Louis Martirano - WCAMPWA’s 2012 Person Of The Year

The Westchester County Association of Municipal Public Works Administrators (WCAMPWA) proudly announces Louis Martirano, Superintendent of Highways for the Town of Mamaroneck as its 2012 Person of the Year! Lou began his public works career in 1982 and has been an active member of WCAMPWA since 2001. Lou was born and raised in Yonkers, New York. He graduated from Iona College with a degree in Construction and Facilities Management and attained the title of Certified Public Infrastructure Inspector (CPII) from the American Public Works Association. Lou also has an Associates Degree in Business Administration and a Civil Construction Estimating Certificate from Westchester Community College. In addition, Lou earned his Road Master Level II recognition from Cornell Local Roads Program. Lou’s family history working on municipal construction projects was the foundation for his public works vocation. Before entering the public sector, Lou managed all functions of the Martirano Construction Corporation – a General Construction Contracting business founded by his dad, Luciano, in 1963. He began his public works career in 1982 with the Westchester County Department of Public Works as an Engineering Technician in the Operations Division. He progressed his DPW career with promotions beginning with the position of Engineering Inspector in the Road Maintenance Division. His road experience paved the way to the Construction Division as a Senior Engineering Technician. He finally advanced to the position of Construction Coordinator. His County DPW experience engaged him with construction projects at various county facilities including the airport, golf courses, courthouse, parks, roads and municipal office buildings. His second stint with the County landed him in Engineering Division coordinating the design of capital projects. Lou achieved permanent status in all his County appointments. After almost 20 years with the County, Lou ventured into municipal management in 2001 as Superintendent of Public Works for the Village of Tuckahoe. He immediately became a member of WCAMPWA and was appointed as the Education Chairman. Lou then was hired by The City of Rye as their first Superintendent of Public Works in many years. A brief hiatus took Lou into the private sector of Construction Management working with such renowned firms as Savin/JMOA Engineering, Rizzo Corp. and with AM Development as a senior associate. His work included managing school renovations and real estate development projects. In 2008, Lou was appointed to his current position of Superintendent of Highways for the Town of Mamaroneck where he is responsible for the daily operations of the town’s roadway infrastructure and fleet maintenance operations. He oversees a staff of 27 in the highway and Engineering Departments managing an annual budget of over $3.5 million. He serves on the Town’s Safety, Emergency Management and Tree Committees. Since joining WCAMPWA, Lou has been continuously active with the Executive Board. He is currently a Director on the Board; Program Chairman; and member of the Golf, Education, Dinner, Scholarship and various other ad-hoc committees. Lou is also a member of the Westchester Putnam County Association of Town Superintendent of Highways (WPCATSH). Lou is also prominent in the American Public Works Association (APWA) where he is currently president of their South East New York Branch and the New York Metropolitan Chapter’s Vice President-Elect. Lou’s community activity includes coaching youth sports with the Ridgefield, CT Travel Softball teams and Recreation Basketball in New Fairfield, CT. Lou has been a member of the Richter Park Men’s Golf Club, the New Fairfield Permanent Building Committee and belongs to the New Fairfield Lions Club. Lou was also the ice hockey head coach for Salesian High School (NY) and New Fairfield High School (CT) – where he has a Coaching Certification from the Connecticut Interscholastic Athletic Association.

Lou and his wife Helen have been married since 1982 and have three daughters – Monica, Lauren and Adriana.
