RESOLUTIONS OF THE WEST LONG BRANCH BOARD OF EDUCATION

Regular Public Meeting Minutes– Media Center 7:00 p.m.

Tuesday, June 16, 2015

Mrs. Hegglin called the meeting to order at 7:00 p.m.

"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board of Education has issued notice of this meeting to be publicized by having the date, time and location of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long Branch Public Library and mailed to the Asbury Park Press and The Link, which have been designated as the Board's official newspapers. Notice was also filed with the Borough Clerk and sent to those persons requesting that such notice be mailed to them."

The Pledge of Allegiance was led by the following students:

STATEMENT TO THE PUBLIC

Often times it may appear to members of our audience that the Board of Education takes action with very little comment and in many cases a unanimous vote. Before a matter is placed on the agenda at a public meeting, the administration has thoroughly reviewed the matter with the Superintendent of Schools. If the Superintendent of Schools is satisfied that the matter is ready to be presented to the Board of Education, it is then referred to the appropriate board committee. The members of the board committee work with administration and the Superintendent to assure that the members fully understand the matter. When the committee is satisfied with the matter, it is presented to the Board of Education for discussion before any final action is taken. Only then, is it placed on the agenda for action at a public meeting. In rare instances, matters are presented to the Board of Education for discussion at the same meeting that final action may be taken.

APPROVAL OF MINUTES

May 26, 2015 Regular Public Meeting

Motion offered by Ms. Sarfaty and seconded by Mrs. Trocchia was approved by a roll call vote of 8/0/1 with Mrs. Gassman abstaining.

COMMITTEE REPORT:

Building & Grounds Brian Kramer

·  The referendum design phase is underway

·  Mr. Kotch is working on a schedule for the referendum work

·  Still working on the front sign for BME

·  Gym partition was ordered

·  New dugouts and backstops will be constructed this summer

·  Expanding our sprinkler system

·  We are rolling out a new work order management system

·  New exterior garbage cans have been ordered

·  New playground mulch will be installed over the summer

·  Mr. Oliveira did an outstanding job at Field Day and was a huge help.

BUILDING AND GROUNDS RESOLUTION 1

The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and

Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.

1. Move to approve, upon the recommendation of the Superintendent, use of the FAS/BME softball fields by the WLB Jersey Shore Lady Lions for softball practices and scrimmages from Monday, July 22, 2015 through Friday, August 31, 2015 for the following days & times (Certificate of Insurance on File).

6:00 p.m. – 9:00 p.m. (Sundays - Fridays)

Motion offered by Mrs. Trocchia and seconded by Mrs. Arvanitis was approved by a roll call vote of 9/0.

Move to approve, upon the recommendation of the Superintendent, Nursing Services as per the IEP for Student SID # 5649336210 effective Wednesday, July 1, 2015 to Thursday, June 30, 2016 at the rate of $47.00 per hour for LPN services and $52.00 for RN services (as available) through C.A.S. Health Care.

4. Move to approve, upon the recommendation of the Superintendent, the 2015 Summer Integrated Preschool Program, Summer Integrated Program and Summer Speech Program starting Tuesday, July 7, 2015 through Friday, July 31, 2015.

5. Move to approve, upon the recommendation of the Superintendent, the I.E.P. team requests as per IDEA and N.J.A.C. 6:28 for the following placement of five (5) Special Education students who have severe academic, medical, and/or behavioral difficulties and require an extended year program as listed in their I.E.P.’s. The private schools tuition requests (with the SCHI) are 12 month contracts which include the Extended School Year (ESY program and the Fall 2015-2016 programs. (IDEA and State Extraordinary Aid funds are used to supplement these tuition costs).

Mr. Kotch Reported

·  Mr. Kotch discussed the items on the agenda this month noting that funds up to $200,000 may be transferred to capital reserve, as the District’s current balance is low, should funds be available at June 30th. It looks like $100,000 may be a reality, but to be safe, $200,000 as a cap has been approved.

1.  ACCEPTANCE AND CERTIFICATION OF MONTHLY FINANCIAL REPORTS RESOLUTION

Pursuant to N.J.A.C. 6A:23A-16.10(c)3, the West Long Branch Board of Education accepts the Board Secretary/School Business Administrator's Certification as of May 31, 2015 that no budgetary appropriations account has obligations and payments which in total exceed the amount appropriated by the West Long Branch Board of Education; and

Pursuant to N.J.A.C. 6A:23A-16.10(c)4, we the members of the West Long Branch Board of Education, of the County of Monmouth, after having reviewed the REPORT OF THE SECRETARY and upon consultation with the appropriate officials, certify that as of, May 31, 2015 are to the best of our knowledge that no major account or fund has been over-expended and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year; and

The West Long Branch Board of Education hereby accepts the Board Secretary’s Report the month ending May 31, 2015 and the Treasurer of School Monies Reports for the month ending May 31, 2015.

2.  BE IT RESOLVED, that the Board of Education of the Borough of West Long Branch approves the Bills and Claims for June, 2015, and May, 2015 Payroll per attached: (Budgeted)

4. WHEREAS, on July 1, 2015, the West Long Branch Board of Education will enter into a ManagementContract with Sodexo Management, Inc., whereby Sodexo manages and operates the District’sFood Service Operation;
