MINUTES OF JOINT POLICING SUB COMMITTEE MEETING HELD ON MONDAY, 20th JANUARY 2014 at 11.30 A.M

1. Minutes of meeting held on 21st October 2013 Order: Noted

2. Draft annual work plan 2014/15 for JPC Sub Committee Order: Jim Kelly gave presentation to the Committee on the draft work plan for 2014/15 for the JPC Sub Committee. The plan will be formally adopted in April. Cllr Mac Donncha suggested that consideration be given to the times and themes of any public meetings.

3. Committee requested that a report be presented – Name and Shame campaign of people who have been convicted Order: The Area Manager informed the Committee of a circular from the Department of Environment in which the Data Protection Commissioner advised that the publishing of the names & addresses of private individuals fined or convicted as a result of littering, is in breach of the principles of data protection as set down in the Data Protection Act 1988. Therefore, DCC cannot publish these details.

It was requested that quarterly statistics on the number of litters fines issued in the North Central Area be presented to the JPC Sub Committee meetings.

4. Youth engagement Order: Jim Lee advised the Committee previously that the Garda Síochána had made approaches to the Department of Children and Youth Affairs (DCYA) looking to improve relations between themselves and young people. As a number of Comhairle had also expressed their desire to improve relationships, it was decided that three Comhairle na nÓg areas would pilot a process to improve dialogue between the young people and an Garda Síochána.

An update from Jim Lee advised that a meeting was held in October between the Wicklow, Roscommon and Dublin City Comhairlí, the Gardaí and DCYA. A report on the key findings from the surveys completed by young people at the AGMs and focus groups with Gardaí is currently being finalised. When the final report is available it will presented to the JPC for their consideration.

5. Cash for Cars – update and proposed initiative

Order: Noted. Chief Superintendent Frank Clerkin provided a report to the Committee in respect of policing the DMR North Division, which included details of Operation Wireless targeted at criminals involved in “Cash for Cars”. He referred to:

 DMR North Division Crime Trends - It was noted that property crime is up by approx. Burglaries are down by 5% across the Division, however, there are some areas which have experienced an increase.  Operation Acer – focusing on burglaries. A group of criminals have been identified as targeting the elderly and this group is now subject to intense garda activity.  Operation Wireless – This operation was targeted at criminals involved in “Cash for Cars”. This is a multi agency operation involving Gardaí, Dept of Social Protection, DCC Waste Management Enforcement Section, Customs & Garda Dog Unit. A number of sites were indentified and planned searches conducted. A number of offences were detected as a result e.g. fraudulent NCT certs, social welfare offences, bench warrants, stolen car parts recovered and revenue offences.  Road Traffic Collisions

6. Clontarf Promenade and Dollymount Beach – Thefts from cars

Order: The Area Manager will have 2 warning signs installed at Vernon Avenue car park. This is an opportunistic crime and an article giving advice not to leave items in cars when parked will also be placed in the North Central Area e- bulletin.

7. Graffiti Order: The Area Manager advised that the area spent in excess of €100,000 removing graffiti in North Central. There has been a spike in tagging and the Gardaí requested to investigate culprits.

8. Heavy Goods Vehicles – Garda Plan enforcement of truck ban on Griffith Ave and Collins Avenue

Chief Superintendent Frank Clerkin reported that the ban on overheight vehicles (over 4.65m) came into effect from 1 November 2013. In order to deal with breaches of the ban, the Gardaí will establish Road Transport Enforcement checkpoints on Griffith Avenue. Offences detected can only be prosecuted by summons and the driver cannot be arrested or made to exit the area unless a more serious offence is detected.

Cllr Gerry Breen has written to one of the haulage companies, GIST and is awaiting a response.

9. Any other business and future items It was agreed to seek an additional community representative to join the JPC following the local elections in May.
