the Parish Council had not received a reply to their letter regarding the Browne Jacobson statement. 3 MATTERS TO BE DISCUSSED 3.1 ROSPA – The report had been received and the Council need to carry out the following:  Reinstate erosion to kerbing edge Action  Arrange for road signs re playground Clerk  Arrange for dog ban and ownership signs  Paint the gate a different colour  Arrange for playground sign by the gate 3.2 PARKED CARS – BLYTON ROAD Action It was agreed to contact Education Transport again with regard to the bus. It was also agreed to Clerk contact Road Safety Partnership and police with regard to the parking and also the speeding problems. It was agreed to write to Blyton cum Laughton School pointing out the problems again. It was agreed to contact Parish Link with regard to Parish Calm. It was also agreed to contact Neighbourhood Warden scheme. Proposed by Cllr T Findley; Seconded by Cllr S Fisher: Unanimous

3.3 CRICKET PITCH Action Transfer is nearly completed. The dragons teeth are being provided by the Forestry but the Clerk Council need to provide all the fencing. Clerk to approach Rural Fizz Fund as soon as transfer is

A model constitution for a Playing Field Committee was circulated. This item to be on October Agenda. Proposed by Cllr T Findley; Seconded by Cllr R Millward: Unanimous 3.4 LAUGHTON FEAST – CHAIRMAN ADJOURNED MEETING AT 8.01PM RECONVENED AT 8.12PM Mr D Owen said that the Feast Committee were continuing to run events through the year as they wanted to make 2008 Feast bigger and better. Mr Owen agreed that any uninvoiced money from the grant would be paid back to the Council by October 9th. 3.5 TREE FOR JOHN ROBINS It was agreed that the tree should be of the type which was dear to the heart of Cllr Robins and which he planted near his garage. Councillors and a Parishioner volunteered to take leaves from this tree and try to find out the variety. Proposed by Cllr G Love; Seconded by Cllr T Findley: Unanimous Action 3.6 STREET CLEANSING – AGREED TO CONTACT WLDC AND ARRANGE A MEETING Clerk 3.7 ROAD CLOSURE – TO BE PUT ON NOTICEBOARD AND ALSO IN NEWSLETTER Clerk to report road collapse on Cordle Hill. 3.8 NEWSLETTER Cllr Millward agreed to produce the next two months and see if there were any volunteers. If not the Council will make a decision with regard to cost and production in November.

4 REPORT FROM STEERING GROUP Cllr W Freeman gave the report. He said the questionnaires return had been disappointing. It was agreed to put this item in the newsletter reminding parishioners that they would forfeit their views on the future of the Parish if they didn’t return their questionnaires.

5 FINANCE Action 5.1 GRASSCUTTING - £210 (TWO CUTS) – CHEQUE SIGNED Clerk Daubney Services are ceasing trading. It was agreed to write to them expressing the Council’s gratitude for the excellent work which they have done over the past few years. It was also agreed that the Council should advertise that they are tendering for new grounds maintenance. Proposed by Cllr S Fisher; Seconded by Cllr H Findley: Unanimous 5.2 CLERK’S SALARY – CHEQUE SIGNED FOR £500 5.3 ROSPA – CHEQUE SIGNED £70.50 Action 5.4 CLLR S FISHER TO REPLACE CLLR ROBINS AS FINANCE COUNCILLOR Clerk & Proposed by Cllr W Freeman; Seconded by Cllr H Findley: Unanimous Finance Cllrs Finance Councillors and Clerk to have budget meeting before November.

5.5 INCOME & EXPENDITURE

Current a/c balance £ 962.43 Reserve a/c £ 47,413.51 In hand September 07 £ 48,375.94
