CLAWSON, HOSE & HARBY PARISH COUNCIL MINUTES OF THE ORDINARY MEETING HELD ON MONDAY 20TH JULY 2015 IN HARBY VALLEY CHRISTIAN CENTRE
The Chairman welcomed four visitors at 7pm. The following were discussed: A prospective housing development off Sandpit Lane; The need for a Neighbourhood Plan; How Long Clawson residents should give their views on proposed developments; The Parish Council could only comment on planning applications not proposals; The Parish Council could not give advice to individuals or groups on how to oppose or support planning applications
The Chairman thanked the visitors for their comments and 3 visitors left at 7.10pm, when the Chairman started the meeting.

15/44 NOTIFICATION OF DECLARATION OF INTERESTS AND REQUESTS FOR DISPENSATIONS FROM COUNCILLORS ON MATTERS ON WHICH THEY HAVE A DISCLOSABLE PECUNIARY INTEREST Nil declared at the start of the meeting. During the meeting Cllr Baxter declared a personal interest in Item 7bv (Minute 15/49bv), as a member of Hose PCC
15/45 MINUTES OF THE ORDINARY MEETING held on Monday 15th June 2015 were considered. It was noted that, under Minute 15/30f viii, Western Power had offered to connect the power supply free of charge to street light steel columns replacing wooden poles on Bolton Lane, Chapel Lane and the Green in Hose only, not the entire Parish. It was agreed that the Minutes did not need to be amended
It was proposed by Cllr Dunn, seconded Cllr Witcomb and agreed unanimously that the Minutes be accepted and they were signed by the Chairman.

Noted and it was agreed no amendments to Parish Council objections dated 20.5.14 were needed

It was noted that Mr D Isam, one of the Trustees had discussed play equipment with Cllr Witcomb. It was agreed she would ask him to send the Trustees proposals to the clerk for the next meeting 14/32f ii Memorials checked – letters to be sent to owners & update cemetery plan.

Cllrs Dunn & Seddon would put various ideas for discussion in a paper for a future PC meeting. After discussion it was agreed that Cllrs Tillyard, Dames and Dunn have a meeting with the LC Surgery Practice Manager to discuss this and the future of the Surgery 15/37 Future work in Harby Nature Reserve: Discussion with volunteer Warden when Nature Reserve cleared

It was agreed that no further discussion was needed until a planning application had been received via MBC

15/49b Correspondence for Discussion i Public House seating on the Pingle Village Green: LC resident 25.6.15; LC resident 11.7.15; Anonymous letter LC residents undated It was agreed that this would be discussed at the August meeting after the 3 month trial period had ended ii Bolton Lane, Hose resident 27.6.15: Street light on Bolton Lane discussed. It was agreed to reply that a suitable site had not be identified but they could discuss any suggestions with the Hose Cllrs iii 114/174fvi Area Safety Inspection Reports 4.6.15 noted. The following were agreed: The handyman should do the repairs but inform the clerk of any that needed specialist attention; Cllr Seddon would order and install a second gate for the Pingle Dyke and claim the cost of materials from the PC; A wet pour repair kit be purchased at £50 plus delivery for use by the handyman iv LRALC 2.7.15: 2015 Newsletter No 4 noted
(Cllr Baxter declared a personal interest in the following matter as a member of Hose PCC) v 14/112 Hose PCC 6.7.15: lawnmower invoice & request for grant It was agreed unanimously that: There should be a resolution on the August agenda to grant £270, being half the cost of the new lawnmower; explain that this was a one-off grant which did not set a precedent for future grant requests vi 15/35 Came & Company 10.7.15: Village Green 63: trees at Dovecote corner It was agreed that the clerk should draft a reply, for approval of Cllr Dunn, saying that the PC did not consider that the trees on this part of the Village Green were its responsibility because: this area has been enclosed and used as part of the garden of Number 33 East End for approximately the last 35 years; when this area of Village Green was enclosed no trees were present so they were presumably planted by residents of No 33; the land belonged to the Parish Council but not the trees
15/49c Urgent correspondence received after the clerk’s report and requiring discussion i Western Power Distribution 14.7.15: Land at Canal Lane, Hose. A request for a Wayleave consent for removal of existing overhead line in Community Orchard had been received. It was agreed unanimously and both copies were signed by the Clerk on behalf of CHH PC ii MBC 16.7.15: PC Liaison meeting 24.11.15 7pm Council Chamber & draft Minutes of meeting on 22.6.15
15/50 14/64 CHAIN LINK FENCE AROUND HARBY MILLENNIUM SIGN The recommendation from Harby Cllrs that the chain be retained was agreed unanimously
15/51 15/30f vii TREES TO BE INCLUDED IN TREE MAINTENANCE SURVEY The recommendation from the Chairman that only Long Clawson cemetery, St Remigius closed Churchyard and Hose closed Churchyard be included in the 2015 tree survey was agreed unanimously.
An amendment to the PC Trees on Parish Council Property Health & Safety Procedure would be drafted by the clerk and considered at the August meeting
15/52 15/30f viii NEW PC STREET LIGHTS FOR BOLTON LANE/CHAPEL LANE, HOSE Quote from E.ON of £415 per new street light x 4 agreed unanimously
18 15/53 15/132cii VILLAGE GREEN 64 EAST END, LC Report from PC volunteer Tree Warden 26.6.15 was discussed. It was agreed that the village green be cleared of all trees and shrubs to make it easier for the grass to be cut. Cllr Seddon agreed to discuss this with the Birley family as it had donated rose bushes and a plaque for the green in the past
15/54 15/38 PAYMENT OF INVOICES ONLINE Draft list of online payees was discussed. It was agreed that the clerk should obtain the necessary information from the PC bank to allow payment of invoices online, for consideration at the August meeting
15/55 15/39 INSURANCE PREMIUM It was agree unanimously to renew a 3 year long term agreement (starting from the end of the current lta 1.8.2016) and renew the policy with the current PC Insurer, Came & Company. A cheque for £1475.21 was written, checked and signed at this meeting to comply with deadline of 31.7.15
15/56 14/18 COMMUNITY ASSET REGISTER House of Commons Library 9.2.15 Assets of community value noted; Draft list of community assets CH&H was amended. To be included on the August PC agenda for confirmation and adoption
15/57 14/160 MEETING TO DISCUSS COMMUNITY SPEEDWATCH FOR HARBY Between Volunteers, LCC Speedwatch, coordinators from Stathern & a Parish Councillor. Cllr Wheatley agreed to be the Parish Council representative at this meeting to be arranged by the clerk
15/58 HARBY PLAYGROUND COMMITTEE It was agreed that the Grant from the Hickinbotham Charitable Trust of £500 to Harby Playground Committee, which it had given to the Parish Council. should be kept in a separate Harby playground fund
It was noted that the Committee was applying to the IGAS Energy fund for a replacement item of playground equipment for the train climbing frame on the Leys
15/59 CO-OPTION OF LONG CLAWSON CLLR It was agreed unanimously that, because no Long Clawson resident had come forward to be considered for co-option to the vacant Long Clawson ward in response to the poster, a Resolution be included on the August agenda to co-opt Mr Brian Hiley as a Parish Councillor for Long Clawson.
The clerk was asked to check that Mr Hiley complied with the residency requirement
The Chairman thanked Cllrs for attending and closed the meeting at 9.30pm
