MEETING MINUTES - DRAFT

Association Business:
Minutes for the September 12, 2009, meeting were approved. Treasurer’s report was approved with a balance of $468.54.
Traffic Issues:
Robert Mack, City of Concord Traffic Engineer, initiated discussion about the traffic concerns in the Community Drive/High Street area. Traffic counters to measure volume and speed had been set up in the area and information will be brought back to the Traffic Operations Committee for planning purposes. Items discussed:
The posted limit is 25 and the average measured speed is 25. Reducing higher speeds with a speed bump Concern that new paving in this area would increase speeds Sidewalks are unplowed up to three weeks after storms. Walkers are forced to walk in the street. 4-way stops are based on federal policy and volume. Controlling speed with street width/curbing/center island in locations like the corner of Community Drive and Dolphin at the Penacook Community Center can reduce speed. Increased police presence during school opening and closing times Coordination with schools for traffic flow How does PVA get Penacook concerns heard by the City now for high danger spots like Beede Drive and the intersection at PCC? o TPAC and TOC: watch community calendar for meetings and review minutes found on www.onconcord.com o Safe Routes to School o PVA representation at public meetings. Penacook Historical Society
Rick Jaques of the Penacook Historical Society detailed several events: Programs at the Boscawen and the Concord historical societies Third annual Old Fashioned Halloween Parade (held October 31 at the Rolfe Homestead) Penacook Community Center Gold Circle Award for the creation of a community garden on the Rolfe property. (Additional details and a series of photos are available at www.penacookcommunitycenter.org.)
Mike Cotton reported The fall flyer is ready for distribution. There was a suggestion that the print count be reduced and the calendar refreshed frequently. For the PVA brochure, there are still issues with the photos and the brochure needs editorial review. Farmer’s Market: Three or four farmers in the area expressed an interest but were concerned that the market would pull traffic from their stands. The preferred scheduling was Monday or Tuesday during the high traffic hours of 4:30 - 7:00 PM. Mike has offered to speak briefly at the state farmers group. Additional actions are needed to satisfy City and Code Enforcement requirements.
Holiday Train Display
Planning for the holiday train display by the Concord Model Railroad Club, which meets 3rd floor of the Washington St. School in Penacook, continues. The Penacook Pharmacy has agreed to provide window space for a 4x8 layout. This display will be coordinated with the tree-lighting event if possible. (See penacook.org for the latest plans for the tree lighting and train display.)
Tree Lighting in Boudreau Square
The tree lighting in Boudreau Square is scheduled for Monday, November 30 at 6:00 PM. Items to be confirmed include caroling, decorations, train display, the library which will be open at this time, hot chocolate for attendees. (See penacook.org for the latest plans for the tree lighting.) Volunteers for a task force include: Kathy Bush, Steve Shurtleff (contacting GSA), Ralph Harwood (contact the library), Teri Maxwell (liaison with train club), Lois Bradley, Lynne Raleigh (website and PR), and Jennifer Kretovic (investigate fundraiser selling ornaments).
Proposed Penacook Parade
A parade or Old Home Day type event was discussed. It was suggested that it be a warm weather event that does not conflict with other similar events in the area. Some organizations that should be contacted: American Legion, MV schools, MV band, and the Friends of the Library.
Food Co-op
Brent Todd confirmed by email that a Co-op representative will speak at the November 14 meeting.
Village Sign Garden Maintenance
Dianna and Warren Leary were introduced. They will be tending and improving the Village sign gardens.
