TOWN OF PLEASANT VIEW CITY COUNCIL MEETING MINUTES June 11, 2013 7:00 PM at Pleasant View City Hall 1008 Civic Court, Pleasant View, Tennessee

CALL TO ORDER at 7:05 PM by Mayor Keenan

ROLL CALL Present: Mayor Perry Keenan, Alderman Randell Bracey, Alderman Danny Rediker

Absent: Vice Mayor Stephen Carr, Alderman June Nicholson

CONSIDERATION OF MINUTES Alderman Rediker motioned to approve the minutes from the Public Hearing and Regular Council Meeting on May 14, 2013. Alderman Bracey 2nd the motion. All Aye. Motion passed.

APPROVAL OF THE AGENDA OF THE EVENING Alderman Bracey motioned to approve the agenda. Alderman Rediker 2nd the motion. All Aye. Motion passed.

PUBLIC FORUM No one spoke.

Alderman Rediker motioned to close the public forum. Alderman Bracey 2nd the motion. All Aye. Motion passed.

COMMUNICATIONS FROM THE MAYOR A. Historical Meeting – May 21st – Main focus of the meeting was the Cruise’n N Groove’n to be held on June 21st on Main Street. Cruise in and music. Businesses on Main Street will be open for the event. B. Business Advisory Board Meeting – May 23rd C. Relief Effort for Oklahoma – Weeklong effort held at City Hall. Huge thanks to the Drake family for making this possible at no cost to the town. D. Cruise’n and Groove’n – June 21st E. Sycamore High Band concert that was scheduled for May has been postponed until the Fall.

CITY ATTORNEY’S REPORT Attorney Chris Clark reported the Goad vs. Hollingsworth case is still pending with the discovery phase beginning. Reviewed the contract for Community Development Partners to administer the parks grant. Continuing to work on the Field Use policy for parks and recreation.

BUILDING COMMISSIONER’S REPORT Residential Permits –1 Commercial – 0 Additions – 0 Swimming Pools – 1 Remodel Permits - 2 Driveway – 0 Accessory – 2 Signs – 0

PLANNING COMMISSION Alderman Rediker reported the Planning Commission approved the two ordinances that are being heard by the Board tonight regarding the percentage of open space on commercial lots and parking requirements.

PARKS AND RECREATION BOARD Kelly Ellis reported the Board is still reviewing use policies and has a special called meeting on June 18th at 6:00 p.m. at City Hall to finalize. Sr. Bingo, for ages 50 and up, was held last month with 41 people in attendance – will be held the first Tuesday of each month with a concert.

BUSINESS ADVISORY BOARD Kelly Ellis reported there was a guest speaker from Community Bank and Trust that went over area statistics. The Board assigned plans of action to make us a more business friendly community. Spoke about positive press Pleasant View has been getting with the Oklahoma relief effort and that Debbie Keenan has been named the Media Director to help in promoting Pleasant View.

OLD BUSINESS A. Ordinance 13-03 AN ORDINANCE OF THE TOWN OF PLEASANT VIEW, TENNESSEE, ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2013 AND ENDING JUNE 30, 2014. 2nd Reading

NEW BUSINESS A. Expenses to Local Government Corporation in the amount of $9,401.00 for software and hardware support.

B. Expenses in the amount of $2,400 to Cheatham County Emergency Communications District for July 2013 – June 2014 Dispatch Services

G. Resignation of Tammy Cowan from the Board of Zoning Appeals

Alderman Rediker motioned to accept the resignation of Tammy Cowan from the Board of Zoning Appeals. Alderman Bracey 2nd the motion. Alderman Rediker – Aye. Alderman Bracey – Aye. Mayor Keenan – Aye. Motion passed.

H. Appointment to Business Advisory Board (Tammy Cowan nominated by the Business Advisory Board)

Alderman Bracey motioned to appoint Tammy Cowan to the Business Advisory Board. Alderman Rediker 2nd the motion. 3 Alderman Rediker nominated Lisa Moffitt for the Business Advisory Board. Alderman Rediker retracted the nomination

I. Ordinance 13-04 AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE TOWN OF PLEASANT VIEW, TENNESSEE BY DELETING CERTAIN SECTIONS IN ARTICLE V AND REPLACING THEM WITH NEW SECTIONS. 1st Reading
